UN ECONOMIC AND SOCIAL COUNCIL HIGH-LEVEL MEETING OPENS WITH FOCUS ON JOBS CRISIS

The United Nations Economic and Social Council (ECOSOC) today opened its high-level meeting in New York with a focus on the global jobs crisis and the search for ways to stimulate the creation of decent and sustainable employment.
"For today's 205 million unemployed, work is worryingly difficult to find – and finding decent, meaningful work, harder still," the Council's President, Ambassador Milos Koterec of Slovakia, <"http://www.un.org/en/ecosoc/president/statement_2012/statement_eocosc_president_opening-2_july.pdf">said at the opening of ECOSOC's <"http://www.un.org/en/ecosoc/julyhls/index12.shtml">high-level segment.
"While failure to manage global job creation and sustain growth inflicts tremendous damage everywhere, it is the world's poorest who suffer the most, with women and youth typically the greatest victims," Mr. Koterec added.
A founding UN Charter body, ECOSOC is the venue where issues concerning the world's economic, social and environmental challenges are discussed and debated, and policy recommendations made. More than 500 delegates, including government ministers and heads of civil society groups, international institutions and the private sector, are attending the Council's high-level segment, which will focus on boosting productive capacity, strengthening development cooperation and creating decent, sustainable work.
In his remarks, Mr. Koterec emphasized that ECOSOC is scaling up its efforts to tackle youth unemployment and the creation of jobs that provide adequate conditions and social protection for workers, linking job creation with sustainable development.
"An effective post-2015 development agenda must be based upon streamlined development cooperation: targeted and improved financing, transparency, accountability, and much more," Mr. Koterec said.
<"http://www.un.org/apps/news/infocus/sgspeeches/statments_full.asp?statID=1590">Addressing the opening of the high-level segment, Secretary-General Ban Ki-moon emphasized that getting the global economy back on track will require decisive action, and underlined the need to pursue a "new model of growth within the framework of sustainable development and enhanced international cooperation."
The UN chief highlighted that the creation of decent jobs had been a priority during the UN Conference on Sustainable Development (Rio+20) last month in Rio de Janeiro, Brazil, with countries voicing their concern for adequate working conditions and incomes for city dwellers as well as small farmers.
"Only by generating decent – and decently paid – employment can we help the poor and vulnerable to escape poverty traps and build resilience," Mr. Ban said.
He also noted that this year's report on the Millennium Development Goals (MDGs), which was launched today, points to significant but uneven progress among and within countries, and more needs to be done to reduce poverty and hunger worldwide. The MDG's are a set of global anti-poverty targets which world leaders have pledged to achieve by 2015.
"The MDGs have given policy-makers a unifying framework for global development, a clear agenda with measurable goals and targets, and a common, inspiring vision. As we look beyond 2015 we must do the same," Mr. Ban said.
In his remarks to the opening of the high-session segment, the President of the General Assembly, Abdulaziz Al-Nasser, urged ECOSOC and General Assembly members to collaborate closely to tackle the world's pressing economic and financial issues, and find ways to promote inclusive, sustainable and equitable economic growth and employment.
Mr. Al-Nasser stressed that the high-level meeting should send out a message about "our commitment to the creation of quality jobs and decent work, productivity development, and the strengthening of international coordination and cooperation, plus well-managed environment."
The high-level segment is expected to conclude on 9 July with the adoption of a ministerial declaration that will be a road map on how to go forward in the achievement of full employment and decent work.
ECOSOC will also hold its operational activities segment and humanitarian affairs segment before concluding on 27 July. The 54-member Council coordinates the work of the 14 UN specialized agencies, 10 functional commissions and five regional commissions, receives reports from ten UN funds and programmes and issues policy recommendations to the UN system, as well as to Member States. It meets every year, alternating between New York and Geneva.

MYRIAD OF HISTORIC SITES ADDED TO UNESCO'S WORLD HERITAGE LIST

A historic opera house in Germany, a border town and its fortifications in Portugal, and eight interconnected lakes in Chad are some of the sites that have been added to the World Heritage List of the United Nations Educational, Scientific and Cultural Organization (UNESCO).
The Margravial Opera House Bayreuth in Germany, which was built in the eighteenth century, is considered a masterpiece of Baroque theatre architecture. According to a news release issued by UNESCO, it is the only entirely preserved example of its type where an audience of 500 can experience Baroque court opera culture and acoustics authentically, as its auditorium retains its original materials.
The border town of Elvas and its fortifications in Portugal, was also added to the list, as the site represents the largest bulwarked dry ditch system in the world. While Elvas contains remains dating back to the 10th century,
its fortification began when Portugal regained independence in 1640. The fortifications designed by DutchJesuit Padre João Piscásio Cosmander represent the best surviving example of the Dutch school of fortifications anywhere.
Another addition to the list over the weekend were the Lakes of Ounianga in Chad, which are 18 interconnected lakes in the arid Ennedi region of the Sahara Desert covering an area of 62,808 hectares. The saline and freshwater lakes are home to diverse fauna and microorganisms.
The World Heritage Committee meets once a year, and is responsible for the implementation of the UNESCO World Heritage Convention, which defines the kind of natural or cultural sites which can be considered for inscription on the World Heritage List.
Other inscriptions to the list this year include a pearling site in Bahrain, an ancient mosque and a 53-metre high tomb in Iran, Masjed-e Jāmé of Isfahan and Gonbad-e Qābus , respectively, and Lenggog Valley, an archeological si
te in Malaysia.
Natural sites such as the landscape of Grand Pré in Canada, the Carioca Landscapes between the Mountain and the Sea in Rio de Janeiro, Brazil, and the Neolithic Site of Çatalhöyük in Turkey, which is formed by two hills and contains 18 levels of Neolithic occupation between 7,400 and 6,200 B.C., including wall paintings, reliefs, sculptures and other symbolic, and artistic features.
In addition, the Western Ghats mountain chain in India was also added to the list. The chain's forests, which are older than the Himalaya mountains influence the Indian monsoon weather pattern. The site is recognized as one of the world's eight "hottest hotspots" of biological diversity.
Three mining sites also made the list. The Almadén and Idrija property in Slovenia and Spain where mercury has been extracted since it was first found in 1490, the Nord-Pas de Calais Mining Basin in France where coal extraction has occurred for over three centuries, and the mining sites of Walonia in Bel
gium.
Other additions include the Sangha Trinational parks in Cameroon and the Central African Republic (CAR), 750,000 hectares which are mostly unaffected by human activity, the Chenjiang fossil site in the Yunnan province in China, and the decorated farmhouses of Hälsingland in Sweden, which date back to the Middle Ages.

BAN VOICES CONCERN BY WORSENING HUMANITARIAN SITUATION IN MALI

Secretary-General Ban Ki-moon today voiced his concern over the worsening security and humanitarian situation in northern Mali, and by reports that mausoleums in the ancient city of Timbuktu have been destroyed.
"The Secretary-General calls on all parties to exercise their responsibility to preserve the cultural heritage of Mali," said Mr. Ban's spokesperson in a statement. "Such attacks against cultural heritage sites are totally unjustified."
Mr. Ban reiterated his support for the ongoing efforts of the Economic Community of West African States (ECOWAS), the African Union and countries in the region to help the people of Mali resolve the current crisis through dialogue.
Fighting resumed in January in northern Mali between Government forces and Tuareg rebels. The instability and insecurity resulting from the renewed clashes, as well as the proliferation of armed groups in that region, and
a deepening crisis due to a coup d'état in March, have uprooted nearly 320,000 people, with many of them fleeing to neighbouring countries.
Last month, ECOWAS and the African Union requested a Security Council mandate authorizing the deployment of an ECOWAS stabilization force to ensure the protection of Malian state institutions and assist in upholding the territorial integrity of Mali and in combating terrorism. The request was discussed during a meeting between the Council and a high-level delegation two weeks ago in New York.
Yesterday, the Director-General of UN Educational, Scientific and Cultural Organization (UNESCO), Irina Bokova, expressed her distress and dismay over the destruction of three sacred tombs that are part of a World Heritage site in Timbuktu, Mali.
"Reports that the Mausoleums of Sidi Mahmoud, Sidi Moctar and Alpha Moya have been destroyed is extremely distressing," Ms. Bokova said. "There is no justification for such wanton destruction and I call on all p
arties engaged in the conflict to stop these terrible and irreversible acts, to exercise their responsibility and protect this invaluable cultural heritage for future generations."
According to UNESCO, Timbuktu was an intellectual and spiritual capital and a centre for the propagation of Islam throughout Africa in the 15th and 16th centuries. The 17 metre high pyramidal structure of the Tomb of Askia was built by the Emperor of Songhai in 1495, and bears testimony to the power and riches of the empire that flourished in the 15th and 16th centuries through its control of the trans-Saharan trade.
On Thursday, the World Heritage Committee had accepted the request of the government of Mali to place Timbuktu and the Tomb of Askia on UNESCO's List of World Heritage in Danger.
The list is designed to inform the international community of threats to the outstanding universal values for which a property has been inscribed on the World Heritage List, and to encourage corrective action.
