BAN APPOINTS AUSTRIAN DIPLOMAT AS COORDINATOR FOR MULTILINGUALISM

BAN APPOINTS AUSTRIAN DIPLOMAT AS COORDINATOR FOR MULTILINGUALISM
New York, Jul 31 2012 6:10PM
Secretary-General Ban Ki-moon today appointed the incoming Under-Secretary-General for Communications and Public Information, Peter Launsky-Tieffenthal, as Coordinator for Multilingualism.

The appointment follows the General Assembly's request to Mr. Ban to appoint a senior United Nations official to coordinate questions relating to multilingualism throughout the Secretariat.

These functions are in addition to Mr. Launsky-Tieffenthal's future responsibilities as head of the Department of Public Information, according to a statement issued by Mr. Ban's spokesperson. Mr. Launsky-Tieffenthal will be replacing Kiyotaka Akasaka of Japan.

Since 2007, Mr. Launsky-Tieffenthal has served as the Head of the Department for Communication and Information of Austria's Federal Ministry for European and International Affairs. His 30 years of experience within the Austrian Foreign Service includes service in Asia, North America and the Middle East, with responsibilities ranging from public diplomacy and development cooperation to press and information.

UN AND G20 CAN SUPPORT EACH OTHER TO ADVANCE COMMON GOALS, SAY TOP OFFICIALS

UN AND G20 CAN SUPPORT EACH OTHER TO ADVANCE COMMON GOALS, SAY TOP OFFICIALS
New York, Jul 31 2012 6:10PM
As the General Assembly met today to hear about the outcome of the Group of 20 (G20) summit held in Mexico in June, top United Nations officials highlighted issues on which the two bodies can work together, including employment, nutrition and sustainable development.

"I have always argued that the UN and the G20 can and must work in mutually supportive ways," <"http://www.un.org/sg/statements/index.asp?nid=6220">said Secretary-General Ban Ki-moon, who has participated in every summit held by the group of leading economies since he took office, beginning with the meeting held Washington, D.C., in 2008.

Mr. Ban welcomed the Los Cabos Action Plan for Growth and Jobs, including its measures to address the urgent issue of youth unemployment, and was pleased that the summit acknowledged the importance of ensuring the full participation of women in the labour force.

While at the summit, Mr. Ban repeated his call to donor countries to honour all their commitments to the developing world, especially to help them achieve the Millennium Development Goals (MDGs).

The eight MDGs, which world leaders have agreed to achieve by 2015, set specific targets on poverty alleviation, education, gender equality, child and maternal health, environmental stability, HIV/AIDS reduction, and a 'Global Partnership for Development.'
Noting that official development assistance fell last year for the first time in more than a decade, the Secretary-General stressed that fiscal austerity must not be allowed to undermine support for poverty reduction and development.

He also thanked G20 leaders for supporting the Scaling Up Nutrition movement, as well as their efforts to address commodity price volatility and enhance transparency in agricultural markets. In addition, he encouraged further progress towards reviving the Doha round of trade talks, and warned against the disturbing rise in protectionist measures.

Mr. Ban added that the synergies between the Los Cabos summit and the UN Conference on Sustainable Development (Rio+20), held in Brazil in June, benefited both and advanced the cause of sustainable development.

"Looking forward, I encourage G20 countries to align their work programme with the outcome of Rio+20," he stated. "We must also all work together to define a post-2015 development agenda."

To that end, Mr. Ban today announced the full membership of the High-level Panel of Eminent Persons to advise on planning for post-2015 that he set up in May.

The panel – co-chaired by President Susilo Bambang Yudhoyono of Indonesia, President Ellen Johnson Sirleaf of Liberia and Prime Minister David Cameron of the United Kingdom – will hold its first meeting at the end of September in the margins of the General Assembly's annual General Debate.

Addressing the same meeting, the President of the Assembly, Nassir Abdulaziz Al-Nasser, said that the Los Cabos Summit had particular significance for the UN, especially given that it was held back-to-back with Rio+20.

"Inevitably, those two high-level meetings were mutually influential. This is how it should be – there should always be an intense exchange of information, coordination and cooperation between the G20 and the United Nations," he stated.

Mr. Al-Nasser noted that important progress was made on several fronts, including galvanizing international support for the Euro Zone; advancing the reform of the International Monetary Fund; and improving the Framework for Strong, Sustainable and Balanced Growth.

"However, as the aftermath of the international economic crisis continues, challenges remain in the coming months," he added.

BAN NAMES CIVIL SOCIETY, PRIVATE SECTOR AND GOVERNMENT LEADERS TO POST-2015 PANEL

BAN NAMES CIVIL SOCIETY, PRIVATE SECTOR AND GOVERNMENT LEADERS TO POST-2015 PANEL
New York, Jul 31 2012 5:10PM
United Nations Secretary-General Ban Ki-moon today announced the members of a High-level Panel to advise on the global development agenda beyond 2015, the target date achieving the anti-poverty targets known as the Millennium Development Goals (MDGs).

"I have asked my High-level Panel to prepare a bold yet practical development vision to present to Member States next year," Mr. Ban said in a news release.

The Panel will hold its first meeting at the end of September, in the margins of the annual high-level debate of the General Assembly. It is expected to submit its findings to the Secretary-General in the first half of 2013, and those findings will inform his report to Member States.

"I look forward to the Panel's recommendations on a global post-2015 agenda with shared responsibilities for all countries and with the fight against poverty and sustainable development at its core," Mr. Ban said.

The eight MDGs, agreed on by world leaders at a UN summit in 2000, set specific targets on poverty alleviation, education, gender equality, child and maternal health, environmental stability, HIV/AIDS reduction, and a 'Global Partnership for Development.'

According to a recent study – the 2012 Millennium Development Goals Report – progress has been made in some areas, with three important targets on poverty, slums and water met three years ahead of 2015. It added that meeting the remaining targets, while challenging, is possible – but only if Governments do not waiver from their commitments made over a decade ago.

The High-level Panel is part of Secretary-General Ban's post-2015 initiative, mandated by the 2010 MDG Summit, at which UN Member States took stock of the progress made in achieving the MDGs. Member States have called for open, inclusive consultations – involving civil society, the private sector, academia and research institutions from all regions, in addition to the UN system – to advance the development agenda beyond 2015.

The work of the Panel will reflect new development challenges while also drawing on experience gained in implementing the MDGs, both in terms of results achieved and areas for improvement, according to the news release.

The Panel's work will be closely coordinated with that of the intergovernmental working group tasked to design Sustainable Development Goals (SDGs), as agreed at the UN Conference on Sustainable Development (Rio+20), held in Rio de Janeiro, Brazil, in June.

Rio+20 was attended by some 100 Heads of State and government, along with more than 40,000 representatives from non-governmental organizations, the private sector and civil society, all seeking to help shape new policies to promote global prosperity, reduce poverty and advance social equity and environmental protection. At the end of the gathering, participants agreed an outcome document which called for a wide range of actions, such as beginning the process to establish SDGs.

"It is essential that the processes on SDGs and the post-2015 development agenda are coherent with each other," Mr. Ban said at a <"http://www.un.org/sg/statements/index.asp?nid=6220">briefing to the General Assembly on Tuesday on the outcomes of a recent meeting of the Group of 20 (G20) leading economies in Los Cabos, Mexico. "This will enable Member States to define a single global development framework with sustainable development at its core."

The High-level Panels' three co-chairs are: President Susilo Bambang Yudhoyono of Indonesia; President Ellen Johnson Sirleaf of Liberia; and Prime Minister David Cameron of the United Kingdom.

The remaining 23 Panel members are: Fulbert Gero Amoussouga of Benin, Vanessa Petrelli Corrêa of Brazil, Yingfan Wang of China, Maria Angela Holguin of Colombia, Jean-Michel Severino of France, Horst Kohler of Germany, Naoto Kan of Japan, Queen Rania of Jordan,
Betty Maina of Kenya, Abhijit Banerjee of India, Andris Piebalgs of Latvia, Patricia Espinosa of Mexico, Paul Polman of the Netherlands, Ngozi Okonjo-Iweala of Nigeria, Elvira Nabiullina of the Russian Federation, Graça Machel of South Africa, Sung-Hwan Kim of the Republic of Korea, Gunilla Carlsson of Sweden, Emilia Pires of Timor-Leste, Kadir Topbas of Turkey, John Podesta of the United States of America, Tawakel Karman of Yemen, and the Secretary-General's Special Advisor on Post-2015 Development Planning, Amina J. Mohammed, who will serve in an ex officio capacity.

RECORD PRODUCTION OF IRON ORE IN 2011 POINTS TO RECOVERY AFTER RECESSION – UN REPORT

RECORD PRODUCTION OF IRON ORE IN 2011 POINTS TO RECOVERY AFTER RECESSION – UN REPORT
New York, Jul 31 2012 2:10PM
The global production of iron ore achieved an all-time high last year, confirming signs of a recovery of the steel industry after the 2009 recession, according to a new United Nations report.

Published by the UN Conference on Trade and Development (UNCTAD) in cooperation with the Sweden-based Raw Materials Group, the <i>Iron Ore Market 2011-2013</i> report <"http://unctad.org/en/pages/newsdetails.aspx?OriginalVersionID=206&Sitemap_x0020_Taxonomy=International%20Trade%20and%20Commodities;#20;#UNCTAD%20Home">states that the amount of iron ore produced globally in 2011 was 1.92 billion tons, representing a 4.7 per cent increase from 2010.

Among the major producers of this mineral, which is vital for steel production, are Brazil, China and Australia, according to the report, adding that while production increased in most regions, it declined in Europe and India.

Developing countries, the report notes, accounted for almost half of the total exports of the iron ore, making it the tenth year in a row of increased exports.

The increase in crude steel production points to a recovery since the financial crisis in 2009, and the report attributes this growth mainly to China, where production started increasing in November 2008.

"China's imports of iron ore increased by 11 per cent in 2011 compared with 2010, or to 686.7 million tons, and the country accounted for 60.1 per cent of total world imports," the report states. "Steel production elsewhere in the world was also growing though it had still not reached its pre-crisis production levels by the end of 2011."

However, the report warns that uncertainty over prices and a decrease of corporate concentration signal difficult conditions for upcoming years. Since almost all iron ore producers and steel mills have abandoned the benchmark pricing system, there is widespread confusion about prices, and the report predicts that price volatility will increase with various pricing practices in place.

In addition, the report notes that corporate concentration in the iron ore industry decreased, with new production companies emerging in many countries, as well as small and mid-sized producers, which will require a period of adjustment for market shares.

<i>Iron Ore Market 2011-2013</i> also estimates that iron ore use will increase from 1.92 billion tons in 2011 to about two billion tons in 2012 and 2.08 billion tons in 2013. While an increase in demand will mean higher prices, the report predicts that prices will decline from 2013 onwards as supply gradually adapts to growing demand.

SECURITY COUNCIL EXTENDS MANDATE OF UN-AFRICAN UNION DARFUR PEACEKEEPERS

SECURITY COUNCIL EXTENDS MANDATE OF UN-AFRICAN UNION DARFUR PEACEKEEPERS
New York, Jul 31 2012 1:10PM
The Security Council today extended for another year the mandate of the joint United Nations-African Union peacekeeping force in Darfur, and demanded that all parties to the conflict in the Sudanese region immediately end violence and work towards a comprehensive peace settlement.

By a vote of 14 in favour, with one abstention, the Council also decided that the uniformed personnel serving with the Mission, known by the acronym UNAMID, will be reconfigured "to focus on the areas of Darfur with the highest security threats."

As a result, the Mission will be reconfigured, over a period of 12 to 18 months, to consist of up to 16,200 military personnel, 2,310 police personnel and 17 formed police units of up to 140 personnel each.

This is in response to a recommendation by Secretary-General Ban Ki-moon, who wrote in his recent report that "the reconfigured force, although smaller in number, would be better equipped and more rapidly deployable than at present to address emerging threats to civilians."

The Council also demanded that all parties to the conflict – which has pitted Government forces and allied militiamen against rebel groups since 2003 and led to the displacement of millions of civilians – immediately end violence, attacks on civilians, peacekeepers and humanitarian personnel.

In addition, the 15-member body demanded that all parties to the conflict, including in particular all the non-signatory armed groups, engage immediately and without preconditions to make every effort to reach a permanent ceasefire and a comprehensive peace settlement on the basis of the Doha Document for Peace in Darfur.

The Doha Document is an agreement signed in Qatar last year between the Sudanese Government and the rebel Liberation and Justice Movement, which the UN has said can form the basis for a permanent ceasefire and a comprehensive peace accord to end the fighting in Darfur.

The Council and top officials, including the Joint Special Representative and head of UNAMID, Ibrahim Gambari, have repeatedly called on the armed groups – such as the Sudan Liberation Army-Abdul Wahid faction, the Sudan Liberation Army-Minni Minawi faction, and the Justice and Equality Movement (JEM) – to make every effort to reach a comprehensive peace settlement on the basis of the Doha Document.

NUMBER OF SYRIANS DISPLACED BY CONFLICT CONTINUES TO RISE, UN REFUGEE AGENCY REPORTS

NUMBER OF SYRIANS DISPLACED BY CONFLICT CONTINUES TO RISE, UN REFUGEE AGENCY REPORTS
New York, Jul 31 2012 12:10PM
With armed violence continuing unabated in parts of Syria, thousands of people are fleeing their homes on a daily basis and seeking refuge in schools, mosques and public buildings, as well as in neighbouring countries, the Office of the United Nations High Commissioner for Refugees (UNHCR) <"http://www.unhcr.org/5017cc216.html">reported today.

Violence continues to rage in Syria's most populous city, Aleppo, with local organizations registering each day about 300 displaced families in need of urgent assistance, a UNHCR spokesperson, Melissa Fleming, <"http://www.unhcr.org/5017c73e9.html">told reporters in Geneva.

"In the 32 schools identified, between 250 and 350 people were packed inside while some 7,000 people are taking refuge in university dormitories," she said.

UNHCR's Aleppo office is severely constrained by insecurity but is continuing to liaise with the Syrian Arab Red Crescent and other organisation to identify the needs of the most affected, said Ms. Fleming.
The International Committee of the Red Cross and the Syrian Arab Red Crescent are estimating that some 200,000 people fled Aleppo and the surrounding areas over the weekend, she added.

Meanwhile, UNHCR's office in the Syrian capital, Damascus, is operating at 50 per cent of its capacity due to restrictions imposed by the security environment.

"The office is conducting limited visits to affected areas in and around Damascus. Nine hotlines dedicated to take calls from the refugee population are operating and continue to be a key source of information gathering and dissemination in terms of protection concerns and access to services," said Ms. Fleming.

"Many callers are reporting a lack of safety; fear of ongoing shelling; lack of access to food, water and sanitation, especially in areas such as Sayyeda Zainab and families unable to leave the violent areas who are requesting help to assist in relocation," she added.

Also, non-Iraqi foreigners without documents telephone saying they are unable to relocate and express fears of physical harm and being targeted.

More than 70,000 people from Syria have sought formal protection in Turkey since the uprising against President Bashar al-Assad began some 17 months ago, according to UNHCR. This includes growing numbers of people from Aleppo – reportedly more than 2,000 in the last four days.

As of 26 July, 44,188 people are currently being assisted by the Government of Turkey, which is managing eight camps for displaced people in four different provinces.

The Jordanian Government estimates that some 150,000 Syrian refugees have entered the Kingdom since March last year, with 38,883 of them receiving protection and assistance, while the rest are not registered.

Ms. Fleming noted that, as the outflow from Syria continues, Jordan opened a new camp in record time on Sunday to ease pressures on border sites hosting thousands of Syrian refugees.

There are 34,096 displaced Syrians receiving protection and assistance in Lebanon through the efforts of the Government, the UN and non-governmental partners, of which 31,596 are registered. In Iraq, the number of Syrian refugees, mainly Kurdish, continues to increase, with some 12,073 currently registered.

AHEAD OF VISIT TO REGION, UN REFUGEE CHIEF CALLS FOR MORE SUPPORT FOR DISPLACED MALIANS

AHEAD OF VISIT TO REGION, UN REFUGEE CHIEF CALLS FOR MORE SUPPORT FOR DISPLACED MALIANS
New York, Jul 31 2012 12:10PM
A United Nations top official today urged the international community to boost its support for the hundreds of thousands of Malian refugees who have fled to neighbouring countries due to recent violence.

At the start of a three-day visit to Burkina Faso to review the situation for Malian refugees, the UN High Commissioner for Refugees, Antonio Guterres, also appealed to donors to provide funding for the increasingly critical situation refugees face, and urged countries to help find a political solution to the crisis in the Western African country.

In January, fighting between Government forces and Tuareg rebels resumed in northern Mali. The instability and insecurity resulting from the renewed clashes, as well as the proliferation of armed groups in the region, and political instability in the wake of a coup d'état in March, have led over 250,000 Malians to flee to neighbouring countries such as Burkina Faso, Mauritania and Niger. Some 167,000 Malians are estimated to be internally displaced.

In addition, humanitarian organizations estimate that there are currently some 18 million people facing food insecurity in the western part of African's Sahel region, which stretches from the Atlantic Ocean to the Red Sea, and includes countries such as Chad, Mali, Mauritania, Niger, and the northern regions of Cameroon and Nigeria.

The Office of the UN High Commissioner for Refugees (UNHCR) estimates that, in addition to the regional crisis, more than 10 million people are in need of emergency assistance due to erratic rainfall, failed harvests, high food prices and conflict.

The visit to Burkina Faso will be Mr. Guterres' second to the region, and he will be accompanied by the US Assistant Secretary of State for Population, Refugees, and Migration, Anne C. Richard. Mr. Guterres visited Niger in early May, in an effort to draw attention to the region's refugee crisis.

While in Burkina Faso, Mr. Guterres will visit the Damba refugee camp in the country's north, which is host to ethnic Tuaregs, Arabs and Peuls, Bambaras and Songhais who fled from the area of Gossi in Mali's Timbuktu region.

At a media briefing in Geneva today, a UNHCR spokesperson, Melissa Fleming, <"http://www.unhcr.org/5017c8139.html">said that the agency has been struggling to cover the needs of refugees due to extremely low funding.

"Despite a recent $10 million donation from the United States and contributions from other donors, the refugee agency has only received one third of the funds it requires to assist uprooted Malians," Ms. Fleming told reporters.

She noted that UNHCR has only received $49.9 million out of the $153 million requested, with the US Government having provided $27 million.

The funds are being used to provide access to clean water, latrines and health services, which are crucial for the treatment and prevention of common diseases such as diarrhea, respiratory infections and cholera epidemics.

Study by Constant Contact Reveals that Daily Deals Depend on Word-of-Mouth

A new study conducted by Constant Contactand Chadwick Martin Bailey has revealed that word-of-mouth is crucial for the success of small retailers using daily deals. The study has thrown light on consumer behavior in relationship to daily deals.

For instance, the study shows that more than a third of consumers are more likely to purchase a daily deal from a local retailer than a national chain. Consumers are also willing to share great deals even if they are not currently a customer of the business.

Two of the more important findings in this research were that word-of-mouth is key for the success of a deal and that personal endorsements drive deal purchases. This falls right in line with what we heard from merchants when we were developing SaveLocal: they wanted a tool that brought in new customers through word-of-mouth,” said Dave Gilbertson, the general manager of SaveLocal.
