UN OFFICIALS CALL FOR COMPREHENSIVE ARMS TRADE TREATY TO IMPROVE CIVILIAN SAFETY

The heads of several United Nations bodies with humanitarian, human rights and development mandates today called for a comprehensive arms trade treaty that will make people across the world safer by reducing the human cost of inadequate controls on weapons transfers.

Speaking ahead of the final preparatory meeting of the UN Diplomatic Conference on the Arms Trade Treaty, which will be held in July, the officials took note of efforts at national and regional levels to regulate the trade in conventional weapons, but pointed out that "the current patchwork of controls is simply not adequate."

"The human cost of such inadequate controls, and the corresponding widespread availability and misuse of weapons, is unacceptably high," they said in a joint press statement.

The envisaged Arms Trade Treaty should meet the following criteria, according to the group of senior UN officials:

<li>It must require States to assess the risk that serious violations of international humanitarian law and human rights law may be committed with the weapons being transferred. </li>
<li>Secondly, it must include within its scope all conventional weapons, including small arms. </li>
<li>The treaty must also include ammunition within its scope. </li>
<li>It must ensure that there are no loopholes by covering all types of transfers, including activities such as transit, trans-shipment, as wells as loans and leases.

They pointed out that at end of 2010, an estimated 27.5 million people were internally displaced as a result of conflict, while millions more have sought refuge abroad. In many cases the armed violence that drove them from their homes was fuelled by the widespread availability and misuse of weapons.

Between 2000 and 2010, more than 780 humanitarian workers were killed in armed attacks and a further 689 were injured, they added.

The value of the global authorized trade in small arms and light weapons and their ammunition is estimated at over $7 billion per year, according to the officials.

The statement was issued on behalf of Valerie Amos, Under-Secretary-General for Humanitarian Affairs; Helen Clark, the Administrator of the UN Development Programme (UNDP); António Guterres, UN High Commissioner for Refugees; Anthony Lake, Executive Director of the UN Children's Fund (UNICEF); and Navi Pillay, UN High Commissioner for Human Rights.

Two senior United Nations officials arrived in Niger today in an effort to draw the world's attention to the worsening food shortages in the country and the wider Sahel region of West Africa where millions of people are in need of assistance due to poor harvests caused by recurring drought.

The joint mission by Valerie Amos, Under-Secretary-General for Humanitarian Affairs, and Helen Clark, the Administrator of the UN Development Programme (UNDP), is intended to lay the foundation for an integrated regional response approach that will involve emergency and development initiatives to build people's resilience to climatic and environmental shocks.

A third of Niger's population suffers from food insecurity and 330,000 children under the age of five are at risk of severe acute malnutrition because of last year's poor harvest and high food prices. More than one million children under the age of five in the entire region are at risk of malnutrition.

"We know what is coming, and we know what to do to save lives," said Ms. Amos, who is also the UN Emergency Relief Coordinator. "While we cannot stop this crisis from taking place, we are taking steps to avert a catastrophe.

"Across the Sahel region, international agencies have called for more than $724 million to support national efforts to respond to the crisis. To date, donors have provided $135 million, and relief activities have already begun. But we need more resources now to prevent a large-scale crisis," she said.

Miss Clark stressed that immediate humanitarian response to the crisis in Niger must be followed up with support for programmes for the country's long-term development to build its resilience to drought and break the cycle of recurring food shortages.

The UN officials met with Niger's Prime Minister Brigi Rafini and key ministers working on food security. They also conferred with members of the UN country team and representatives of non-governmental organizations (NGOs).

Ms. Amos and Miss Clark will tomorrow travel to the south-western region of Tillabéry to see local projects that are promoting food security and tackling malnutrition. They are also scheduled to meet with President Mahamadou Issoufou and donor representatives.

The United Nations reiterated today the need to provide women with access to both hormonal contraceptives and condoms to prevent unwanted pregnancies and HIV infection, after a renewed consultation with health experts on the issue.

A stakeholder consultation organized by the UN Joint Programme on HIV/AIDS (UNAIDS) in Geneva reviewed recent epidemiological studies on the transmission and acquisition of HIV by women using hormonal contraceptives and concluded that the data was not sufficient to change the World Health Organization's (WHO) current recommendation, which indicates that condoms are the most effective method to prevent HIV infection.

"While a range of contraceptives protect against unintended pregnancies, only condoms, male and female, provide dual protection by stopping HIV transmission and preventing unintended pregnancies," said UNAIDS in a <"http://www.unaids.org/en/resources/presscentre/pressreleaseandstatementarchive/2012/february/20120216pshormonal/">press statement.

According to UNAIDS, about half of the 34 million people living with HIV are women. In sub-Saharan Africa, the region most affected by the epidemic, nearly 60 per cent of all new HIV infections occur in women.

"Women need safe contraceptive and HIV prevention options that they can own and manage," said Michel Sidibé, Executive Director of UNAIDS. "New investments into research for female controlled HIV prevention options and safe contraceptive methods are essential," she said, adding that not giving women and girls access to these methods increases their vulnerability to HIV infection.

The level of unmet family planning need among the 1.18 billion women between the ages of 15 and 49 worldwide is estimated to be 11 per cent, while in sub-Saharan Africa it is more than twice as high, at 25 per cent.

UNAIDS recommends that people who are sexually active – particularly women and girls – have full access to information and counselling to make informed choices about their sexual and reproductive health needs.

"Women and girls must have access to the widest range of contraceptive and HIV prevention options. Such services must be provided in an integrated manner by health workers."

Police reform and the living conditions of Haitians who remain displaced after the January 2010 earthquake were the focus of the final day of the Security Council's four-day visit to the impoverished Caribbean country.

Council ambassadors this morning visited a police academy where instructors from the Haitian National Police (HNP) have been trained by UN Police serving with the world body's peacekeeping mission to the country (MINUSTAH), according to information from a UN spokesperson.

MINUSTAH has been working closely with the HNP in recent years to train its staff and reform its structure.

The ambassadors also met with internally displaced persons (IDPs) living in the Carradeux camp in the capital, Port-au-Prince, where they assessed the living conditions and the work done by both peacekeepers and humanitarian staff to help residents.

Thousands of IDPs still live in temporary camps across Haiti, two years after the massive quake flattened much of the country's infrastructure and killed more than 200,000 people.

Later, the Council delegation travelled to a cholera treatment centre for a briefing on the cholera epidemic which struck the country in late 2010 and has since killed almost 7,000 people.

The ambassadors have been visiting Haiti to examine the state of progress since the quake, particularly in reconstruction, job creation and capacity building. They are also evaluating the mandate of MINUSTAH, which has been in place since 2004.

General Assembly President Nassir Abdulaziz Al-Nasser, who is on an official visit to India, today discussed reform and revitalization of the United Nations with Prime Minister Manmohan Singh in a meeting that also touched on the state of the global economy.

The two officials also discussed the forthcoming UN Conference on Sustainable Development (Rio+20), which will be held in the Brazilian city of Rio de Janeiro in June, as well as the situation in the Middle East.

Earlier, Mr. Al-Nasser met with the chair of the Intergovernmental Panel on Climate Change (IPCC), Rajendra K. Pachauri, who is also Director-General of the Energy and Resources Institute of India (TERI).

Mr. Al-Nasser commended TERI for its contribution in the fields of energy, the environment and sustainable development. The discussions between the Assembly President and Mr. Pachauri also touched on Rio+20.

Yesterday, Mr. Al-Nasser conferred with India's Minister for External Affairs S.M. Krishna on a wide range of issues, including the latest developments in Syria, the state of the world economy, preparations for Rio+20, as well as the revitalization of the General Assembly and Security Council reform.

Mr. Al-Nasser is scheduled to travel next to Egypt, where he is due to meet with the country's Foreign Minister Mohamed Kamel Amr and the Secretary-General of the League of Arab States, Nabil Al Araby.

The head of the United Nations office for disaster risk reduction has welcomed the mass earthquake drill organized by Indian authorities in Delhi yesterday and encouraged all high seismic cities to follow the city's example to better prepare for possible catastrophes.

More than 40,000 people took part in the drill to check the alertness and preparedness of the 16.7 million people living in the Indian capital in the event of 7.2-magnitude quake, according to a <"http://www.unisdr.org/archive/25183">news release issued by the UN International Strategy for Disaster Reduction (UNISDR).

Margareta Wahlström, the Secretary-General's Special Representative for Disaster Risk Reduction, welcomed the drill, which was the culmination of the country's first-ever State-wide earthquake preparedness exercise which got underway last December.

"I encourage all high risk seismic cities to follow the example of Delhi and to be better prepared against any catastrophic event," she stated.

"Mock drills are a good opportunity to identify gaps in preparedness planning. More than 370 million people live in earthquake-prone cities around the world and there are mass casualties on a regular basis from earthquakes."

UNISDR noted that experts have long questioned Delhi's ability to withstand a major earthquake due to lack of safety standards, illegal buildings and poor enforcement of building codes. The city is classified as a high-risk seismic zone, ranking four on a five-point scale by the United States Geological Survey.

The Delhi government estimates that nine out of every 10 buildings in the city are at risk of moderate or significant quake damage. Every year, tens of thousands of housing units are built without any earthquake safety checks, stated UNISDR.

Yesterday's two-hour disaster simulation, organized by the National Disaster Management Authority and the Delhi Disaster Management Authority, was conducted across hundreds of schools, hospitals, cinemas, resident welfare associations, government office buildings, markets, and petrol pumps.

A total of 276 "deaths" were enacted, while around 828 people were assumed to have suffered major injuries, and 1,897 others suffered minor injuries.

The exercise brought together the police, fire officials, ambulances and volunteers. Six metro stations were closed for over 30 minutes and road traffic in many areas of the city was diverted as part of the exercise.

Mr. Ban said Kyrgyzstan's peaceful transfer of power was an important step towards consolidating democracy in the country and an example to other countries in the region.

The situation in Western Balkans, Afghanistan and Central Asia, as well as the Nagorno-Karabakh peace process, also came up during the discussions between Mr. Ban and Mr. Zannier.

Secretary-General Ban Ki-moon today called again on the Syrian Government to comply with international humanitarian law and put an end to the "mounting loss of life" the country has experienced over the past year.

United Nations human rights officials have previously estimated that Syrian security forces have killed well over 5,400 people since March last year, while thousands more are still missing. In addition, some 70,000 people are internally displaced and 25,000 have fled the country to avoid the violence.

"Every day those numbers rise. We see neighbourhoods shelled indiscriminately. Hospitals used as torture centres. Children as young as 10 years old jailed and abused," Mr. Ban <"http://www.un.org/apps/news/infocus/sgspeeches/statments_full.asp?statID=1458">told reporters in Vienna, stressing that the lack of agreement in the Security Council does not give the Syrian Government a licence to continue to attack its own citizens. "The longer we debate, the more people will die."

The General Assembly will meet later today to vote on a draft resolution backing Arab League efforts to resolve the Syrian crisis and Mr. Ban stated he is considering all the necessary options once the Assembly takes a decision on the issue.

"I commend the continued efforts of the League of Arab States to stop the violence and to seek a peaceful resolution of the crisis that meets the democratic and legitimate aspirations of the Syrian people," Mr. Ban said.

Mr. Ban discussed the situation in Syria during bilateral meetings today with key international officials, including French Foreign Minister Alain Juppé, Russian Foreign Minister Sergey Lavrov and Austria's Foreign Minister Michael Spindelegger.

The Secretary-General reiterated that stopping the violence and establishing humanitarian access remain the top priorities for the UN.

Countries in the Asia-Pacific region could overcome the constraints of limited resources by making the transition from dependence on traditional means of production to a more sustainable green economy, according to a joint report unveiled today by the United Nations and the Asian Development Bank (ADB).

The region utilizes three times as much resources to produce $1 of gross domestic product (GDP) compared to the rest of the world, and resource use in the region grew by 50 per cent between 1995 and 2005, says the report, entitled Green Growth, Resources and Resilience: Environmental Sustainability in Asia and the Pacific.

Produced by the UN Economic and Social Commission for Asia and the Pacific (ESCAP), the UN Environment Programme (UNEP) and ADB ahead of the UN Conference on Sustainable Development (Rio+20) to be held in Brazil in June, the report emphasizes that the challenges of resource constraints are more serious in the Asia-Pacific region than anywhere else.

It rejects the assumption that technology advances will be able to solve the problems of resource constraints and proposes specific strategies for changing economic incentives to promote a green economy which uses resources much more efficiently.

"Countries of Asia and the Pacific have been at the forefront of implementing initiatives to green their economic growth and will reap the benefits of such investments economically, socially and environmentally," <"http://www.unescap.org/unis/press/2012/feb/g05.asp">said Young Woo Park, UNEP's regional director.

With the global market for green goods and services expanding rapidly and the right policies and investments, the Asia-Pacific region could lead the world towards a more sustainable future, according to Nessim Ahmad, director of ADB's Environment and Social Safeguards Division.

The report stresses that economic incentives to promote investments in resource efficiency and natural resource protection are key, but action on other fronts is also needed, including an integrated policy framework and approaches.

Governance must be more adaptive and inclusive and become more adept at harnessing knowledge from different sources and incorporating information from various stakeholders, the report stresses.

For developing countries, the massive investments in infrastructure, as well as the unmet needs for energy, water, transportation and housing, offer a window of opportunity to change the way that energy and other resources are used, it states.

The report addresses the two main Rio+20 themes – green economy in the context of sustainable development and poverty eradication, and institutional framework for sustainable development.

"Business as usual is no longer a feasible option, but many governments and other stakeholders still do not recognize the urgency of the challenge of improving the resource efficiency of economic growth," said Rae Kwon Chung, director of ESCAP's environment and development division.

The Asia-Pacific region's resource and pollution-intensive growth trends means the region is at risk of not being able to sustain the growth needed to reduce poverty in the long term, the report points out.

Optimistic growth projections for the region do not factor in resource constraints sufficiently, Mr. Chung added. Green growth, he underlined, is a strategy to achieve sustainable development, addressing both resource constraints and the climate crisis.

Secretary-General Ban Ki-moon stressed today the need to empower women and youth, who have been at the centre of recent social protest movements worldwide, and warned countries against ignoring their voices as they are critical to countries' development.

"Tahrir Square [in Cairo] and the fight for democracy throughout the Arab world, Occupy Wall Street, 'los indignados' in Puerta del Sol [Madrid], protests in Greece… What was the common thread? They were overwhelmingly women and young people," Mr. Ban <"http://www.un.org/sg/statements/index.asp?nid=5867">told attendees at a lecture in Vienna, underlining the role of women and youth in mobilizing change.

"Women demanding equal opportunity and participation, young people worried about their future, fed up with corruption and speaking out for dignity and decent jobs. Their power and activism turned the tide of history."

Mr. Ban stressed that these movements represented an urgent call for countries to listen to their citizens and act to implement measures that give them more opportunities to make decision in their societies.

The Secretary-General emphasized the importance of boosting women's opportunities to assume decision-making and entrepreneurial roles. "Studies have found that Fortune 500 companies with the highest number of women on the governing boards were far more profitable than those with the fewest number," Mr. Ban said, pointing to various sectors where they are making a difference.

"Today, many look to the world of social media. The majority of those who use it are women – and the chief operating officer of Facebook is a woman. Yet many are asking: Why are there no women on the corporate board of Facebook, Twitter or other young, dynamic companies?"

In particular, Mr. Ban called for greater women's representation in parliaments, including in the Arab world and stressed that temporary measures such as quotas or other special steps can make a permanent difference in governments.

Regarding youth, Mr. Ban underscored the need to address the unemployment rate which young people are facing, which has caused unrest in many countries.

"Unemployment rates for young people are at record levels – two, three, sometimes even six times the rate for adults. But joblessness is only part of the story. Many who are working are stuck in low-wage, dead-end work. Many others are finding that their degrees are not always a ticket to jobs," he said, adding that governments need to equip them with better tools and skills to not only find but create jobs.

Mr. Ban urged Member States and international organizations to give youth a voice in their governments and create programmes that address their priorities, warning that if they failed to do this they risked creating a "lost generation."

"The priorities of young people should be just as prominent in our halls as they are on the streets and squares. They should be just as present in our meeting space as they are in cyberspace. Young people can be embraced as partners in shaping their societies, or they can be excluded and left to simmer in frustration and despair.

"Let us recognize that addressing the needs and hopes of the world's women and young people is not simply an act of solidarity, it is an act of necessity."

A Mauritius-based company announced today that it will provide access to low-cost solar energy for 33 million people in Africa and Asia for the next four years, as part of a United Nations-backed initiative to fight poverty.

The solar energy provider, ToughStuff, will expand access to low-cost, durable solar panels and solar battery packs to low-income communities in 10 African countries (Burundi, Côte d'Ivoire, the Democratic Republic of the Congo (DRC), Ethiopia, Malawi, Mali, Mozambique, South Sudan, Zambia and Zimbabwe) and four South Asian countries (Bangladesh, India, Pakistan and Nepal).

The company's efforts are part of Business Call to Action (BCta), a global initiative supported by the UN Development Programme (UNDP) that encourages private sector efforts to develop inclusive business models that can have both commercial success and a positive impact in development.

The company estimates that some $520 million will be saved by consumers by switching from kerosene or biomass fuel to solar energy. In addition, carbon emissions will be reduced by up to 1.2 million tons by 2016.

To provide its services, the company will rely on a network of village-level entrepreneurs that are provided with training on how to sell, rent, or provide access to affordable energy services.

"Companies like ToughStuff invest in communities by providing cleaner, healthier energy options through core business operations," said Susan Chaffin, programme manager for BCtA. "This commitment will help to boost development and improve social equity in a sustainable way that is good for the environment and good for business."

Nearly half the world's population lacks reliable access to modern energy services and more than 20 per cent of the global population – 1.4 billion people – remains without access to electricity. According to a recent UNDP report, household air pollution from the use of biomass fuel is expected to cause more than 1.5 million deaths a year by 2030.

The initiative will also help to further the goals of the Sustainable Energy for All initiative, launched by Secretary-General Ban Ki-moon in September, which seeks to ensure universal access to modern energy services, double the rate of improvement in energy efficiency and double the share of renewable energy in the global energy mix, all by 2030.

BAN CALLS FOR CONCERTED EFFORTS TO COMBAT SCOURGE OF ILLICIT DRUGS IN AFGHANISTAN

Secretary-General Ban Ki-moon today called for concerted efforts to help Afghanistan extricate itself from the scourge of drug production, use and trafficking, noting that the country's stability remains at stake with an estimated 15 per cent of its income accruing from trade in illicit drugs.

"We have a common duty to the people of Afghanistan and those everywhere whose lives are darkened with despair due to the menace of the drugs trade," Mr. Ban <"http://www.unis.unvienna.org/unis/pressrels/2012/unisnar1131.html">told the 3rd Ministerial Conference of the Paris Pact Partners on Combating the Afghan Illicit Opiate Trade, held in Vienna.

"We must help them walk into the light of a world free of illicit drugs and drug trafficking," he said.

The Secretary-General pointed out that with the approaching withdrawal of the International Security Assistance Force (ISAF) in 2014, the international community will increasingly look to the United Nations to shoulder greater responsibilities to enhance stability and foster sustainable development in Afghanistan.

"Together with our local, regional and international partners, we must assume this role. Above all, the Afghan Government must prioritize the issue of narcotics," he said.

The country's law enforcement agencies must work harder on eradicating narcotics crops, eliminate drug laboratories, keep precursors from entering the country, and inhibit drug trafficking, he added.

The UN Regional Programme for Afghanistan and Neighbouring Countries also has an important role to play, including as a platform for the UN Office on Drugs and Crime (UNODC) and other partners.

Mr. Ban, however, noted that "reducing supply is only half the story," adding that "there can be no real success without reducing demand."

"The fight against the drugs trade goes to the heart of UN efforts in Afghanistan, in the region and, indeed, around the world to make a meaningful difference for people affected by this pervasive crime," he said, noting that drug trafficking and transnational organized crime undermine the health of fragile States, weaken the rule of law, and hinder attempts to meet the Millennium Development Goals (MDGs).

According to UNODC's Afghan Opium Survey last year, poppy cultivation increased by seven per cent, while opium production increased by 61 per cent over the past year. Export earnings from Afghan opiates may be worth as much as $2.4 billion.

"We cannot speak of sustainable development when opium production is the only viable economic activity in the country," said Mr. Ban. "We must stand with Afghanistan in this fight."

The head of the United Nations agency assisting Palestinian refugees today <"http://www.unrwa.org/etemplate.php?id=1252">voiced his deep sadness at the news of the tragic deaths of children and a number of adults in a road traffic accident in the West Bank.

At least eight Palestinian children have been reported killed in the collision that took place between a school bus and an Israeli truck near Qalandia. A large number of people, including children, were also injured.

The bus was reportedly carrying children as young as five or six on their way to Ramallah.

"There is nothing more appalling to us and our communities than the needless deaths and suffering of innocent children," Filippo Grandi, Commissioner General of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), said in a statement.

"My condolences go out to the families and friends of the victims at this terrible time."

UN OFFICIAL STRESSES IMPORTANCE OF COOPERATION BETWEEN AFRICA AND ITS DIASPORAS

A senior United Nations official today stressed the importance of establishing partnerships and cooperation between African-based decision-makers and diaspora communities worldwide to work on shared issues to improve the life of the continent's peoples.

"There is now clear recognition that the African identity is a global one," said Cheick Sidi Diarra, UN Special Adviser on Africa, at a preparatory meeting in New York for the first African Diaspora Summit, slated to be held in June in South Africa.

"People of African descent are dispersed to all parts of the world due to forced migrations through slavery, colonialism and war and more recently to voluntary migrations due to globalization," he said.

"These pockets of African people scattered around the world can now play a significant role in Africa's growth, development and empowerment."

This will be the first time that the African Union (AU) holds a summit with heads of States on the subject of diasporas, and the event seeks to create partnerships between African legislators and legislators in diaspora communities worldwide.

The summit also aims to draw the attention of global decision-makers to shared issues between Africa and its diaspora communities, and to provide lawmakers with an understanding of the challenges faced by each diaspora community, as well as enhance their capacity to lobby at a national and regional level.

"Parliamentarians and other elected officials have an important role to play in shaping the policies of their countries. Their role is central when it comes to economic and social development but also conflict prevention. More importantly, diaspora parliamentarians can play a crucial role in influencing their countries policies toward Africa," said Mr. Diarra, who is also the UN High Representative For Least Developed Countries, Landlocked Developing Countries and Small Island Developing States.

The preparatory meeting brings together parliamentarians from Africa and the diaspora as well as prominent civil society members, who will discuss the summit's format, its agenda, and a strategy that reflects the voices of all participants in the outcome document.

Last week Mr. Diarra said that debt for landlocked developing countries (LDC), many of which are African, has decreased as a result of initiatives such as the Heavily Indebted Poor Countries Initiative and the Multilateral Debt Relief Initiative. But he also stressed that much more needs to be done to prevent LDCs from being hurt by trade shocks due to commodity price volatility and other external factors.

At the launch of the preparatory process for a Ten-Year Review Conference of the Almaty Programme of Action – which aims to galvanize international solidarity to assist LDCs to better participate in the international trading system – Mr. Diarra said LDCs still experience high transport and trade transaction costs, and that their transport infrastructure is still inadequate.

He added that these challenges are exacerbated by rising food and fuel prices, economic and financial crises and climate change, and called for policy reforms that seek to remove physical and non-physical barriers to their effective participation in international trade.

The United Nations postal union reported today that it has acquired what is probably the world's best-known stamp – the Penny Black – which was issued 172 years ago and shows a profile image of United Kingdom's Queen Victoria on a black background.

The Universal Postal Union (UPU) now also owns two other Victorian stamps, the Penny Red and the Two Pence Blue, as well as an envelope bearing the Penny Black and cancelled on 22 July 1840, only two months after the famous stamp was officially issued on 6 May 1840.

The Penny Black will add to UPU's vast stamp collection, which contains more than 800,000 stamps. The historic philatelic items were purchased for a total of 1,800 Swiss francs ($1,965), the agency said in a press release.

The Penny Black shows a profile image of Queen Victoria looking to the left. Although it is known as the world's first postage stamp, the Penny Black is not considered rare.

More than 70 million copies of the stamp were issued and it can easily be purchased. The other particular feature of the famous Penny Black are the Roman letters that are printed at the bottom two corners to identify the stamp's line and column position on the printed sheet. The technique was also designed to discourage counterfeiters.

"The Penny Black is unique and its creation is one of the great moments in world postal history," said UPU Director General Edouard Dayan. "The postage stamp has a certain magic; each stamp is a tiny ambassador that informs about the history, the art, the culture and the national heritage of our member countries."

The acquisition of the Penny Black was the idea of Jean-François Logette, the manager of the philatelic programme at UPU's International Bureau.

"The stamps in the collection are a testimony to great moments in the history of our member countries and the world and constitute an important philatelic heritage," said Mr. Logette.

Before stamps existed, the recipient of a letter paid for the delivery cost, based on a complex tariff scheme. The postage-paid letter bearing a stamp was the brainchild of Rowland Hill, who initiated a reform of the British postal system and was knighted for his services.

He apparently proposed the postage stamp's creation after noticing that the postal service was losing significant mailing revenues because recipients could refuse to take delivery of an item.

Switzerland and Brazil followed in the United Kingdom's footsteps by issuing their own stamps in 1843. Stamps appeared in the United States in 1847 and in France and Belgium in 1849.

Today, all countries issue their own. Even the UN Postal Administration issues stamps, 80 per cent of which are sold to collectors, while the rest are used on mail leaving UN offices in New York, Geneva and Vienna.

UPU Member States are expected to send a copy of each postage stamp they issue to the International Bureau in Berne.

The newly acquired stamps and envelope have been framed and will be displayed in the International Bureau conference room named after Rowland Hill.

A United Nations human rights official today called on Latin American countries to tackle the problem of prison overcrowding in the wake of an overnight fire at a jail in Honduras that killed hundreds of inmates.

More than 300 prisoners are reported to have died in the blaze at the prison, located north of the capital, Tegucigalpa, with dozens of others still missing and presumed dead.

Antonio Maldonado, human rights adviser for the UN system in Honduras, told UN Radio today that overcrowding may have contributed to the death toll.

"But we have to wait until a thorough investigation is conducted so we can reach a precise cause," he said.

"But of course there is a problem of overcrowding in the prison system, not only in this country, but also in many other prisons in [Latin] America."

Last week, the South American regional representative of the UN Office of the High Commissioner for Human Rights (OHCHR), Amerigo Incalcaterra, cited chronic overcrowding as one of the key causes behind a recent wave of deadly violence in jails across the continent.

Mr. Maldonado said today that international human rights bodies, including the UN Committee against Torture, have recommended to the Honduran Government in the past to reduce overcrowding and to "adopt any appropriate and effective measures" to prevent situations such as the deadly fire from occurring.

"Unfortunately this seems not to be the case," he added.

Human rights defenders in Honduras continue to suffer extrajudicial executions, enforced disappearances, torture and ill-treatment as well as harassment and stigmatization, an independent United Nations expert says, calling on the Central American country's Government to establish a protection programme for defenders.

"Honduras faces serious challenges in combating violence and insecurity," <"http://www.ohchr.org/en/NewsEvents/Pages/DisplayNews.aspx?NewsID=11827&LangID=E">said UN Special Rapporteur Margaret Sekaggya yesterday at the end of her eight-day mission in the country, where she was monitoring and reporting on the human rights situation.

"The pervasive impunity and absence of effective investigations of human rights violations undermine the administration of justice and damage the public's trust in authorities."

Ms. Sekaggya said that during her visit, which finished yesterday, she observed that certain groups are more at risk than others, with journalists, lawyers, prosecutors and staff of the National Human Rights Commission being among those at higher risk. Defenders working to defend the rights of women, children, the lesbian, gay, bisexual and transgender (LGBT) community, indigenous and Afro-Honduran communities as well as those working on environmental and land rights issues were also targeted, she said.

The lack protection for these groups increases their vulnerability, Ms. Sekaggya stressed, and contributes to the cycle of impunity affecting the population's confidence in the rule of law. "I was repeatedly informed by human rights defenders that due to their fear of the police, they abstain from seeking protection as they consider that contact with the police exposes them to increased security risks," she said.

Ms. Sekaggya called for the urgent establishment of an adequately resourced protection programme and the development of a transparent inter-institutional framework as a measure to overcome the distrust of authorities among human rights defenders.

"The Government should establish a clear State policy which recognises the indispensible work of human rights defenders and ensure their protection," Ms. Sekaggya said. She welcomed President Porfirio Lobo Sosa's public commitment to implement her recommendations and noted that "the President should promote and lead dialogue between authorities and civil society in order to create a favourable environment for human rights defenders."

During her mission to Honduras, Ms. Sekaggya visited Tegucigalpa, the capital, and the cities of San Pedro Sula and La Ceiba, where she met with Mr. Lobo Sosa and Government officials, as well as with representatives of civil society.

Ms. Sekaggya, who serves in an independent and unpaid capacity, will present her final recommendations from her visit in her report to the UN Human Rights Council next year.

Secretary-General Ban Ki-moon today called for the start of the relocation of residents of the settlement in Iraq formerly known as Camp Ashraf, urging the Government and the camp dwellers to continue to cooperate so that the process can be carried out in a peaceful manner.

"The Secretary-General reiterates that the Government of Iraq bears the primary responsibility for the security and the welfare of the residents of Camp Ashraf," said a <"http://www.un.org/sg/statements/index.asp?nid=5863">statement issued by his spokesperson.

"At the same time, the residents of Camp Ashraf also bear a responsibility to abide by the laws of Iraq. Any provocation or violence must be avoided and would be unacceptable."

The United Nations and the Iraqi Government on 25 December signed a memorandum of understanding (MoU) on the voluntary relocation of several thousand Iranian exiles living in Camp New Iraq, previously known as Camp Ashraf, in the north-eastern part of the country.

On 31 January, the UN High Commissioner for Refugee (UNHCR) and the human rights office of the UN Assistance Mission for Iraq (UNAMI) said they had confirmed that the infrastructure and facilities at the new relocation camp met international standards.

In his statement today, Mr. Ban acknowledged the efforts of the Iraqi Government to prepare the temporary transit location to host the residents and allow UNHCR to undertake refugee status determination.

He reiterated his call to Member States to contribute to a durable solution by demonstrating their readiness to accept eligible residents of Camp New Iraq who wish to resettle in third countries.

The Secretary-General stressed that the UN "remains strongly committed to continue to do its utmost to facilitate a peaceful and durable solution."

Situated in the eastern Iraqi province of Diyala, Camp New Iraq camp houses several thousand members of a group known as the People's Mojahedeen of Iran.

The United Nations Children's Fund (UNICEF) will start <"http://www.unicef.org/media/media_61722.html">distributing medicines and mosquito nets tomorrow to the parts of eastern Madagascar hardest hit by Cyclone Giovanna, which has killed at least 16 people and left a trail of destruction.

The death toll from the cyclone, which struck the coast early yesterday and has since crossed the island country, is expected to climb further, according to Dominic Stolarow, UNICEF's emergency coordinator in Madagascar.

Aerial assessments are under way with on-the-ground checks to follow as many areas remain cut off because of flood waters and the damage caused by the cyclonic winds, which topped 180 kilometres per hour in some areas.

Numerous hospitals, health-care centres and schools have been flattened or badly damaged by the cyclone, as well as countless homes. In one town alone, an estimated 3,000 houses were destroyed.

Electricity and water supplies have been cut in many areas, although those services have now been largely restored to the neighbourhoods of the capital, Antananarivo, that had been worst hit by Giovanna.

Mr. Stolarow told the UN News Centre today that providing clean water and decent sanitation, re-establishing health care, building temporary classrooms and ensuring there is enough food for families in need are the top priorities for UNICEF and other humanitarian agencies.

He said the agency would tomorrow help to distribute about 10,000 mosquito nets as well as large stocks of emergency medicines, working with non-governmental organizations (NGOs) and local authorities.

Madagascar is frequently beset by cyclones and tropical storms in the early months of the year. Giovanna hit the country exactly a year to the day since Madagascar was struck by Cyclone Bingiza, which killed 14 people and destroyed almost 6,000 homes.

Delegates at a meeting convened by the United Nations to draw up strategies to respond the humanitarian crisis in West Africa's drought-prone Sahel region today called for comprehensive and rapid assistance to the millions of people affected, especially children and women.

Leaders of UN agencies, representatives from governments in the affected countries and major donors, meeting at the headquarters of the UN World Food Programme (WFP) in Rome, <"http://www.beta.undp.org/content/undp/en/home/presscenter/pressreleases/2012/02/15/joint-statement-uurgent-call-for-united-action-in-the-sahel-region-of-west-africa.html">stressed the need for a combination of relief, early recovery and longer-term development programmes.

They resolved to work together to meet immediate food security and nutritional needs of affected people, while supporting programmes that address the root causes of problems and to strengthen the resilience of communities living in areas affected by chronic drought.

Actions will include support for short-term food security and nutrition response plans developed by national governments and regional organizations to increase access to food and scale up existing safety net programmes.

Targeted emergency food assistance, including cash-for-work programmes, cash transfers and food vouchers, will be undertaken while strengthening local markets and linking local production to consumption. Nutritionally-enhanced products for children and nursing or pregnant mothers will be delivered, as will therapeutic foods for those suffering from severe acute malnutrition.

There will also be deployment of early warning information management systems that support the repositioning and consolidation of needs assessments to provide regular, timely, and accurate updates on the humanitarian situation.

Participants at the Rome meeting noted that internal and external displacement of people in Mali as a result of fighting between the insurgents and government forces will exacerbate an already severe situation in Mauritania, Niger and Burkina Faso.

They called for the development and implementation of plans that simultaneously provide for immediate assistance to avert a more severe humanitarian crisis during the coming lean season, while addressing the underlying causes of the problem.

Delegates stressed the need for continued support to governments of countries in the Sahel, as well as regional organizations to strengthen their capacity to address the structural causes of the recurring food crises in the region, including through targeted approaches to overcome obstacles in meeting the Millennium Development Goals (MDGs), particularly the aim to reduce by half the proportion of populations affected by hunger and poverty by 2015.

They said approaches that take into account the prevailing insecurity and recognise the need to incorporate disaster risk reduction, community security and conflict prevention interventions are also an integral to the response plan.

They underlined that enhanced coordination among UN agencies, governments, regional institutions, non-governmental organizations (NGOs), civil society groups, donors and other development partners will be crucial to support an integrated and efficient response to the immediate humanitarian needs and longer-term development of affected populations.

Those attending the meeting also called for immediate action by international donor community to mobilise the resources necessary to support response programmes.

They called for the "mainstreaming" of disaster risk reduction into national development frameworks with a special attention to food security, and support for social protection programmes to assist the most vulnerable populations.

Today's meeting included top officials from the UN Office for the Coordination of Humanitarian Affairs (OCHA), WFP, the UN Food and Agriculture Organization (FAO), the UN International Fund for Agricultural Development (IFAD), the UN Development Programme (UNDP), the UN Children's Fund (UNICEF) and the UN High Commissioner for Refugees (UNHCR).

Under-Secretary-General for Humanitarian Affairs Valerie Amos and UNDP Administrator Helen Clark will tomorrow begin a two-day visit to Niger, one of the worst affected countries in the current crisis.

Secretary-General Ban Ki-moon voiced concern today about reports of fresh clashes in Bahrain between security forces and demonstrators, a year after widespread civil protests first emerged in the Middle East country.

In a <"http://www.un.org/sg/statements/index.asp?nid=5864">statement issued by his spokesperson Mr. Ban called on all sides to show maximum restraint and said he expected Bahrain's authorities "to act in accordance with their international human rights obligations.

"The Secretary-General strongly believes that a genuine, all-inclusive and meaningful dialogue that meets the legitimate aspirations of all Bahrainis is the way to promote peace and stability in the country."

Last year's protests in Bahrain were part of the wider Arab Spring movement that resulted in the toppling of long-standing regimes in Tunisia, Libya, Egypt and Yemen and has led to deadly fighting and humanitarian suffering in Syria.

In today's statement Mr. Ban reiterated his earlier call on Bahraini authorities "to do everything possible to expedite the implementation of the recommendations of the Bahrain Independent Commission of Inquiry, especially its provisions aimed at effective confidence-building measures."

The United Nations World Health Organization (WHO) has called for a "final push" to eliminate leprosy as a public health threat in the Western Pacific region, where more than 5,000 fresh cases of the curable disease are still reported each year.

The number of cases worldwide has plunged since 1991, when WHO launched a campaign that set a "leprosy elimination target" of less than one case per 10,000 people, but the disease persists in a handful of Western Pacific countries.

About 2,000 cases are still recorded each year in the Philippines, while Micronesia, Kiribati and the Marshall Islands have failed to meet the elimination target, WHO said in a <"http://www.wpro.who.int/media_centre/press_releases/pr_20120213.htm">press release issued in Manila on Monday.

WHO is urging health-care workers, policy-makers and the wider public to remember that leprosy, which has long carried a social stigma, still causes much suffering.

"Leprosy is curable," said Shin Young-soo, WHO's regional director for the Western Pacific. "We have the drugs, we have the knowledge. We can stop the disease from being transmitted from person to person. What we need is the political commitment."

The agency said the disease is confined largely to various "hot spots" in the Western Pacific, but noted with concern that as many as 400 cases of children contracting the disease are being reported each year.

WHO is hosting a three-day regional meeting of national leprosy programme managers in Manila that wraps up today, with the aim of reviewing the latest epidemiological data on the disease.

Caused by a bacillus, leprosy is a chronic, slow-moving disease that is transmitted via droplets from the nose and mouth. Untreated, it can cause permanent damage to the skin, nerves, limbs and eyes, but it is curable and early treatment can avert disability.

At least four million people have been cured of leprosy since 2000, and the disease's rate of prevalence has fallen by 90 per cent in the past two decades. About 213,000 cases were recorded worldwide in 2008, with pockets of the disease still found in sub-Saharan Africa, South Asia, the Western Pacific and Brazil.

The United Nations tribunal set up in the wake of the Balkan conflicts of the 1990s announced today that the trial of Ratko Mladic, the former Bosnian Serb military chief who is facing charges of genocide and other war crimes, will begin on 14 May.

In a <"http://www.icty.org/sid/10919">statement the International Criminal Tribunal for the former Yugoslavia (ICTY), which is based in The Hague, said it had changed the start date – the trial was previously expected to begin in late March – to allow both sides to complete their pre-trial preparations.

Prosecutors told the court last week that they expect to call more than 400 witnesses and present nearly 28,000 exhibits during the trial, and they anticipate they will need about 200 hours of tribunal time to present their case.

Mr. Mladic, 68, is accused of carrying out genocide and other crimes against Bosnian Muslims, Bosnian Croats and other non-Serb civilians between May 1992 and late 1995.

The indictment against him alleges that Mr. Mladic led forces that conducted the notorious massacre of more than 7,000 Muslim men and boys in the supposed safe haven of Srebrenica in July 1995 in the most notorious episode of the war.

The former army chief also faces charges for the shelling and sniping of Sarajevo during the protracted wartime siege of the city.

In addition, the indictment lists more than 70 incidents of murder in 20 municipalities across Bosnia and Herzegovina, and accuses forces under Mr. Mladic's supervision of torturing, mistreating and physically, psychologically and sexually abusing civilians confined to detention centres.

Defence lawyers had argued that the health of Mr. Mladic be considered in determining the trial's schedule, but ICTY judges said they were not convinced that his health condition required modification of the schedule.

Mr. Mladic was arrested in May last year in Serbia after evading capture for 16 years. In July, at a court hearing, a plea of not guilty was entered on his behalf.

Finland has the world's largest portion of domestic economic activities related to information and communication technology, with almost a tenth of the European country's non-agricultural business workforce employed in the ICT sector, according to United Nations <"http://www.unctad.org/en/docs/ier2011_en.pdf">data released today.

The data, released by the UN Conference on Trade and Development (UNCTAD) in Geneva, also shows that the ICT sector is still in its infancy in many developing economies.

The UNCTAD database currently contains information on 57 economies. The lack of more comprehensive data can be seen as yet another illustration of the digital divide, the agency said in a press release.

None of the countries classified as among the world's least developed countries (LDCs) report statistics on the size of their ICT sectors, UNCTAD points out.

Based on the latest available data, the proportion of ICT-sector employment in all business sectors ranges from less than two per cent in Azerbaijan, Croatia and Kazakhstan to more than eight per cent in Finland, Israel and Sweden.

The ICT sector is playing a growing role in a number of developing countries, according to UNCTAD. In India, for example, the contribution of the ICT sector to gross domestic product (GDP) rose from 3.4 per cent in 2000-01 to 5.9 per cent in 2007-08.

In Kenya, the sector has expanded annually by more than 20 per cent over the past decade and accounted for a staggering 24 per cent of the country's GDP growth during that period.

The ICT sector has an impact on governments, companies, individuals and society at large, creating jobs, spurring innovation and supporting the sustained use of ICTs in domestic economies, resulting in increased productivity and efficiency.

Jobs in ICT have proved to be more productive than those in other sectors, according to UNCTAD.

In the member countries of the Organization for Economic Cooperation and Development (OECD), between 1995 and 2008, labour productivity grew faster in the ICT sector than in the rest of the business sector.

The sector's contribution to domestic economies is typically higher in terms of value added than in jobs. However, it employs relatively younger people with above-average levels of education, making it possible for them to have upward mobility, job security, and future training opportunities.

UN EXPERTS SPEAK OUT AGAINST HUNGARIAN LAW CRIMINALIZING HOMELESSNESS

Two independent United Nations human rights experts today issued a joint call on Hungary to revise recent laws that criminalize homelessness and potentially imprison those living on the streets.

"People who have no choice but to live on the street are now in danger of criminal sanctions," said Magdalena Sepúlveda, the UN Special Rapporteur on extreme poverty and human rights, who issued the statement with Raquel Rolnik, the UN Special Rapporteur on the right to adequate housing.

"By a wave of the legislative pen, the Hungarian Parliament has labelled tens of thousands of homeless people in Hungary as potential criminals. Moreover, the law has a discriminatory impact on those living in poverty."

An estimated 30,000 to 35,000 people, including numerous women, children, older persons and persons with disabilities, are thought to be homeless in Hungary. About 8,000 of those live in Budapest, the capital, but the city has only 5,500 available places in public shelters.

Last year police in Budapest evicted hundreds of homeless persons from inner-city underpasses and arrested them following a city council decree criminalizing habitual residence in public spaces.

Ms. Sepúlveda and Ms. Rolnik said public funds should be used to assist people who find themselves homeless, rather than for carrying out often costly operations to prosecute and penalize them.

They added that the global economic and financial crisis has resulted in a growing number of Hungarian families living on the streets.

"Particularly during harsh weather conditions, as Europe has been experiencing during the past weeks, States have an increased obligation to provide shelter to those in need. However, this cannot serve as an excuse for the criminalization or forced detention of homeless persons," the joint statement said.

Ms. Sepúlveda and Ms. Rolnik noted that many of the existing shelters in Budapest provide dormitory-style accommodation with up to 50 people per room, and no arrangements suitable for families.

"Homeless persons should not be deprived of their basic rights to liberty, or to privacy, personal security and protection of the family, only because they are poor and need shelter."

An independent United Nations human rights expert today added his voice to the concerns <"http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=11828&LangID=E">expressed about the health of a Palestinian detainee who has been on a hunger strike for almost two months.

Khader Adnan has been refusing food since 18 December in protest at his imprisonment without charge by Israel, according to media reports.

Richard Falk, the UN Special Rapporteur on the situation of human rights in the occupied Palestinian territories, described the situation as urgent and said the international community should intervene on Mr. Adnan's behalf.

"In view of the emergency of his situation, the Government of Israel must take immediate and effective action to safeguard Mr. Adnan's life, while upholding his rights," said Mr. Falk in a statement.

The Special Rapporteur, who is currently on a fact-finding mission to the Middle East, also urged the Israeli Government "to respect its legal obligations" concerning the several thousand Palestinian prisoners in its jails.

"The improper treatment of thousands of Palestinian prisoners by the Government of Israel should be of great concern to the international community, and it is a problem that I am paying close attention to in the context of my ongoing visit to the region."

Mr. Falk's comments echo those of Robert Serry, the UN Special Coordinator for the Middle East Peace Process, who last week called on Israel to do everything in its power to preserve the health of Mr. Adnan.

During his recent visit to the region, Secretary-General Ban Ki-moon also discussed the situation of Palestinian prisoners in Israeli custody when he met with the Palestinian Minister of Prisoners' Affairs.

The deadly violence in Syria threatens to permanently divide the country along sectarian and ethnic lines, a senior United Nations official warns, urging community and religious leaders and civil society groups to lead the way in reducing communal tensions.

Edward Luck, the Secretary-General's Special Adviser on the Responsibility to Protect, told the UN News Centre yesterday that he was deeply concerned that the situation in Syria – where thousands of people have died in the Government's crackdown against a pro-democracy uprising – was becoming "more of a sectarian conflict," with targeted attacks against certain groups.

"There are signs that the nature of the conflict has changed, and that is very worrisome," he said, citing reports of fresh attacks in recent days, particularly in the city of Homs.

Yesterday, the UN High Commissioner for Human Rights Navi Pillay briefed the General Assembly on the latest developments in Syria, and urged the world to take action to protect the civilian population.

"The longer the international community fails to take action, the more the civilian population will suffer from countless atrocities committed against them," she said.

Mr. Luck said the mixed composition of Syria's population increased the potential risk of divisions.

"If you look at the demographic breakdown of the population in Syria, it's a demographic minefield. And we've seen in this region of the world some terrible examples of what can happen when a country is divided along sectarian lines."

Mr. Luck called on the international community, including the UN and regional organizations such as the League of Arab States, to speak with one consistent and strong voice on the need to reduce sectarian tensions.

"There needs to be a clear voice for tolerance… this is the message that must be sent."

The Special Adviser also underscored the importance of the role played by "thought leaders, religious leaders, civil society leaders" in steering the public debate away from sectarian attacks and towards co-existence.

Media reports indicate that the Arab League has called for a joint UN-Arab peacekeeping mission to resolve the crisis in Syria. Mr. Luck said that if this plan is implemented, it is critical to ensure that any mandate explicitly refers to reducing sectarian and ethnic tensions and improving community relations.

MANUSCRIPT TITLE

RESEARCH ETHICS IN PRACTICE: A COMPARATIVE STUDY OF QUALITATIVE DOCTORAL
DISSERTATIONS SUBMITTED TO UNIVERSITIES IN THE USA AND THAILAND 2001-2010

ABSTRACT

The objective of this study is to explore the current practices of an application
of ethical protocol in qualitative research conducted by Ph.D. candidates in the
USA and in Thailand. To guide the study three questions are posed: (1) has the
researcher explicitly identified ethical issues in the research? (2) Is
literature related to ethics reviewed and presented? (3) What ethical protocol
are identified and applied? To answer these questions the concept and theories of
ethics, research ethics, research protocol, ethical protocol, and the application
of ethical protocol in qualitative dissertations are reviewed. Ten qualitative
dissertations each conducted by Ph.D. candidates from 2001-2010 in the USA and in
Thailand were selected for review and evaluation. Discussions, conclusions and
recommendations were then made. The findings of this study reveal that the
conduct of qualitative research in the USA is more advanced than those conducted
in Thailand in terms of research ethics. At the same time major improvement is
needed in the conduct of qualitative research in Thailand. This indicates that
there is a lack of knowledge and understanding of the importance of ethics in
conducting research especially in qualitative research. There is also a lack of
knowledge and understanding of ethical issues, research ethics, research
protocol, ethical protocol and how to apply them in qualitative research. To
improve the current situation in Thailand the following recommendations are made:
(1) all research training courses should include research ethics; (2) university
research courses should be revised to include research ethics; (3) research
ethics awareness programs should be developed and implemented to create awareness
of all research stakeholder groups; (4) promotion programs should be developed
and implemented to encourage all universities in Thailand to establish their own
Internal Research Boards (IRB) and practice IRB processes; (5) a piece of
legislation on research on human beings should be enacted and enforced.

The head of the United Nations Educational Scientific and Cultural Organization (UNESCO) today paid tribute to the Danish artist and civil engineer Erik Reitzel, who has died at the age of 71, saying his art reinforced the Organization's "commitment to serve the common good."

Irina Bokova, UNESCO's Director-General, issued a <"http://www.unesco.org/new/en/media-services/single-view/news/bokova_pays_tribute_to_danish_artist_erik_reitzel/">statement in which she voiced "great sadness" at Mr. Reitzel's passing and offered her condolences to Mr. Reitzel's wife, Inge Reitzel, and family.

Born in 1941 in Copenhagen, Denmark, Mr. Reitzel was a civil engineer and specialized in the study of minimizing structures, intersecting scientific and industrial research. His Symbolic Globe, which was lent by Denmark to the Organization as part of its 50th anniversary celebration, has stood in the Piazza of UNESCO's Headquarters since 1995.

"Erik Reitzel has created his globe to symbolize the ideals of the United Nations and embody the spirit of UNESCO. His piece of art accompanies us every day and makes us stronger in our commitment to serve the common good," Ms. Bokova said.

The 12.8 metre-high Globe consists of 10,000 ultra-resistant aluminium rods and joints and was intended to symbolize the commitment of UNESCO delegates to development through diversity and dialogue.

Mr. Reitzel's body of work includes the Grande Arche de la Défense in 1983 and the Plateau du Louvre in 1987 – two of the most identifiable landmarks on the Parisian cityscape.

The number of people that have been affected by ongoing violence in southern Yemen and are dependent on assistance for protection, water and sanitation continues to increase, the United Nations humanitarian wing warned today.

According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), more than 6,000 people have been affected by violence in Yemen, which is facing a humanitarian crisis due to civil unrest, soaring food and fuel prices and a breakdown of social services.

The rate of malnutrition is also worrying, said OCHA spokesperson Elisabeth Byrs during a press briefing in Geneva, as the number of malnourished children who are under five-years old has nearly doubled as a result of political turmoil. Currently, the number of malnourished children stands at 750,000, with half a million at risk of dying this year if adequate support is not provided.

In addition, the education of thousands of children across the country continues to be disrupted by the occupation of schools by armed forces, and there number of internally displaced persons (IDPs) has increased by 7,000 in the past two weeks.

Ms. Byrs stated that assistance and delivery capacity has been able to increase due to the registration of additional international non-governmental organizations (NGOs), including the Norwegian Refugee Council, Action Contre la Faim and the Agency for Technical Cooperation and Development (ACTED). However, she noted that the Yemen humanitarian response plan remains underfunded at $63 million, or only 14 per cent of what was initially requested.

A senior United Nations official called today on countries to boost their efforts and find common ground to reach an agreement and end the existing impasse within the world's sole multilateral disarmament negotiating forum.

"The level of frustration is approaching a tipping point," said Kassym-Jomart Tokayev, Personal Representative of the Secretary-General to the Conference of Disarmament (CD), which began last month in Geneva. "The time left to produce tangible results during this session is shrinking rapidly."

Mr. Tokayev stressed that in the absence of agreement on a programme of work, the conference should focus on alternative issues where common ground might be found, such as a longer presidency and broader membership.

While he acknowledged that critics may find "housekeeping" measures futile, he underlined the importance of procedural reform to generate political will. "Now is exactly the moment to effectively address issues that are long overdue," he told the conference.

Mr. Tokayev also underscored the importance of negotiations between Member States to address concerns about respecting national security interests.

"I call on all members to pursue their national security interests by building bridges with others through a process of negotiations. I have also noted that a number of members of the conference have not yet taken a public position with regard to its future. It is important that all those present in this chamber speak up and make their stance known," he said.

Established in 1979 as the single multilateral disarmament negotiating forum of the international community, the CD primarily focuses on cessation of the nuclear arms race and nuclear disarmament, prevention of nuclear war, and prevention of an arms race in outer space.

Mr. Tokayev urged countries to be frank and realistic and to allow the CD to live up to its mandate as the world's single multilateral negotiating body on this issue.

"The current situation has created a serious credibility and legitimacy deficit. The future of the conference is at stake," he said. "Let us not forget our duty to coming generations: a world at peace. Just like climate change, nuclear weapons present an existential threat to our collective future. Disarmament and non-proliferation are absolutely indispensable to realizing our common vision of a better world for all. The time to act is now."

One out of every five Europeans dies from environmentally-related diseases, the United Nations World Health Organization (WHO) warned today, noting that poorer citizens are more exposed to such risks than their wealthier peers.

In a new report, WHO's European Centre for Environment and Health (ECEH) pointed out that illnesses caused by environmental factors varied significantly throughout Europe, ranging from 14 to 54 per cent, indicating an unequal distribution of risks and poor living conditions across the continent and between economic strata.

In the European Union, for instance, WHO <"http://www.euro.who.int/en/what-we-publish/information-for-the-media/sections/latest-press-releases/who-launches-expanded-european-centre-for-environment-and-health-in-bonn,-germany-new-report-on-environmental-health-inequalities">said that of the 80 million citizens living in relative poverty, many were residing in damp housing, with insufficient heating and inadequate sanitary equipment.

The lowest-income population in the new EU member countries, meanwhile, reported having no bath or shower at home 13 times more often than their more affluent compatriots. Overall, more than 16 million people living in relative poverty cannot afford heating their homes in winter.

More than 300 people were reported to have died in Ukraine, Poland, France and Italy due to the recent cold spell which caused temperatures across the region to plummet. Many deaths occurred among the low-income population and in unheated apartments.

Since its founding in 2001, ECEH, which today also launched its expanded operations in Bonn, Germany, has compiled and analyzed scientific data on European health risks caused by a range of other environmental factors, including air pollution, traffic-related noise, and exposure to second-hand smoke.

Two top United Nations officials will travel later this week to Niger, where 5.4 million people are struggling to get enough to eat, part of a wider emergency affecting at least 10 million people across the Sahel region.

Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Valerie Amos and UN Development Programme (UNDP) Administrator Helen Clark will conduct a two-day joint mission beginning on Thursday.

They are scheduled to meet with President Mahamadou Issoufu, Prime Minister Brigi Rafini and other key Government officials to highlight the importance of preparations and early action to tackle the food and nutrition crisis in Niger.

The visit will begin a day after Ms. Amos and the heads of many UN aid agencies gather in Rome for a meeting to discuss how to tackle the crisis in the Sahel region of West and Central Africa.

The UN has been sounding the alarm since last September that the situation in the Sahel region was likely to become a major humanitarian situation by the northern spring this year unless something was done to reverse the trend.

"We are extremely concerned that millions of people will be affected by a combination of drought, poverty and high grain prices, which, coupled with environmental degradation and chronic underdevelopment, is expected to result in a new food and nutrition crisis," Assistant Secretary-General for Humanitarian Affairs Catherine Bragg told reporters in New York.

Ms. Bragg, who visited Senegal last week, said that people in that country, as well as Burkina Faso, Mali, Mauritania, Niger, Chad, northern Cameroon and northern Nigeria, are all likely to be affected over the coming months.

"For many, the crisis has already begun," she stated. "We already know that an estimated 10 million people or more are struggling to get enough to eat, including 5.4 million in Niger alone."

In the region, more than a million children under the age of five risk severe acute malnutrition – that is up from 300,000 last year, she added.

Ms. Bragg said the governments of Mali, Mauritania, Burkina Faso, Niger and Chad have all declared an emergency situation and called for international assistance, and most have put forward plans to deal with the crisis and to build people's resilience to such shocks.

Essential activities include selling cereal and pasture at subsidized prices, distributing seeds and providing livestock support, as well as income-generating activities and the replenishment of national food security shocks.

"We learned from experience in the Horn of Africa that early warning must be followed by early action," said Ms. Bragg. "Today, we know what is coming, and we know what to do to save lives."

She added that $724 million will be needed for the revised Sahel Regional Strategy, which takes into account the existing Government plans and the humanitarian appeals for Niger and Chad.

"Not long ago, we were calling for early action to contain the food crisis in the Horn of Africa. We now have an opportunity to demonstrate that we have learned our lessons from that crisis: that both early action and efforts to re-build resilience are critical to the Sahel," said Ms. Bragg, who is also Deputy UN Emergency Relief Coordinator.

As part of their visit, Ms. Amos and Miss Clark plan to visit Tillaberi in the southwest of Niger, to see how resilience and humanitarian programmes are addressing the immediate food needs of people and also helping communities prepare for and cope with future crises.

On the 45th anniversary of the treaty that created a nuclear-weapon-free zone in Latin America and the Caribbean, Secretary-General Ban Ki-moon today hailed the pact as an example of how regional initiatives can advance global norms on nuclear disarmament, non-proliferation and the peaceful use of atomic energy.

"The Treaty of Tlatelolco has earned international recognition as one of the most historic achievements in the history of nuclear non-proliferation and disarmament efforts," said Mr. Ban in a <"http://www.un.org/sg/statements/index.asp?nid=5862">message delivered on his behalf in Mexico City by Sergio Duarte, the United Nations High Representative for Disarmament Affairs.

Latin America and the Caribbean was the first region in the world to establish a nuclear-weapon-free zone with the Treaty of Tlatelolco – named for an area within Mexico City – in 1967.

Mr. Ban said the treaty also broke new ground by establishing the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL) as a regional nuclear verification agency with the unique mandate to verify compliance with the obligations of the pact.

"Even more remarkably, it achieved all of this at the height of the Cold War, thereby challenging the notion that nuclear weapons were indispensable in maintaining security," he said. "These great achievements were the result of unprecedented cooperation among States at the regional level, reinforced by support they received from the world community, in particular the United Nations."

Building on the success of Treaty of Tlatelolco, the UN has actively promoted the establishment of other such regional nuclear-weapon-free zones around the world, the Secretary-General noted.

"It is my hope that today's commemoration will inspire new efforts from both within and outside this region to achieve the greatest disarmament and non-proliferation goal of all, a nuclear-weapon-free world," he added.

The Security Council today voiced alarm at the rising levels of malnutrition and food shortages in parts of Southern Kordofan and Blue Nile states in Sudan, saying the situation could deteriorate further if international humanitarian personnel are not given access to carry out assessments and deliver aid.

The Council, in a <"http://www.un.org/News/Press/docs//2012/sc10543.doc.htm">press statement, called on the Sudanese Government to give United Nations humanitarian personnel immediate access to areas of the two states where people are in need of assistance.

The 15-member UN body urged both the authorities in Khartoum and the Sudan People's Liberation Movement-North (SPLM-N) to cooperate fully with the UN and other relief organizations to ensure that people receive the help they need, as required under international humanitarian law.

Members of the Security Council encouraged the UN to strengthen engagement with the African Union (AU) and League of Arab States to ensure that the humanitarian crisis in Southern Kordofan and Blue Nile is addressed.

The Council urged the Sudanese Government and the SPLM-N to resume peace talks to address issues that have fuelled conflict in the two states and to agree to an immediate cessation of hostilities.

It reiterated its support for efforts by the AU High-level Implementation Panel (AUHIP), the Ethiopian Government, and the UN to resolve the conflict.

Members of the Council underscored the need for the two sides to urgently address security arrangements on the basis of the principles of the framework agreement reached on 28 June last year, including relevant disarmament, demobilization and reintegration of armed elements of the SPLM-N.

"Any disarmament shall be done in accordance with agreed upon plans and without resorting to force," they added.

Southern Kordofan and Blue Nile, which lie on the border between Sudan and its newly-independent neighbour, South Sudan, are the scene of fighting pitting Sudanese forces against the SPLM-N, which was previously part of the rebel movement that fought for the independence of South Sudan.

The conflict has displaced tens of thousands of people with many of them fleeing to South Sudan and Ethiopia.

United Nations Member States must boost economic empowerment for women to help them realize the global community's common goals, Deputy Secretary-General Asha-Rose Migiro urged today, warning that gender discrimination around the world was still too widespread.

"Too many countries still have discriminatory laws on the books. Laws that prevent women from inheriting property, laws that restrict women's freedom, and laws that undermine women's rights are all laws that must be repealed," Ms. Migiro said in her closing <"http://www.un.org/apps/dsg/dsgstats.asp?nid=328">remarks to the Non-Aligned Movement's (NAM) ministerial meeting on the advancement of women in Doha, Qatar.

Spotlighting the struggles faced by women in rural communities around the world, Ms. Migiro also urged governments to economically empower women living in the countryside, noting that the issue was particularly "critical" in NAM states.

"All too often, we find the worst poverty in the countryside. And women are too often the poorest of the poor. Rural women really need our attention," she told the gathered delegates, noting that discrimination against rural women "hurts everyone."

"Millions of rural women do not have equal access to the tools they need to create better living conditions for all. They are shut out when it comes to credit, to information, to services and to technology," she said.

Ms. Migiro called on all governments to expand women's access to credit, tools and resources in order to help "unleash women's economic power."

The UN has recently argued that unleashing women's economic potential can promote economic growth and recovery faster and more equitably while also paving the way for other women's rights – a necessary step in achieving the anti-poverty targets known as the Millennium Development Goals (MDGs) by their 2015 deadline.

"This progress will be critical in helping reach larger global targets, especially the Millennium Development Goals," the Deputy Secretary-General added. "And women's achievement is essential for the success of this year's Rio+20 United Nations Conference on Sustainable Development. We absolutely must empower women to create the future we want."

Ms. Migiro also pointed to the progress made by the UN's youngest agency, UN Women, noting that as it entered its second year, it was determined to do even more to deliver on the Organization's promises to advance women's issues, including leadership and political participation, the expansion of economic opportunities, working for an end to gender-based violence, and increasing women's contributions to peace.

MADAGASCAR: UNICEF PREPARES TO HELP VICTIMS OF DEADLY CYCLONE

The United Nations Children's Fund (UNICEF) said today that it has pre-positioned enough emergency supplies to assist 100,000 people in Madagascar, where a tropical cyclone has made landfall, bringing torrential rains and intense winds.

At least two people have been confirmed killed since Cyclone Giovanna struck Madagascar's eastern coast, just south of the port of Toamasina, earlier today, the UN Office for the Coordination of Humanitarian Affairs (OCHA) reported.

The cyclone – which included winds of up to 180 kilometres per hour – is weakening as it crosses the country but has already caused significant damage to public infrastructure. Several parts of Antananarivo, the capital, are without water, electricity or telephone services.

Marixie Mercado, a spokesperson for UNICEF, told journalists in Geneva that assessment teams were yet to go out because the weather conditions were still too dangerous, but aid agencies and disaster teams were hoping to carry out assessments later today.

Ms. Mercado said that the agency had pre-positioned assistance for 100,000 people, with UNICEF staff also in place along the route the cyclone was taking.

She warned that the country already faced high malnutrition rates, particularly children, and relatively low levels of access to fresh water and decent sanitation.

Madagascar is frequently faced with cyclones and tropical storms in the early months of the year. Giovanna's arrival is exactly a year to the day since Madagascar was struck by Cyclone Bingiza, which killed 14 people and destroyed almost 6,000 homes.

UN GENOCIDE TRIBUNAL IN RWANDA ELECTS NEW OFFICIALS

The United Nations tribunal dealing with the worst war crimes committed during the 1994 genocide in Rwanda <"http://www.unictr.org/tabid/155/Default.aspx?id=1255">announced today that it has elected a new President and Vice-President.

Judge Vagn Joensen from Denmark will be the next President of the UN International Criminal Tribunal for Rwanda (ICTR) and Judge Florence Rita Arrey from Cameroon was chosen as Vice-President.

Judge Joensen replaces Judge Khalida Rachid Khan from Pakistan, and Judge Arrey succeeds Judge Joensen. The newly elected officials will assume their duties on 2 March and 14 February, respectively.

Before joining the tribunal in May 2007, Judge Joensen was a judge at the Danish High Court and also served as an international judge for the UN Interim Administration Mission in Kosovo (UNMIK) in 2001-02. Judge Joensen has been the chairperson of the tribunal's rules committee since its inception in 2007.

Prior to her election to the tribunal in October 2003, Judge Arrey served as a judge in the Supreme Court of Cameroon. Previously, she was the Chief Justice of the Court of Appeal for 10 years – the first Cameroonian woman to hold the post. Judge Arrey is also President of the Cameroonian Chapter of the International Association of Women Judges (IAWJ).

Based in the northern Tanzanian town of Arusha, the ICTR was set up after the Rwandan genocide, when at least 800,000 Tutsis and politically moderate Hutus were killed during three months of bloodletting that followed the death of then president Juvenal Habyarimana when his plane was brought down over the capital, Kigali.

UN CHIEF URGES MORE COMPANIES TO EMBRACE BUSINESS SUSTAINABILITY IDEALS

Secretary-General Ban Ki-moon today encouraged more businesses to embrace the principle of sustainability in their strategies, noting that with the most of the world's ecosystems in decline, widening social inequality and climate change, global prosperity, productivity and stability was at stake.

"We need corporate sustainability to be in the DNA of business culture and operations," said Mr. Ban in his <"http://www.un.org/apps/news/infocus/sgspeeches/statments_full.asp?statID=1456">address to a gathering in New York entitled 'KPMG Summit: Business Perspective for Sustainable Growth.'

Mr. Ban pointed out that corporate sustainability is currently not properly valued, noting that many proven innovations and solutions – from energy efficiency to emissions reductions – are not supported with the right incentives.

"In fact, incentive structures still tend to encourage unsustainable behaviour. As a result, too many companies limit their sustainability efforts to pilot programmes that never take off. Even worse, sustainability becomes more a matter of public relations than how companies operate," he added.

He lauded the nearly 7,000 corporations in 140 countries that had joined the United Nations Global Compact initiative that seeks to foster responsible business practices.

Stressing the UN's commitment to supporting companies to carry out their businesses in a sustainable way, Mr. Ban cited the UN-backed Principles for Responsible Investment that been embraced by more than 900 institutional investors representing at least $30 trillion in assets.

Through the UN-backed "Principles for Responsible Management Education," over 400 business schools and related institutions are integrating sustainability into curriculum and research, he said, adding that the recently issued report of his Global Sustainability Panel also provided a blueprint for mainstreaming sustainability.

Mr. Ban also highlighted the UN's Sustainable Energy for All Initiative that is mobilizing the private sector towards a more accessible, efficient and clean energy economy, and the fact that more than 400 business leaders had pledged their support for the Caring for Climate initiative designed to advance low-carbon solutions and help make the green economy a reality, he said.

He urged business leaders gathered at the conference to five steps to advance sustainability: 
<li>Join the Corporate Sustainability Forum to be held on the sidelines of the UN Conference on Sustainable development in Brazil in June; </li>
<li>Heed the call of a new generation of investors by publicly reporting on sustainability performance; </li>
<li>Engage in responsible lobbying and advocacy to affirm their belief in free and fair trade;
<li>Work with governments to adopt smart regulatory frameworks and incentives that reward environmental and social performance; </li>
<li>Work with the UN in its platforms and initiatives on sustainable business practices.

SMUGGLING AND TRAFFICKING OF SOMALIS MUST STOP, UN HUMAN RIGHTS EXPERT SAYS

The smuggling and trafficking in innocent Somalis must end, an independent United Nations human rights expert said today, expressing deep shock over the recent boat disaster in the Gulf of Aden that resulted in the death of 11 people, while another 34 are still missing.

Last week, survivors found on Somali beaches explained that their boat, crewed by three smugglers and carrying 58 passengers, had set sail for Yemen. They also recounted to local authorities how smugglers forced 22 passengers overboard soon after the engine failed, according to a <"http://www.ohchr.org/en/NewsEvents/Pages/DisplayNews.aspx?NewsID=11821&LangID=E">news release issued by the UN Office of the High Commissioner for Human Rights (OHCHR).

"Smuggling and trafficking in persons in Somalia has been a sad facet of the Somali conflict," said UN Independent Expert on the situation of Human Rights in Somalia, Shamsul Bari. "Such tragedy highlights the critical need to find a lasting and sustainable peace in Somalia so that people can live in a decent manner at home and are not forced to flee constantly their country to save their lives."

The conditions endured by Somalis who are smuggled by boat are strenuous and painful. In his report to the Human Rights Council in 2009, Mr. Bari described that hundreds of people are squeezed into small boats that can easily capsize, and must survive a choppy ride that lasts on average 36 hours without food or water, and without very limited movement. Many times passengers develop skin diseases during the trip, and they run the risk of being thrown overboard by smugglers who fear getting caught.

"I offer my heartfelt condolences and my grievances to the deceased families and of those injured and who are suffering from skin burns caused by fuel inside the boat," Mr. Bari said.

Mr. Bari also expressed his concern over recent reports about the violence faced by Somalis at the hands of the local population in transit countries, and urged Somali authorities at the national and sub-national level to work in close cooperation with the international community and the UN to end this issue.

In addition, he called on the international community to strengthen the capacity of the Somali authorities, and stressed that the London Conference on Somalia scheduled for 23 February would be a good opportunity for them to address smuggling and trafficking in the country.

"The upcoming London Conference will focus the world's attention on Somalia," Mr. Bari noted. "As we try to address the suffering of Somalis inside the country, I would like to remind all transit and host countries of their legal and humanitarian obligation to guarantee the safety and dignity of Somali refugees."

The United Nations Food and Agriculture Organization (FAO) is boosting its technical support to help rebuild Afghanistan's dilapidated traditional irrigation systems, which have been neglected for decades owing to war and migration away from rural areas.

The lack of efficient irrigation facilities has left many farmers without sufficient water for agriculture, including the production of wheat, the country's main staple food crop, according to a news release <"http://www.fao.org/news/story/en/item/122556/icode/">issued by FAO.

The Irrigation Restoration and Development Project seeks to help farmers increase crop production and improve the knowledge and skills that farmers need to run and maintain irrigation systems.

"The irrigation systems had suffered over the past three decades, not only because of a lack of investment, but also because people were moving away from the rural areas, leaving no one to maintain the systems or transfer indigenous skills to the younger generation," said Pasquale Steduto, head of FAO's Water Development and Management Unit.

"When there was a flood, for instance, there was no one to repair or clean up damaged canals or dams. So farmers in rural areas were not able to get enough water to cultivate their fields. As a result, they produced fewer crops," he said.

The project builds on experience gained from FAO's implementation of the World Bank's Emergency Irrigation Rehabilitation Project, which was completed in December last year.

That emergency project strengthened the capacity of the project coordination unit within the Ministry of Energy and Water to plan and manage the rehabilitation of irrigation systems. The new six-year restoration and development project plans to follow up by designing and developing small storage dams, in addition to rehabilitating irrigation systems.

It will also complete development of hydro-meteorological networks and services to monitor weather conditions, water flow and water quality issues, and will include training in operation and maintenance of the networks.

FAO says that the rehabilitation of irrigation schemes around the country is expected to cover a total irrigated area of about 300,000 hectares, increase irrigated areas by about 15 per cent, lead to an increase in the crop yield of around 20 per cent, and benefit around 230,000 households.

A new partnership involving the United Nations will ensure the rapid dissemination of weather updates from African meteorological experts to disaster managers in vulnerable communities.

Pedro Basabe, the head of the UN International Strategy for Disaster Reduction (ISDR) Regional Office for Africa, <"http://www.unisdr.org/archive/25108">announced yesterday that the UN's partnership with the African Centre of Meteorological Applications for Development would potentially help millions of Africans at risk from hunger and malnutrition.

"The failure to mobilize an adequate and timely response to the food crisis on the Horn of Africa when the alarm was first raised 18 months ago has led to many unnecessary deaths," said Mr. Basabe.

"This scenario is in danger of repeating itself across the Sahel this year where more than one million children are at risk of severe malnutrition and 10 million people face hunger," he warned.

The Sahel has regularly been afflicted by food insecurity as drought, poor harvests and rising food prices have left the region on the brink of a humanitarian crisis.

Last year, the UN Food and Agriculture Organization (FAO) reported that several areas of the Sahel had been affected by irregular rains during the 2011 cropping season and that an early end to the rains would lead to a significant drop in production and increased food insecurity.

"We hope this new partnership between the UN International Strategy for Disaster Reduction (ISDR) and the African Centre of Meteorological Applications for Development will forge close links between the climate science community and disaster managers in Africa," Mr. Basabe stated, adding that the partnership would seek to establish a better understanding of early warnings and a more rapid response at local, national, regional and international levels.

The partnership, announced today at a forum on disaster risk management in Nairobi, comes two weeks before a major conference in Kigali, Rwanda, where the regional climate outlook for the crucial March to May 2012 rainy season will be presented.

Following the daily deal industry is enjoyable yet challenging. I had hoped to get an idea how Groupon may fare by finding out how LivingSocial was doing. Sometimes you have to listen to one conference call in order to gain insight into another’s business. Such was the case with Amazon and LivingSocial. In order to find out how LivingSocial was doing, I had to listen in on the Amazon quarterly conference call. This is where problems can arise and information, although accurate, may not paint an accurate picture.

The Amazon call focused on Amazon yet painted a picture of massive losses for LivingSocial. Thank goodness for conferences and interviews and great notes. Recently, Kara Kamenec, of Daily Deal Media, was privy to an interview between Tim O’Shaughnessy (CEO and Co-founder of LivingSocial) and Henry Blodget (CEO and Editor-in-Chief of Business insider) at the Business Insider Commerce Summit 2012. According to O’Shaughnessy, the biggest part of that loss was in the beginning of the year, and it narrowed toward the end of the year. “The joys of getting the scrutiny of an S-1 filing without actually filing one,” he said. “There’s one small chart that Amazon filed that doesn’t really give a particularly illuminative view of the business. There are certain things from an accounting perspective that you can’t see with that limited of a view. It’s fun to see little snippets and extrapolate them out without the big picture.”
