The tango, spawned over a century ago in the lower class barrios of Buenos Aires and Montevideo before bursting on to dance floors worldwide, today danced itself on to the United Nations-endorsed list of the planet's intangible cultural heritage.Together with dances of the Ainu in Japan, the Ashiqs in Azerbaijan and Korean and Tibetan ethnic groups in China, and others from Réunion island, India, Mexico and the Republic of Korea (ROK) it joined a host of cultural elements ranging from France's Aubusson tapestries to Holy Week processions in Popayán, Colombia, to be added to the list. In all, 76 cultural elements were inscribed on the UN Educational, Scientific and Cultural Organization (<"http://portal.unesco.org/en/ev.php-URL_ID=46523&URL_DO=DO_TOPIC&URL_SECTION=201.html">UNESCO) Representative List of the Intangible Cultural Heritage of Humanity, chosen by the 24 Member States of the Intergovernmental Committee for the Safeguarding of the Intangible Heritage at its fourth session in Abu Dhabi, United Arab Emirates. The list was inaugurated last November in accordance with UNESCO's Convention for the Safeguarding of Intangible Cultural Heritage, which seeks to protect the world's oral traditions, performing arts, social practices, craftsmanship and knowledge of nature. Today's inscriptions ranged from religious ceremonies, like the Procession of the Holy Blood in Bruges, Belgium, the Panagyr ritual on the feast days of Saints Constantine and Helena in Bulgari, Bulgaria, and religious ritual theatre in the Garhwal Himalayas, India, to lace making in Croatia, a masked end-of-winter carnival in Mohács, Hungary, and the Voladores ('flying men') fertility dance of ethnic groups in Mexico and Central America. The inscriptions comprise cultural elements from Argentina, Azerbaijan, Belgium, Bulgaria, China, Colombia, Croatia, Cyprus, Estonia, France, Hungary, India, Indonesia, Iran, Japan, Kyrgyzstan, Mali, Mexico, Nigeria, Pakistan, the ROK, Romania, Spain, Turkey, Uruguay, Uzbekistan, and Viet Nam.

The international community must seize the momentum created by last week's Security Council summit on nuclear non-proliferation and disarmament chaired by United States President Barack Obama, a senior United Nations official said today."The international community needs to act firmly to counter the dangers that additional countries and even terrorists might one day acquire weapons of mass destruction," UN High Representative for Disarmament Affairs Sergio Duarte told a <"http://www.un.org/News/briefings/docs//2009/090930_Duarte.doc.htm">news briefing at UN Headquarters in New York. "We have been witnessing a new wave of interest in disarmament talks, the advancement of these talks," he said of the Council meeting, which unanimously called on countries to sign and ratify the Nuclear Non-Proliferation Treaty (NPT) and created additional deterrence for withdrawal from the treaty. It further called on all States to refrain from conducting a nuclear test explosion and to sign and ratify the Comprehensive Nuclear-Test-Ban Treaty (CTBT), thereby bringing it into force as soon as possible. "The summit has opened a new chapter in the efforts of the Council to address non-proliferation," Mr. Duarte said. "I think its main result, its main impact is that it brought disarmament and non-proliferation to the forefront of the international agenda and brought it also back to the United Nations… "The international community should seize and build on this momentum towards achieving nuclear non-proliferation and disarmament in general," he added, declaring that the meeting showed the commitment of the US and other Council members to contain proliferation and rededicate themselves to the goal of nuclear disarmament.

Poor drainage systems and garbage disposal problems aggravated the impact of a typhoon that struck the Philippines at the weekend and killed hundreds of people, the United Nations disaster prevention agency says as it stressed the need for governments to make greater investments before other catastrophes strike.National authorities have stated that at least 246 people died in the Philippines as a result of Typhoon Ondoy (internationally known as Ketsana), with the metropolitan area around the capital, Manila, among the hardest hit areas. More than 730,000 people have had to flee their homes and seek shelter with relatives or in evacuation centres. An eight-member UN Disaster Assessment and Coordination (<"http://ochaonline.un.org/Default.aspx?tabid=1414">UNDAC) team arrived today in Manila to help local officials coordinate relief efforts, which have been focused on providing water, sanitation and hygiene services, as well as food stocks and health care. Loren Legarda, a Philippine lawmaker and the Asia-Pacific champion for disaster risk reduction for the UN International Strategy for Disaster Reduction (<"http://www.unisdr.org/">ISDR), called on her Government to introduce more prevention measures to cut the risk from climate-related disasters. "Realities on the ground deserve priority for action," she said yesterday, according to a press release issued by ISDR in Geneva. "We must order massive cleaning of esteros [creeks] and all waterways to reduce our vulnerability to flooding and implement the solid waste management law. The public must be educated on simple doable actions such as proper waste disposal and waste segregation." Margareta Wahlström, the Secretary-General's Special Representative for Disaster Risk Reduction, called for more actions to reduce the risks from disasters. "Spending on disaster risk reduction is not a cost, but an investment for safer and more secure cities," she said. "Under-investment in building and maintaining drains can trigger bigger disasters."

Members of the independent United Nations commission charged with examining the facts and circumstances behind the December 2007 assassination of former prime minister Benazir Bhutto have completed their second visit to Pakistan. The Commission of Inquiry, which formally started its work on 1 July, held meetings with a range of Pakistani citizens, diverse political party leaders and Government officials, and also gathered additional materials relevant to the inquiry, a UN spokesperson told reporters. Staff working with the team will be staying in Pakistan to conduct further inquiry. During its previous visit in July, the three-member Commission visited the city of Rawalpindi where the Ms. Bhutto was killed and held meetings with top officials. Headed by Ambassador Heraldo Muñoz of Chile, the Commission also comprises Marzuki Darusman, the former attorney-general of Indonesia, and Peter Fitzgerald, a veteran of the Irish National Police who has also served the UN in a number of capacities. Set up following a request from the Pakistani Government, the team will submit a report to Secretary-General Ban Ki-moon within six months of the start of its work. The inquiry was among several issues discussed by Mr. Ban and Pakistani President Asif Ali Zardari during their meeting last week in New York on the sidelines of the annual high-level debate of the General Assembly.

Progress critical to stabilization in the eastern Democratic Republic of Congo (DRC) has been uneven, with some rebels being reintegrated into the national army while others continued to attack civilians, Secretary-General Ban Ki-moon writes in a new <"http://www.un.org/Docs/journal/asp/ws.asp?m=s/2009/472">report."The humanitarian situation remained precarious during the reporting period due to large-scale population displacements; human rights violations by armed men, including rapes, killings and lootings; impeded humanitarian access; and security incidents against humanitarian workers," he says in the report to the Security Council on the UN Mission in the Democratic Republic of the Congo (<"http://monuc.unmissions.org/">MONUC), covering July to September. The total number of internally displaced persons (IDPs) in the DR Congo is estimated at 2.2 million, of whom an estimated 1.7 million people remain displaced in the eastern provinces of North and South Kivu, with more than 400,000 persons having fled their homes since January. "The challenges that remain in the Kivus are formidable and have the potential to impede the consolidation of peace and stability in eastern Democratic Republic of the Congo if not handled in a timely and comprehensive manner," Mr. Ban writes. "I urge the Congolese Government to take the necessary steps, with the assistance of MONUC and other partners, to keep the integration process on track and to bring it to a successful conclusion, including by ensuring the regular payment of FARDC [national army] salaries and by building barracks for the soldiers based in eastern Democratic Republic of the Congo," he adds. While some rebels, including members of the Congrès national pour la défense du peuple (CNDP), continued their integration into FARDC in accordance with agreements signed in March, military operations against the mainly Rwandan Hutu rebel group, Forces
démocratiques de libération du Rwanda (FDLR), advanced into South Kivu. FDLR and the Ugandan Lord's Resistance Army (LRA) continued to attack civilians in the Kivus and Orientale province, respectively, resulting in new population displacements and in Ituri province, to the north, two residual armed groups, the Forces de résistance patriotique en Ituri (FRPI) and the Front populaire pour la justice au Congo (FPJC), continued to attack and loot civilians in the Irumu area. "Elements of FARDC also conducted exactions against civilians, although some progress was reported in the areas of military justice and discipline within FARDC," Mr. Ban writes, adding that he is encouraged by Government steps against impunity for sexual violence and other human rights violations by army elements in the Kivus. But the human rights situation throughout the country continues to cause serious concern. "During the reporting period, MONUC observed an increase in reported human rights violations perpetrated by foreign armed groups but also, at times, by Government security forces, some of which were perceived to be ethnically motivated," he says. "Sexual violence in the Democratic Republic of the Congo remained severe during the reporting period, with rapes and other forms of sexual violence perpetrated by armed groups, security forces and, increasingly, civilians." Mr. Ban urges all parties, particularly the authorities, to ensure the full operation of the local conciliation committees and the appointment of territorial administrators and their assistants, and to expedite the appointment of members of the former armed groups to administrative positions as foreseen in the March agreements. He also calls on Member States to act against FDLR leaders based in their countries to cut off support which is known to be provided to the rebel group in the DRC.

The United Nations Special Envoy to Haiti, former United States president Bill Clinton, will embark on a two-day visit to Haiti tomorrow in a bid to boost private sector investment in the impoverished Caribbean nation.During his trip, Mr. Clinton will meet with President René Préval and Prime Minister Michèle Pierre-Louis, and will also deliver the keynote address at a conference of the Inter-American Development Bank (IDB). Accompanying him on his visit, part of his ongoing efforts to support the Haitian Government create jobs and enhance the delivery of basic services, is Paul Farmer, his Deputy Special Envoy. Mr. Farmer, a physician and Harvard University professor, was appointed last month to his post. A founding director of Partners in Health since 1987, he has dedicated much of his life to improving health care for the world's most vulnerable people. As a student in 1983, he worked in villages in Haiti's Central Plateau, bringing modern health care to some of the poorest people in the Western Hemisphere. Starting with a one-building clinic in the village of Cange, Dr. Farmer's project now extends to a multi-service health complex that includes a primary school, an infirmary, a surgery wing, a training programme for outreach workers, a 104-bed hospital, a women's clinic and a paediatric care facility, according to the Office for the Special Envoy to Haiti. "Paul's selfless commitment to building health systems in the poor Haitian communities over the last 20 years has given millions of people hope for a brighter future for Haiti," said Mr. Clinton. Earlier this month, the former US leader told the Security Council that the country has "a remarkable opportunity" to overcome decades of misrule and neglect, but major hurdles remain and the international community must step up its support to ensure the Caribbean country can consolidate its gains. The outlook for Haiti was positive, he said, with a Government committed to building a modern State, large pledges of aid from donors, a diaspora willing to help and goodwill from the international community. "I am convinced that Haiti has a remarkable opportunity to escape its past," Mr. Clinton stressed, noting that throughout the region, "there is a deep, wide sense that we can and should support" the country, considered the poorest in the Western Hemisphere.

Secretary-General Ban Ki-moon has highlighted the need to strengthen the involvement of women in peace processes worldwide, noting that nine years after the adoption of a landmark United Nations resolution on the issue, obstacles to their full participation remain."Many existing challenges reflect the fact that women continue to be considered as victims and not as key partners in addressing and resolving situations of armed conflict," Mr. Ban wrote in his latest <"http://www.un.org/Docs/journal/asp/ws.asp?m=s/2009/465">report on the implementation of resolution 1325 on women, peace and security. Resolution 1325, which was adopted by the Council in 2000, stresses the importance of giving women equal participation and full involvement in peace and security matters and the need to increase their role in decision-making. Mr. Ban noted that one of the most persistent obstacles to women's full and equal participation in post-conflict peacebuilding and reconciliation is the threat of further violence even after the fighting has ended. "Threats of violence and abuse often remain long after armed conflict ceases, intimidating women and preventing them from engaging fully in rebuilding their societies," he said. The Secretary-General also cited cultural challenges to women's participation, including traditional views about women's roles, as well as socio-economic factors such as low literacy rates and poverty. He underscored the pressing need to focus on gender considerations as an integral part of peace processes rather than as an "add-on." Specifically, he said States should ensure the representation of women at all decision-making levels of peace processes. They should also not only condemn violations of the rights of women and girls during armed conflict but also take swift action in prosecuting those who commit gender-based violence. In addition, the Security Council should vigorously pursue a strategy to ensure an increase in women's participation in all peace processes, particularly in negotiation and mediation, as well as in post-conflict governance and reconstruction. It should also urgently establish a monitoring mechanism for the implementation of resolution 1325 at the global, regional and national levels. Mr. Ban suggested that the Council use next year's commemoration of the tenth anniversary of resolution 1325 to organize a high-level ministerial event to generate renewed and revitalized momentum towards fully implementing provisions of the text.

The two months remaining until the much-anticipated presidential polls in Côte d'Ivoire are fraught with major obstacles, including disarmament of militias and reintegration of former rebels, Secretary-General Ban Ki-moon warned in a new <"http://www.un.org/Docs/journal/asp/ws.asp?m=s/2009/495">report made public today.These "uncompleted tasks" could "create serious risks for the elections if they are not carefully managed, and, beyond the elections, adversely affect the prevailing stability," Mr. Ban wrote, calling for the parties to maintain dialogue and compromise in the run-up to the elections. The long-awaited polls, which were to have been held as far back as 2005, are now scheduled for 29 November. The registration of more than 6.5 million Ivorians, the report said, is itself a "significant achievement and a major step towards securing lasting peace, considering that the identification of the population was one of the issues at the core of the crisis" that divided the country in 2002 between the Government-controlled south and the rebel Forces Nouvelles-held north. National institutions must wrap up the elections process in earnest, it added, and organize transparent polls, which will require the preparation of a final electoral list. That list's publication and the resolving of any disputes resulting from it will be a "critical test" of the overall identification and voter registration process," the Secretary-General wrote. On 25 August, the Government passed decrees to minimize electoral delays, a move he said showed "commendable determination" of authorities to hold the polls on time. Also encouraging, Mr. Ban said, is the "positive and calm political and security climate" in which the pre-electoral campaigning activities have been held. He underscored the importance of the Ivorian parties to continue cooperating following the polls in order to achieve reunification tasks set out in the Ouagadougou Agreement, the 2007 blueprint for political reconciliation in the West African country. "Successful elections will pave the way for the drawdown and withdrawal" of the UN peacekeeping mission in Côte d'Ivoire, known as UNOCI, the Secretary-General said. The mission was set up in 2004 to help ensure a ceasefire and pave the way for permanent peace and democratic elections after the country's civil war. Reauthorized repeatedly since then, most recently until 31 January 2010, it currently comprises nearly 8,400 uniformed personnel, as well as 407 international civilian personnel. The Security Council yesterday also exhorted all sides to ensure that the polls, a major step in restoring stability, take place as scheduled at the end of November. "The Security Council reiterates that the Ivorian political actors are bound to respect the electoral timeline," the Council said in a <"http://www.un.org/News/Press/docs/2009/sc9750.doc.htm">statement read by its President for the month, Ambassador Susan Rice of the United States, noting that further delays in publishing a provisional voters list might endanger the timeline. The 15-member body said it would review the situation by 15 October and take appropriate action against those who would block the progress of the electoral process.

Devastating back-to-back earthquakes have rocked the Indonesian island of Sumatra today, killing at least 75 people and leaving thousands trapped under the rubble of collapsed buildings, the United Nations humanitarian wing has reported.A powerful 7.9-magnitude tremor, originating from the same fault-line that produced the Indian Ocean tsunami in 2004, struck near the city of Padang at 5:16 pm local time, and was followed by a quake measuring 6.2 about 22 minutes later. Initial reports indicate significant damage to infrastructure and there have also been media reports of several fires in the affected areas along with temporary airport closures in Padang, said the UN Office for the Coordination of Humanitarian Affairs (<"http://ochaonline.un.org/">OCHA). A team of UN agencies will be dispatched to the affected areas in West Sumatra tomorrow to assess emergency relief needs of the population, as well as the damage to the area. OCHA also said that it has offered its services to the Government of Indonesia. In a statement issued by his spokesperson, Secretary-General Ban Ki-moon offered his condolences to the victims of the quake and their families, and said he was closely following reports of the impact of the disaster. At the beginning of the month a 7.3-magnitude quake hit the Tasikmalaya district of West Java, Indonesia, killing at least 64 people and uprooting another 25,000.

The Security Council today demanded that all parties to armed conflict take immediate action to protect civilians, including women and children, from all forms of sexual violence, and urged greater measures by States and the United Nations to combat this scourge.In a unanimously adopted resolution, the Council also requested that Secretary-General Ban Ki-moon appoint a Special Representative to provide coherent and strategic leadership to address sexual violence in armed conflict. In addition, the 15-member body called on the UN chief to identify and take appropriate measures to deploy rapidly a team of experts to situations of particular concern with respect to sexual violence in armed conflict. Mr. Ban <"http://www.un.org/apps/news/infocus/sgspeeches/statments_full.asp?statID=606">told the meeting – chaired by Secretary of State Hillary Clinton of the United States, which holds the Council's rotating presidency for this month – that despite some progress in responding to the problem, the deliberate targeting of civilians continues unabated. "The international community must do more to prevent violence, protect individuals, punish perpetrators and provide redress to victims," he stated. In a report issued on the issue in July, Mr. Ban called for States to strengthen prevention and protection measures against the systematic use of sexual violence as a weapon, a practice that is rife in armed conflicts in Africa, Asia and Europe. He has also called on the Council to set up an independent commission of inquiry into sexual violence in the conflicts in Chad, Sudan and the Democratic Republic of the Congo (DRC). In the eastern DRC alone, at least 200,000 cases of sexual violence have been recorded since 1996. Mr. Ban welcomed today's resolution, saying it sends "an unequivocal message – a call to action," and builds on resolution 1820 of 2008, which itself set an important precedent by recognizing the links between sexual violence and sustainable peace and security. He said he is fully committed to ensuring that the provisions of the resolution are implemented, and will continue to ensure effective follow-up by the UN system. Among the world body's efforts to address the problem is an inter-agency network, UN Action Against Sexual Violence in Conflict, which unites 12 UN entities in the goal of ending sexual violence in armed conflict. "Sexual violence – in armed conflict or, indeed, at any time – should have no place and find no haven in our world," he stated. "We must all do our part to fight and end discrimination against women and girls." The resolution adopted today also urges States to undertake a number of measures, including to bring perpetrators of sexual violence in armed conflict to justice and to ensure that survivors have access to justice. The Council also decided to include specific provisions for the protection of women and children from rape and other sexual violence in the mandates of UN peacekeeping operations, including, on a case-by-case basis, the identification of women's protection advisers.

The Security Council must take steps to solve the border dispute between Djibouti and Eritrea, Djibouti said today, warning that if the row is allowed to fester it will set a dangerous precedent for other crises around the world.Roble Olhaye, Djibouti's Permanent Representative to the UN, <"http://www.un.org/ga/64/generaldebate/pdf/DJ_en.pdf">told the final day of the General Assembly's annual high-level segment that the Council needs to use "all means at its disposal" to end the stand-off between the African neighbours. In June last year, following weeks of rising tensions and military build-up, the two countries' armed forces clashed over an un-demarcated area in the Red Sea known as Doumeira, killing 35 people and leaving dozens of others wounded. This January the Council adopted a resolution demanding that Eritrea pull its forces from the disputed area and cooperate with diplomatic initiatives, and welcoming Djibouti's withdrawal of its forces to its positions before the dispute. A UN fact-finding mission sent to the region after the dispute flared was welcomed by Djibouti but blocked by Eritrea, which refused to meet with it or with any envoy of Secretary-General Ban Ki-moon, who offered to use his good offices to help resolve the issue. Today, Mr. Olhaye called for the row over Doumeira – which he noted is "situated in one of the busiest shipping lanes in the world" – to be resolved along the lines of the Council resolution, "without further equivocation, confusion and deliberate procrastination." "Inaction sets a dangerous precedent which others will surely follow in the future – deny and refuse to cooperate! The Council must not appear to be appeasing Eritrea indefinitely; this is a dangerous and an unpredictable regime that has not shown so far any respect to international norms and behaviour." Exercising his right of reply, an Eritrean delegate told the Assembly later today that his country "doesn't have territorial ambitions" and it has not occupied land belonging to Djibouti. He also said that Djibouti had presented a one-sided view of the situation. Responding further, a delegate from Djibouti said Eritrea had demonstrated a pattern of military aggression in the region since it gained independence in 1993, and accused the country of a lack of cooperation with any efforts to resolve the dispute over Doumeira.

This form of engagement, he said, will also entail "a more just and democratic world order with equal participation of sovereign Member States." In particular, he voiced concern about whether the interests of developing nations are taken into account. The high-level segment also featured calls by States for greater coherence and understanding among regional and political groupings, as well as appeals for dialogue among faiths and cultures, the President pointed out. "The General Assembly is uniquely placed to synergize our efforts in that regard and to forge collective strategies for the common good," he said. Small island nations spoke passionately about the threat to their survival posed by climate change, with Dr. Treki stressing that no country will be spared from its impact. "Climate change is a growing global threat which will have consequences for the global economy, health and safety, food production, peace and security and the realization of the Millennium Development Goals [<"http://www.un.org/millenniumgoals/">MDGs]," eight anti-poverty targets with a 2015 deadline, he added. The efforts of United States President Barack Obama to achieve a lasting peace, Dr. Treki emphasized, will need the "full backing of the international community and a more effective role of the United Nations. Multilateralism, he highlighted, is also essential to address the current financial turmoil which threatens sustainable development and has hit developing nations especially hard. "I have noted your suggestions for strengthening the international economic system, including the Bretton Woods Institutions, with a view to making them more inclusive, transparent and democratic in their decision-making." At the start of the annual high-level debate last week, Secretary-General Ban Ki-moon called for the international community to be both united in purpose and in action since the world's most pressing problems can only be solved when countries unite through the UN. The vital role of forests in reducing greenhouse gas emissions deserves priority at the United Nations talks aimed at reaching a new international agreement to combat global warming, the General Assembly was told today. Almost 20 per cent of global greenhouse gas emissions – more than all the world's cars, trucks, ships and planes combined – result from deforestation and degradation of forests, according to the Intergovernmental Panel on Climate Change (<"http://www.ipcc.ch/">IPCC). Yet, deforestation continues at an "alarming" pace, Samuel Abal, Minister for Foreign Affairs, Trade and Immigration of Papua New Guinea, <"http://www.un.org/ga/64/generaldebate/pdf/PG_en.pdf">told the Assembly's high-level debate. He noted that around 13 million hectares of the world's forests are being lost annually – an area the size of Denmark, Norway and Belgium combined. This made it all the more urgent to ensure the resources to carry out the UN Reduced Emissions from Deforestation and Forest Degradation (<"http://www.undp.org/mdtf/un-redd/overview.shtml">UN-REDD) initiative, he stated. Launched by Secretary-General Ban Ki-moon last year, UN-REDD compensates developing countries for reducing carbon emissions from deforestation and forest degradation. "Without rapid and significant reductions in emissions from deforestation and forest degradation in developing countries, added to deep emissions reductions by rich countries, it may be impossible to avoid global warming levels that prove catastrophic for many vulnerable nations," Mr. Abal said. He added that to succeed on this issue rich countries must come forward and take the lead. "Without their collective leadership on emission reductions, finance and technology, governments of developing countries will not be able to make a compelling case at home to get people to allow trees to be left standing." Hassan Wirajuda, Indonesia's Minister for Foreign Affairs, also highlighted the need to give the role of forests the priority it deserves, adding that "we cannot allow the negotiation process to be derailed: the stakes are too high. "We need not even wait for a consensus," he <"http://www.un.org/ga/64/generaldebate/pdf/ID_en.pdf">said, noting that alliances can be forged to carry out concrete projects such as the Indonesia Forest Carbon Partnership, which assists developing countries in their efforts to reduce emissions from deforestation and forest degradation by providing value to standing forests. Mr. Wirajuda added that Indonesia will be hosting a ministerial meeting in Jakarta next month on the issue of forests.

Hope for a peaceful solution to the separatist conflict in Moldova's Transdniestrian region lies in its demilitarization and democratization, the country's ambassador to the United Nations told the General Assembly today.Transdniestria has been a breakaway region on Moldova's eastern flank – bordered by the Dniester River on the west and Ukraine on the west – following fighting between Moldovan and separatist forces in the early 1990s, when the country gained its independence. "Implementation of democratic reforms, normalization of the economic and social climate to the right side of the Dniester will allow to accelerate the resolution of the Transdniestrian problem," Alexandru Cujba <"http://www.un.org/ga/64/generaldebate/pdf/MD_en.pdf">said, calling for an increased role for the United States and the European Union (EU) in resolving the dispute. Simultaneously, he said, Moldova will "revive its efforts towards withdrawing foreign troops from the country, towards replacing the present peacekeeping operation with a multinational mission with a mandate, towards achieving integration of the country in all socio-economic segments by encouraging wide participation of the non-governmental sector." In 2007, Mr. Cujba said his country put forward initiatives, in a bid to boost trust, to ensure free movement and modernize infrastructure, among other moves. "Unfortunately, the so-called Transdniestrian authorities boycotted time and again these initiatives through introducing illegal customs taxes," as well as violating Moldovan citizens' right to study their native language, he noted, adding that Moldova will press ahead with negotiations to resolve the problem.

A newly revealed Iranian uranium enrichment facility violates United Nations Security Council resolutions because of the delay in its disclosure, Secretary-General Ban Ki-moon said today."This is a question of when you should inform your intention or the existence of such facilities, or a plan to be transparent and credible – when you have such intent to build these facilities," he told a <"http://www.un.org/apps/sg/offthecuff.asp?nid=1327">news conference at UN Headquarters, adding that he had made this clear to Iranian President Mahmoud Ahmadinejad when he met with him in New York last week. The UN International Atomic Energy Agency (<"http://www.iaea.org/">IAEA) confirmed last week that on 21 September Iran informed it in a letter that a new pilot fuel enrichment plant is under construction in the country.
"They should have informed, notified the IAEA a long time before. Not just before everything would be completed," he added. "What has happened before 21 September, while this facility was being constructed? Therefore, there's clearly a question of transparency." Mr. Ban said Mr. Ahmadinejad told him he would be ready to accept IAEA inspections, and he later met with Iranian Foreign Minister Manouchehr Mottaki on the nuclear issue as well as that of promoting human rights. As Iran prepares to meet with Western powers in Geneva on Thursday over its nuclear programme, which it says is for the peaceful production of nuclear energy but which the United States and others say is aimed at producing nuclear weapons, Mr. Ban repeated his oft-stated argument that the onus is on Tehran to prove its case. "I made it quite clear that when they argue that their nuclear facilities are genuinely for peaceful purposes, the burden of proof is on their side," he said. "I urged him [Mr. Ahmadinejad] to open the country's new structure to prompt and full inspection, and to engage constructively in negotiations." Turning to Democratic People's Republic of Korea (DPRK), Mr. Ban said he had stressed to Vice Foreign Minister Pak Kil Yon the importance of returning to the Six-Party Talks bringing together the DPRK, the Republic of Korea, Japan, China, Russia and the US in an effort to resolve the issue of Pyongyang's nuclear programme. In June, the Security Council unanimously condemned the DPRK's 25 May nuclear test conducted in "violation and flagrant disregard" of relevant Council resolutions. Mr. Ban said he thought DPRK showed a positive attitude towards his proposal to open a communication channel between it and the UN, and he assured Mr. Pak that the world body would continue to provide aid to address all the humanitarian difficulties, particularly the food security issue.

Greece today voiced frustration at the lack of progress in United Nations-backed talks for resolving its long-running dispute with the former Yugoslav Republic of Macedonia over the latter country's official name."Greece has participated in good faith" in negotiations on the name issue over the past 15 years, Anastassis Mitsialis, the country's ambassador to the UN, stressed in his <"http://www.un.org/ga/64/generaldebate/pdf/GR_en.pdf">address to the General Assembly's annual high-level debate. Despite Greece's "huge step towards a compromise" by accepting the use of 'Macedonia' with a geographical qualifier in the name, no substantive progress has been made in the talks, he said. "The persistence of the leadership in Skopje in pursuing exclusivity over the name by denying a geographic qualifier and the anachronistic rhetoric and policies that run contrary to the principle of good neighbourly relations raise serious questions as to its real motives," Mr. Mitsialis noted. His country is seeking a solution that "will respect the dignity of both countries and peoples," he said on the debate's last day. Last Friday, the former Yugoslav Republic of Macedonia's President Gjorge Ivanov <"http://www.un.org/ga/64/generaldebate/pdf/MK_en.pdf">called on Greece to stop taking actions "to unfavourably influence the outcome" of the row. His country, he told the heads of State and government gathered in New York, is willing to make "a reasonable and fair compromise" over its name, so long as it does not "touch upon, nor deny our national, cultural and linguistic identity in any way." He stressed that "there is no more sovereign right than the right of self-determination and self-identification, a right cherished by many generations before us." The Interim Accord of 13 September 1995, which was brokered by the UN, details the difference between the former Yugoslav Republic of Macedonia and Greece on the name issue. It also obliges the two countries to continue negotiations under the auspices of the UN Secretary-General to try to reach agreement. Since 1999, Matthew Nimetz, the UN's Personal Envoy on the issue, has been holding talks with the two sides and proposed compromise names. Last week, he said he believes some momentum is building on the issue with a number of ideas on the table. The next round of talks will resume once the Greek elections are over and a new government is installed. In his address today to the Assembly, the Greek official also touched on the situation in Cyprus, which he characterized as "unacceptable," with Turkish forces continuing to occupy a part of the territory of the island nation, which is also a European Union Member State. "We strongly believe that the two communities" – Greek Cypriot and Turkish Cypriot – "should be left alone, with no external pressures, guidance or interventions, to decide on their common future," he said. "The solution must be theirs and theirs alone." Cyprus' President Demetris Christofias echoed the same theme in his speech to the Assembly last week, underscoring that he and the leader of the Turkish Cypriots Mehmet Ali Talat agreed that talks, which started last year under UN auspices, are intended to be "in the hands of the Cypriots without arbitration and artificial timetables." The ultimate goal, he said, is "the restoration of the sovereignty, territorial integrity, independence and unity of the Republic of Cyprus, the common homeland of Greek Cypriots and Turkish Cypriots."

The United Nations today welcomed the reported decision by President Omar Al-Bashir to immediately lift censorship on Sudanese newspapers."This decision will advance the implementation of the Comprehensive Peace Agreement (CPA) and is an important step towards creating an appropriate environment for the multi-party elections scheduled for April 2010," the UN Mission in Sudan (<"http://unmis.unmissions.org/">UNMIS) said in a statement. UNMIS voiced hope that the implementation of the decision announced by Mr. Al-Bashir on Sunday, along with other measures under consideration, "will enable all Sudanese to freely exercise their rights of franchise and expression." It also reiterated its commitment to stand by and support the efforts of the parties to implement the 2005 CPA, which ended Sudan's north-south civil war. The pact requires a comprehensive review of national laws to bring them into line with the Interim Constitution and the country's international human rights obligations. It also includes a provision for a referendum on independence for the south slated for 2011, following national elections next year. In a recent report on progress towards the elections, Secretary-General Ban Ki-moon noted that Sudan's institutions have yet to take a number of basic steps to prepare for the long-awaited polls. The Government of National Unity, the National Assembly and the Government of Southern Sudan must "guarantee basic political freedoms, including the freedom of assembly, speech and the press," he wrote.

The efforts of major and industrialized economies to crack down on so-called tax havens are just an excuse to spread the blame for the global financial crisis on small nations' legitimate attempts at development, Saint Vincent and the Grenadines told the General Assembly today.Camillo M. Gonsalves, the Caribbean archipelago's Permanent Representative to the United Nations, <"http://www.un.org/ga/64/generaldebate/pdf/VC_en.pdf">told the sixth day of the Assembly's high-level segment that is country faces "being stigmatized out of our transition into financial services" by the Group of Twenty (G20) major economies, the Organization for Economic Cooperation and Development (OECD) and what he called "other non-inclusive bodies." Speaking at UN Headquarters in New York, Mr. Gonsalves said the crackdown on tax havens were actually "a pathetic effort to cast a wide and indiscriminate net of blame across a swath of legitimate and well-regulated countries' development efforts. "We note the irony of these paternalistic prescriptions from the same countries that are unable to stem corruption and mismanagement within their own borders, where corporations recklessly squander trillions of dollars and a single buccaneer investor can make $50 billion disappear into thin air – an amount greater than the combined annual budget expenditures of the entire CARICOM [Caribbean Community] sub-region," he said. Mr. Gonsalves took aim at the G20 for describing itself last week, at a summit in the United States city of Pittsburgh, as the premier forum for international economic cooperation. "Saint Vincent and the Grenadines is not a member of the G20, nor were we consulted on its ascension to the ranks of arbiters of our economic fate… The G20 faces a serious legitimacy problem: aside from being non-inclusive and unofficial, many of the countries at that table represent the champions of the financial and economic orthodoxies that led the world down the rabbit-hole to its current economic malaise." The Permanent Representative also cast doubt on recent reports from some observers that the economy is returning to normal. "The invisible hand of the market is still clasped firmly around the throats of poor people and the developing countries of the world. We see none of the so-called 'green shoots' that populate the fantasies of discredited economic cheerleaders. "Indeed, the seeds sown by this crisis may produce the strange and bitter fruit of increased poverty, suffering and social and political upheaval. The crisis itself, with its disproportionate impact on the poor, will only widen and deepen the yawning gap between developed and developing countries."

Senior United Nations officials today called for any new greenhouse gas emissions pact, slated to be agreed at a December conference in Copenhagen, to ensure support for developing countries to embark on environmentally friendly development paths.The UN officials were speaking to around 4,000 delegates gathered in Bangkok, Thailand, for the second day of two weeks of climate change talks, the penultimate round of negotiations ahead of the meeting in the Danish capital. Overcoming poverty and combating climate change are inextricably linked challenges faced by most developing countries in Asia and the Pacific, Noeleen Heyzer, Executive Director of the UN Economic and Social Commission for Asia and the Pacific (<"http://www.unescap.org/">ESCAP) told the conference, including government delegates from 177 countries. "Failure to tackle one will undermine efforts to deal with the other," said Ms. Heyzer, adding that ESCAP Member States have begun discussing new climate friendly development plans. "Green growth is economic growth that uses environmental resources productively, maintaining or restoring environmental quality and ecological integrity, while meeting the needs of all people," she said. For his part, Yvo de Boer, Executive Secretary of the UN Framework Convention on Climate Change (<"http://unfccc.int/">UNFCCC), spotlighted the need for increased support for developing countries to step up their efforts to cope with the effects of climate change as a key element of any new deal agreed in Copenhagen. "Negotiators here in Bangkok will now need to make real progress and translate the political will expressed by world leaders into concrete texts that can be part of a Copenhagen deal," said Mr. de Boer. On the sidelines of the Bangkok talks, city leaders and their national counterparts on the UNFCCC negotiating teams called for increased support for cities to adapt to the risks posed by climate change, in a discussion meeting organized by the Rockefeller Foundation with the help of ESCAP, the UN International Strategy for Disaster Reduction (<"http://www.unisdr.org/">UN/ISDR), the ProVention Consortium and the International Council for Local Environmental Initiatives (ICLEI). Given Asia's rapidly growing urban population – projected to account for more than 60 per cent of the global population growth over the next 30 years – coupled with impact of climate change, the region is expected to face a multitude of unprecedented risks over the next few decades. "Asia's cities are booming economic centres attracting thousands of new residents each day, and we need to invest in ensuring that these cities remain safe, resilient and vibrant," said Rockefeller Foundation Managing Director Ashvin Dayal.
