| DJIBOUTI CALLS ON SECURITY COUNCIL TO ACT TO RESOLVE BORDER DISPUTE WITH ERITREA New York, Sep 29 2009 6:10PM The Security Council must take steps to solve the border dispute between Djibouti and Eritrea, Djibouti said today, warning that if the row is allowed to fester it will set a dangerous precedent for other crises around the world.Roble Olhaye, Djibouti's Permanent Representative to the UN, <"http://www.un.org/ga/64/generaldebate/pdf/DJ_en.pdf">told the final day of the General Assembly's annual high-level segment that the Council needs to use "all means at its disposal" to end the stand-off between the African neighbours. In June last year, following weeks of rising tensions and military build-up, the two countries' armed forces clashed over an un-demarcated area in the Red Sea known as Doumeira, killing 35 people and leaving dozens of others wounded. This January the Council adopted a resolution demanding that Eritrea pull its forces from the disputed area and cooperate with diplomatic initiatives, and welcoming Djibouti's withdrawal of its forces to its positions before the dispute. A UN fact-finding mission sent to the region after the dispute flared was welcomed by Djibouti but blocked by Eritrea, which refused to meet with it or with any envoy of Secretary-General Ban Ki-moon, who offered to use his good offices to help resolve the issue. Today, Mr. Olhaye called for the row over Doumeira – which he noted is "situated in one of the busiest shipping lanes in the world" – to be resolved along the lines of the Council resolution, "without further equivocation, confusion and deliberate procrastination." "Inaction sets a dangerous precedent which others will surely follow in the future – deny and refuse to cooperate! The Council must not appear to be appeasing Eritrea indefinitely; this is a dangerous and an unpredictable regime that has not shown so far any respect to international norms and behaviour." Exercising his right of reply, an Eritrean delegate told the Assembly later today that his country "doesn't have territorial ambitions" and it has not occupied land belonging to Djibouti. He also said that Djibouti had presented a one-sided view of the situation. Responding further, a delegate from Djibouti said Eritrea had demonstrated a pattern of military aggression in the region since it gained independence in 1993, and accused the country of a lack of cooperation with any efforts to resolve the dispute over Doumeira. "The General Assembly is uniquely placed to synergize our efforts in that regard and to forge collective strategies for the common good," he said. Small island nations spoke passionately about the threat to their survival posed by climate change, with Dr. Treki stressing that no country will be spared from its impact. "Climate change is a growing global threat which will have consequences for the global economy, health and safety, food production, peace and security and the realization of the Millennium Development Goals [<"http://www.un.org/millenniumgoals/">MDGs]," eight anti-poverty targets with a 2015 deadline, he added. The efforts of United States President Barack Obama to achieve a lasting peace, Dr. Treki emphasized, will need the "full backing of the international community and a more effective role of the United Nations. Multilateralism, he highlighted, is also essential to address the current financial turmoil which threatens sustainable development and has hit developing nations especially hard. "I have noted your suggestions for strengthening the international economic system, including the Bretton Woods Institutions, with a view to making them more inclusive, transparent and democratic in their decision-making." At the start of the annual high-level debate last week, Secretary-General Ban Ki-moon called for the international community to be both united in purpose and in action since the world's most pressing problems can only be solved when countries unite through the UN. | ROLE OF FORESTS IN COMBATING GLOBAL WARMING DESERVES PRIORITY AT UN TALKS, ASSEMBLY TOLD New York, Sep 29 2009 6:10PM The vital role of forests in reducing greenhouse gas emissions deserves priority at the United Nations talks aimed at reaching a new international agreement to combat global warming, the General Assembly was told today. Almost 20 per cent of global greenhouse gas emissions – more than all the world's cars, trucks, ships and planes combined – result from deforestation and degradation of forests, according to the Intergovernmental Panel on Climate Change (<"http://www.ipcc.ch/">IPCC). Yet, deforestation continues at an "alarming" pace, Samuel Abal, Minister for Foreign Affairs, Trade and Immigration of Papua New Guinea, <"http://www.un.org/ga/64/generaldebate/pdf/PG_en.pdf">told the Assembly's high-level debate. He noted that around 13 million hectares of the world's forests are being lost annually – an area the size of Denmark, Norway and Belgium combined. This made it all the more urgent to ensure the resources to carry out the UN Reduced Emissions from Deforestation and Forest Degradation (<"http://www.undp.org/mdtf/un-redd/overview.shtml">UN-REDD) initiative, he stated. Launched by Secretary-General Ban Ki-moon last year, UN-REDD compensates developing countries for reducing carbon emissions from deforestation and forest degradation. "Without rapid and significant reductions in emissions from deforestation and forest degradation in developing countries, added to deep emissions reductions by rich countries, it may be impossible to avoid global warming levels that prove catastrophic for many vulnerable nations," Mr. Abal said. He added that to succeed on this issue rich countries must come forward and take the lead. "Without their collective leadership on emission reductions, finance and technology, governments of developing countries will not be able to make a compelling case at home to get people to allow trees to be left standing." Hassan Wirajuda, Indonesia's Minister for Foreign Affairs, also highlighted the need to give the role of forests the priority it deserves, adding that "we cannot allow the negotiation process to be derailed: the stakes are too high. "We need not even wait for a consensus," he <"http://www.un.org/ga/64/generaldebate/pdf/ID_en.pdf">said, noting that alliances can be forged to carry out concrete projects such as the Indonesia Forest Carbon Partnership, which assists developing countries in their efforts to reduce emissions from deforestation and forest degradation by providing value to standing forests. | IRAN'S NEW URANIUM PLANT VIOLATED UN RESOLUTIONS, BAN SAYS New York, Sep 29 2009 5:10PM A newly revealed Iranian uranium enrichment facility violates United Nations Security Council resolutions because of the delay in its disclosure, Secretary-General Ban Ki-moon said today."This is a question of when you should inform your intention or the existence of such facilities, or a plan to be transparent and credible – when you have such intent to build these facilities," he told a <"http://www.un.org/apps/sg/offthecuff.asp?nid=1327">news conference at UN Headquarters, adding that he had made this clear to Iranian President Mahmoud Ahmadinejad when he met with him in New York last week. The UN International Atomic Energy Agency (<"http://www.iaea.org/">IAEA) confirmed last week that on 21 September Iran informed it in a letter that a new pilot fuel enrichment plant is under construction in the country. "They should have informed, notified the IAEA a long time before. Not just before everything would be completed," he added. "What has happened before 21 September, while this facility was being constructed? Therefore, there's clearly a question of transparency." Mr. Ban said Mr. Ahmadinejad told him he would be ready to accept IAEA inspections, and he later met with Iranian Foreign Minister Manouchehr Mottaki on the nuclear issue as well as that of promoting human rights. As Iran prepares to meet with Western powers in Geneva on Thursday over its nuclear programme, which it says is for the peaceful production of nuclear energy but which the United States and others say is aimed at producing nuclear weapons, Mr. Ban repeated his oft-stated argument that the onus is on Tehran to prove its case. "I made it quite clear that when they argue that their nuclear facilities are genuinely for peaceful purposes, the burden of proof is on their side," he said. Turning to Democratic People's Republic of Korea (DPRK), Mr. Ban said he had stressed to Vice Foreign Minister Pak Kil Yon the importance of returning to the Six-Party Talks bringing together the DPRK, the Republic of Korea, Japan, China, Russia and the US in an effort to resolve the issue of Pyongyang's nuclear programme. In June, the Security Council unanimously condemned the DPRK's 25 May nuclear test conducted in "violation and flagrant disregard" of relevant Council resolutions. Mr. Ban said he thought DPRK showed a positive attitude towards his proposal to open a communication channel between it and the UN, and he assured Mr. Pak that the world body would continue to provide aid to address all the humanitarian difficulties, particularly the food security issue. Despite Greece's "huge step towards a compromise" by accepting the use of 'Macedonia' with a geographical qualifier in the name, no substantive progress has been made in the talks, he said. His country, he told the heads of State and government gathered in New York, is willing to make "a reasonable and fair compromise" over its name, so long as it does not "touch upon, nor deny our national, cultural and linguistic identity in any way." He stressed that "there is no more sovereign right than the right of self-determination and self-identification, a right cherished by many generations before us." The Interim Accord of 13 September 1995, which was brokered by the UN, details the difference between the former Yugoslav Republic of Macedonia and Greece on the name issue. It also obliges the two countries to continue negotiations under the auspices of the UN Secretary-General to try to reach agreement. Since 1999, Matthew Nimetz, the UN's Personal Envoy on the issue, has been holding talks with the two sides and proposed compromise names. Last week, he said he believes some momentum is building on the issue with a number of ideas on the table. The next round of talks will resume once the Greek elections are over and a new government is installed. In his address today to the Assembly, the Greek official also touched on the situation in Cyprus, which he characterized as "unacceptable," with Turkish forces continuing to occupy a part of the territory of the island nation, which is also a European Union Member State. "We strongly believe that the two communities" – Greek Cypriot and Turkish Cypriot – "should be left alone, with no external pressures, guidance or interventions, to decide on their common future," he said. "The solution must be theirs and theirs alone." Cyprus' President Demetris Christofias echoed the same theme in his speech to the Assembly last week, underscoring that he and the leader of the Turkish Cypriots Mehmet Ali Talat agreed that talks, which started last year under UN auspices, are intended to be "in the hands of the Cypriots without arbitration and artificial timetables." Gonsalves, the Caribbean archipelago's Permanent Representative to the United Nations, <"http://www.un.org/ga/64/generaldebate/pdf/VC_en.pdf">told the sixth day of the Assembly's high-level segment that is country faces "being stigmatized out of our transition into financial services" by the Group of Twenty (G20) major economies, the Organization for Economic Cooperation and Development (OECD) and what he called "other non-inclusive bodies." Mr. Gonsalves took aim at the G20 for describing itself last week, at a summit in the United States city of Pittsburgh, as the premier forum for international economic cooperation. "Saint Vincent and the Grenadines is not a member of the G20, nor were we consulted on its ascension to the ranks of arbiters of our economic fate… The G20 faces a serious legitimacy problem: aside from being non-inclusive and unofficial, many of the countries at that table represent the champions of the financial and economic orthodoxies that led the world down the rabbit-hole to its current economic malaise." The Permanent Representative also cast doubt on recent reports from some observers that the economy is returning to normal. "The invisible hand of the market is still clasped firmly around the throats of poor people and the developing countries of the world. We see none of the so-called 'green shoots' that populate the fantasies of discredited economic cheerleaders. "Indeed, the seeds sown by this crisis may produce the strange and bitter fruit of increased poverty, suffering and social and political upheaval. | UN OFFICIALS PUSH FOR INVESTMENT IN 'GREEN' GROWTH FOR DEVELOPING COUNTRIES New York, Sep 29 2009 3:10PM Senior United Nations officials today called for any new greenhouse gas emissions pact, slated to be agreed at a December conference in Copenhagen, to ensure support for developing countries to embark on environmentally friendly development paths.The UN officials were speaking to around 4,000 delegates gathered in Bangkok, Thailand, for the second day of two weeks of climate change talks, the penultimate round of negotiations ahead of the meeting in the Danish capital. Overcoming poverty and combating climate change are inextricably linked challenges faced by most developing countries in Asia and the Pacific, Noeleen Heyzer, Executive Director of the UN Economic and Social Commission for Asia and the Pacific (<"http://www.unescap.org/">ESCAP) told the conference, including government delegates from 177 countries. "Failure to tackle one will undermine efforts to deal with the other," said Ms. Heyzer, adding that ESCAP Member States have begun discussing new climate friendly development plans. "Green growth is economic growth that uses environmental resources productively, maintaining or restoring environmental quality and ecological integrity, while meeting the needs of all people," she said. For his part, Yvo de Boer, Executive Secretary of the UN Framework Convention on Climate Change (<"http://unfccc.int/">UNFCCC), spotlighted the need for increased support for developing countries to step up their efforts to cope with the effects of climate change as a key element of any new deal agreed in Copenhagen. | COMING WEEKS CRITICAL FOR AFGHANISTAN'S FUTURE, TOP UN ENVOY SAYS New York, Sep 29 2009 1:10PM The next several weeks will be critical for the future of Afghanistan, which is awaiting the final outcome of last month's presidential election and the formation of a new government, the top United Nations envoy to the country said today."This is decision time in Afghanistan and for Afghanistan," Secretary-General's Special Representative Kai Eide told a <"http://www.un.org/News/Press/docs//2009/sc9751.doc.htm">meeting of the Security Council. "A number of critical decisions will be made over the next weeks. Together, they will determine the prospects for success in ending a conflict that has become more intense over the last months." Mr. Eide, who also heads the UN Assistance Mission in Afghanistan (<"http://unama.unmissions.org/default.aspx?/">UNAMA), noted that the final result of the 20 August presidential elections will be determined very soon and then certified. "When the final outcome has been determined, it must be respected – by candidates and their supporters. What most Afghans – by far – now want is to see the election process end, a government formed, and their lives improved," he stated. The future president will then have to decide on the composition of the new government and its agenda, Mr. Eide added. The government will have to consider how a process of peace and reconciliation can be launched, as well as take decisions concerning the future size and composition of the international and Afghan security forces, and the priorities and allocation of international development assistance. Faced with such important decisions, doing more of the same "simply is not an option anymore," Mr. Eide emphasized. "We must change our mindset. "Nothing of what we need to do is dramatically new. Much of it has been said and written – and even agreed solemnly at international conferences over and over again. But it has not implemented. If implemented, it can have a tremendous impact on the ground. But if we shy away from difficult decisions, then the overall situation on the ground will continue to deteriorate." The Special Representative noted that important decisions will also be required by the international community. While he said he did not want to comment on the debate over the need for additional military forces, he did cite the need to improve the strength and capacity of the Afghan army and police, adding that there must be wider international engagement on this issue and that expanding the training, mentoring and equipping of Afghan forces cannot by an effort by the United States alone. On the civilian side, he said urgent priority must be given to institution building and sustainable economic development. In addition, he voiced support for the calls for a new international conference on Afghanistan, and said that, if security persists, the first such gathering should take place in the Afghan capital, Kabul. In his latest report on Afghanistan, Secretary-General Ban Ki-moon said it is "imperative" that the international community maintain a long-term commitment to Afghanistan, while adding that there must be a "decisive shift" in that relationship. "The Government must be enabled and determined to assume all the responsibilities that belong to a sovereign State," he said. "The international community, for its part, must play a role that is clearly one of support. "A new contract between the Government of Afghanistan and its people will be a critical component in this shift of responsibilities," he added. | UN SPEEDS ASSISTANCE TO FILIPINO CHILDREN HIT BY STORM AS DEATH COUNT CLIMBS New York, Sep 29 2009 1:10PM As the rising death toll from the tropical storm that struck the Philippines over the weekend climbs to 240 people, the United Nations Children's Fund (UNICEF) today announced it has rushed emergency relief supplies to the value of $143,000 to the affected children and their families.Within 24 hours of tropical storm Ondoy – internationally known as Ketsana – dumping record rainfalls on the capital, Manila, and the surrounding area, <"http://www.unicef.org/">UNICEF provided aid in the form of food and non-food items, as well as temporary shelter to local authorities for distribution to flood-stricken communities. An equivalent of one month's worth of rain, or more than 410 millimetres, fell in the space of nine hours on Saturday in the Manila metropolitan area, local weather services reported to the World Meteorological Organization (<"http://www.wmo.int/pages/index_en.html">WMO). The country's worst flooding in four decades has affected more than a million people, with 226,000 Filipinos forced from their homes into 200 evacuation centres, according to the National Disaster Coordinating Council (NDCC). "I visited the flooded sites of Taguig, Mandaluyong and Quezon City today, and was shocked by the level of devastation in many communities," said Vanessa Tobin of UNICEF. "In the next 48 hours, we will be delivering more hygiene kits, essential medicines, water purification tablets, portable toilets and family kits containing blankets and soap to aid in relief efforts," said Ms. Tobin. "We are also helping the Government and other humanitarian agencies to address gaps in the delivery of aid to those affected." UNICEF voiced concern over the storm's long-term effects on children, including health risks posed by the widespread flooding, and the agency is braced for two tropical storms forecasted to strike the same area on Thursday or Friday. You may be wondering why she's talking to Gibson, since it's impossible to close your eyes and picture Jimi Hendrix without seeing a Fender in his hands. When Sérgio Dias takes to the Somerville Theatre stage this Sunday with the current incarnation of Os Mutantes, it's a safe bet he'll be beaming with gratitude. "I'm riding the same wave," he says of his band's legendary Brazilian albums, "but this time I have my eyes open." Guitarist and singer Dias is one of the three core members of the original Tropicália group — the one who has always soldiered on in the face of betrayal, defections, and madness. Last month saw the release of Haih Or Amortecedor, the first album of original material credited to Os Mutantes since 1974, and Dias is in the middle of an international tour to introduce it to his fans along with live renditions of the old cult classics. Watching Dias on stage, all smiles and showmanship, is not unlike witnessing the most recent, satisfying tours by Brian Wilson or Paul McCartney: it's not quite the Beach Boys or the Beatles, but the gusto with which these men lead their touring bands into powerful live renditions of elaborate studio tracks from a crazier time is certainly contagious. Like McCartney, Dias has always been the crowd pleaser — he's the vaudevillian Mutante. Much of the magic of the original trio that propelled Brazilian rock into outer space in 1968 owed to the alchemy created out of Dias's cheerful pep, his brother Arnaldo Baptista's lysergic intensity, and the mercurial singing of the mesmerizing Rita Lee. As their high-school classmate Pharoahe Monch did with Organized Konfusion, the eclectically inclined New York troupe put their profound oxymoronic mission statement right up in the group name. With a Seinfeld-esque anti-blueprint, APC launched circa 1997 to tweak the game around the time that formulaic sludge was booming. Such inventive teams as the Artifacts and Organized were being purged from major labels, and there was no point in compromising to impress executives. Fading quickly was all hope of pushing complicated urban art on mass audiences. As a result, APC beat chef Earl Blaize plus MCs Beans, High Priest, M. Sayyid, and a basement-full of other Gotham fringe-hop architects fled the grid. "At the time, we didn't think about how people would look at us 10 years from then," says Priest over the phone from New York. "We were just trying to see the future ourselves and do things that no one had ever done around us." Adds Blaize: "We had influences like Ultramagnetic MCs and Mantronix, but production-wise we were just looking to them for guidance. It wasn't about making us sound like anybody else." Read more |

Wouldn't you know it? I asked directions of the only person in Reykjavik who doesn't speak fluent English. "Do you know how to get to the Clinton hot dog stand?" I queried, and the weathered, rheumy-eyed fisherman mumbled something back in inscrutable Icelandic. Well, I turned a corner and found it on my own: the legendary take-out shack where Bill Clinton, in his porky, presidential, halycon junk-food days, went for the complete package. A so-luscious lamb hot dog with the works: squirts of mayo, hot mustard, a secret orangey sauce, raw onions, and crunchy fried onions, all on a lovely bun. "The other places, the hot dogs have chicken or pork," the solo woman in the booth told me, as she prepared a Clinton special, the best "dressed" frankfurter on earth, in about four seconds. "Ours is real Icelandic lamb," she bragged. There are lines at this hot dog stand day and night, and the queues have stretched longer in the last two years. Who can afford to lunch at a real, sit-down restaurant? The once happily prosperous Iceland, where people sipped $10 coffees without worrying about it, has tumbled and skidded, shouldering the worst economic crisis in any country of the West.
