REGIONAL SECURITY SECTOR REFORM INITIATIVES CAN ENHANCE UN EFFORTS, SAYS OFFICIAL

United Nations security sector reforms can be strengthened by regional initiatives that aim to improve the peace, security and rule of law mechanisms of States and regional bodies, an official with the world body said today.

"If the UN framework on security sector reform is going to be viable, we need a strong partnership of the regions," Adedeji Ebo, the head of the Security Sector Reform Team in the UN Department of Peacekeeping Operations (DPKO), told a news conference after a joint UN and African Union (AU) forum on the topic.

"The global approach of the UN [on security sector reform] is only as legitimate as sustainable and viable as the original building blocks," he added.

The AU is formulating its own regional framework on security, with UN support, to help the regional body deal with the peace and security challenges in the continent.

The UN will provide the necessary technical support in the drafting of the AU policy and will also help build the capacity needed to implement the African security framework, Mr. Ebo said.

The two-day forum in New York, which was sponsored by Nigeria and South Africa, was convened in an effort to provide a "dedicated African voice" on security sector reform, recognizing that the reform was taking place mainly in the African context.

Security sector reform focuses on building effective, accountable and sustainable security sectors that operate within a framework of the rule of law and respect for human rights.

DPKO's Security Sector Reform unit provides support to reform processes, primarily at sector-wide and political levels, including facilitating national dialogues on the issue after conflict, and providing support for reform of national security policies. It also supports legislative initiatives related to security and backs the strengthening of management and oversight capacities.
