GENERAL ASSEMBLY PRESIDENT MEETS WITH SENIOR UK OFFICIALS

President of the General Assembly Nassir Abdulaziz Al-Nasser <"http://www.un.org/en/ga/president/66/news/PRStatements/ps290212.shtml">met today in London with two top officials from the United Kingdom to discuss recent developments in the country as well as the situation in Syria and Somalia.

Mr. Al-Nasser first held talks with the Minister of State at the UK Foreign and Commonwealth Office, Jeremy Browne, with whom he discussed the Falkland Islands (Malvinas), Syria, and the Middle East peace process.

Mr. Al-Nasser later held separate discussions with Henry Bellingham, Parliamentary Under-Secretary at the Foreign and Commonwealth Office. The two men exchanged views on Somalia, focusing on last week's conference which was organized and hosted by the British Government.

During the conference, representatives of various Member States discussed ways to strengthen international efforts to tackle some of the country's most pressing issues, with Secretary-General Ban Ki-moon calling for steps to improve security, advance the political process and step up assistance for recovery, reconstruction and development.

The two officials also discussed matters concerning the fifth committee of the General Assembly, administrative and budgetary issues focusing on the approval of the current UN regular budget, and preparations for the upcoming resumed session in May that will consider peacekeeping budgets.

In addition, they discussed the issues of global governance and the High Level meeting that Mr. Al-Nasser is convening in May regarding the state of the world economy.

UN-BACKED CLIMATE FORUM FORECASTS ERRATIC RAINY SEASON IN HORN OF AFRICA

The main rainy season in the Greater Horn of Africa is likely to receive "near normal to below normal rainfall" over much of the region between March and May, a United Nations-backed climate forecasting forum reported today.

This rainfall outlook applies in particular to areas that were ravaged by severe drought last year, including much of Somalia; Djibouti; eastern and northern Kenya; and southern, eastern and north-eastern Ethiopia.

"This is not good news for farmers in areas which have been affected by agricultural drought in recent years," <"http://earthobservatory.nasa.gov/IOTD/view.php?id=51411">said Youcef Ait-Chellouche, the Deputy Regional Coordinator of the UN International Strategy for Disaster Reduction (UNISDR).

"We must plan for the probability that rainfall will be erratic and there will be long dry spells which will impact on crop production and food security."

Mr. Ait-Chellouche said that disaster managers and sector specialists are in agreement that disaster risk reduction must be embedded in long-term development plans for the region, while preparedness measures are put in place for the humanitarian consequences of a poor rainy season in many parts of the Horn.

The 30th Greater Horn of Africa Climate Outlook Forum (GHACOF30) also found that there is there is an "increased likelihood of near normal to above normal rainfall" over south-western Tanzania, south-western Ethiopia, South Sudan and south-western Sudan. The near normal to below normal forecast also applies to much of Tanzania, western and southern Kenya, Burundi, Rwanda and Uganda.

The Greater Horn of Africa region comprises Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Sudan, Tanzania and Uganda.

BAN APPOINTS PROSECUTOR AND JUDGE FOR UN-BACKED TRIBUNAL FOR LEBANON

Secretary-General Ban Ki-moon today appointed Norman Farrell of Canada as the prosecutor of the United Nations-backed independent tribunal set up to try those responsible for the 2005 assassination of former Lebanese prime minister Rafiq Hariri.

Mr. Farrell replaces Daniel Bellemare, who has completed his term as prosecutor of the Special Tribunal for Lebanon (STL). Mr. Farrell is currently deputy prosecutor of the International Criminal Tribunal for the former Yugoslavia (ICTY).

Mr. Ban expressed his gratitude to Mr. Bellemare for his leadership in advancing the work of the Special Tribunal.

The Secretary-General also appointed Daniel David Ntanda Nsereko of Uganda as an international judge of the appeals chamber of the special tribunal. Mr. Nsereko is currently a judge in the appeals division of the International Criminal Court (ICC). He replaces the late Antonio Cassese, who was also a former president of the STL.

"In announcing these appointments, the Secretary-General once again reiterates the commitment of the United Nations to the efforts of the Special Tribunal for Lebanon to uncover the truth regarding the terrorist attack that took the lives of former Lebanese Prime Minister Rafiq Hariri and 22 others, as well as other connected attacks, so as to bring those responsible to justice and send a message that impunity will not be tolerated," said a statement issued by his spokesperson.

The STL is an independent court created at the request of the Lebanese Government, with a mandate issued by the Security Council.

Mr. Hariri and the 22 others were killed on 14 February 2005 after a massive car bomb exploded as his motorcade passed through central Beirut.

Salim Jamil Ayyash, Mustafa Amine Badreddine, Hussein Hassan Oneissi and Assad Hassan Sabra, all Lebanese nationals, have been indicted over the killing. They will be tried in absentia after the STL determined earlier this month that all reasonable attempts had been made to inform the four men of the charges they face and to bring them before the court.

The Security Council today <"http://www.un.org/News/Press/docs//2012/sc10562.doc.htm">urged countries of the region of the Gulf of Guinea to take prompt action to develop and implement to counter piracy and armed robbery at sea.

In a unanimously adopted resolution, the 15-member body also urged the countries, through regional organizations, to work towards the convening of the planned joint Summit of Gulf of Guinea States to develop a regional anti-piracy strategy, in cooperation with the African Union.

In addition, the Council encouraged international partners to provide support to regional States and organizations to enhance their capabilities to counter piracy and armed robbery at sea in the Gulf of Guinea, including their capacity to conduct regional patrols and establish and maintain joint coordinator centres, among other measures.

Today's action comes two days after the UN political chief told the Council that a comprehensive regional strategy is critical if countries are to successfully combat piracy in the Gulf of Guinea.

"Gulf of Guinea countries need a united front in order to respond to effectively to the growing threat of piracy along their coasts. Isolated national initiatives are only temporarily, at best, pushing the pirates to shift their criminal operations from one country to the next," B. Lynn Pascoe, Under Secretary-General for Political Affairs, had stated.

He told the Council that piracy and armed robbery against ships increasingly undermine efforts by States in the Gulf of Guinea region to maintain peace, security and stability and to promote socio-economic development. The threat has become even more alarming as the pirates have become more violent.

A team deployed last November by Secretary-General Ban Ki-moon to assess the scope of the piracy threat in the Gulf of Guinea found that the scourge has become more systematic, with the pirates resorting to sophisticated modes of operations and utilizing heavy weapons.

A peacekeeper serving with the joint United Nations-African Union operation in Sudan's troubled Darfur region has been killed after unidentified gunmen ambushed a patrol earlier today.

Three other peacekeepers were injured in today's attack, which took place about 4 p.m. near the town of Shearia in South Darfur state, <"http://unamid.unmissions.org/Default.aspx?tabid=900&ctl=Details&mid=1073&ItemID=16442">according to the mission (UNAMID).

Today's killing means at least 36 UNAMID peacekeepers have been killed as a result of hostile action since the mission took over from an earlier AU peace operation at the start of 2008.

On Saturday, two other peacekeepers were wounded but survived a shooting attack on the bus in which they were travelling.

More than 23,000 uniformed personnel, including over 17,700 troops, serve with UNAMID across the war-scarred and arid Darfur region of western Sudan, and they are tasked with helping to protect civilians in a region in conflict since 2003.

UN APPOINTS SENIOR OFFICIALS OF BODY TO FINISH WORK OF WAR CRIMES TRIBUNALS

The Security Council today appointed a prosecutor for the mechanism set up in 2010 to finish the remaining tasks of the United Nations war crimes tribunals for former Yugoslavia and Rwanda when their mandates expire, while Secretary-Ban Ki-moon announced the appointment of the body's president.

The Council decided to appoint Hassan Bubacar Jallow, the Prosecutor of the International Criminal Tribunal for Rwanda (ICTR), as the Prosecutor of the International Residual Mechanism for Criminal Tribunals for a term of four years. Mr. Ban had nominated Mr. Jallow, a citizen of the Gambia, for appointment to the post. Mr. Jallow will continue to serve as ICTR prosecutor.

The Secretary-General appointed Judge Theodor Meron of the United States as President of the mechanism for a term of four years with effect from 1 March.

The decision to appoint Judge Meron was made in consultation with the President of the Security Council and the judges of the mechanism. Judge Meron will continue serving as President of the International Criminal Tribunal for the former Yugoslavia (ICTY) while working as the President of the mechanism.

The Secretary-General also welcomed the decision of the Security Council to appoint Mr. Jallow as the mechanism's prosecutor.

"The Secretary-General believes that the mechanism will benefit immensely from their considerable experience, outstanding leadership skills, and profound commitment to international criminal justice," said a statement issued by his spokesperson.

The Council set up the mechanism in December 2010 and mandated it to take over and finish the remaining tasks of the ICTR and the ICTY when they are closed after their mandates expire. The Council has urged the two tribunals to conclude their work by the end of 2014.

The ICTR branch of the mechanism will begin functioning on 1 July this year, while the branch for ICTY will start on 1 July 2013.

The top United Nations envoy to Libya today expressed confidence that the North African nation will be able to overcome current difficulties and pursue the path towards the goals it committed itself to when the popular uprising began a year ago.

"It is clear that the Libyan people are eager to move forward with the transition to democracy, and their most central expectation of the United Nations is that we will support them in doing so," Ian Martin, the Secretary-General's Special Representative and head of the UN Support Mission in Libya (UNSMIL), told the Security Council.

Speaking via videoconference from the capital, Tripoli, Mr. Martin noted that the country has begun implementing the framework for staging the first free elections in Libya in four decades. It adopted the electoral administration law as well as the main electoral law, and appointed the High National Electoral Commission.

The main electoral law provides for a mixed parallel electoral system, with 120 seats to be elected by majoritarian races reserved for individual candidates, and 80 seats to be elected by proportional races reserved for lists to be submitted by political or other groups.

"Like all electoral frameworks, this parallel system is a compromise among competing views and interests, but our judgment is that the law provides a reasonable foundation for the election of the National Congress, although some gaps and shortcomings remain," said the envoy.

Members of the National Congress, due to be elected by late June, will be tasked with drafting a new constitution for Libya, where Muammar al-Qadhafi ruled for more than 40 years until last year's uprising led to civil war and the deposing of his regime.

Crucial to the successful conduct of elections is a "positive evolution" of the security situation, stated Mr. Martin. "The Libyan authorities well recognize that their foremost challenge is to address the future of the revolutionary fighters and the wide circulation of weapons, and to develop professional state security institutions under civilian control."

He added that the new government that has been in place now for three months, and headed by Prime Minister Abdurrahim El-Keib, faces "tremendous challenges and a heavy legacy from the former regime" as it tries to tackle illegal migration and smuggling, effective border control, proliferation of weapons, and the need to reverse policies of long-standing discrimination against minority communities and foster national reconciliation among tribes.

This was tragically highlighted in recent days by deadly clashes which erupted between the Tabou and the Zwaya tribal brigades in the southern city of Kufra over a two-week period, with about 100 reported to have died and many others seriously injured.

The issue of torture and ill-treatment of detainees also needs to be tackled, he said, noting that further information in this regard, including on deaths in custody, have come to light over the past month through non-governmental organizations (NGOs) and UNSMIL's own visits to places of detention.

In a speech to the UN Human Rights Council yesterday, Mr. El-Keib reiterated his Government's human rights commitment and cooperation with the UN and others on this issue. "Strong and urgent measures are essential to give effect to these intentions," Mr. Martin said.

Libya's court system, he reported, is slowly coming back into operation, with several courts in Tripoli and Benghazi resuming operations, despite some concerns about security of judges and lawyers.

In addition, the transitional justice law was made public on 14 February. It establishes a fact-finding and reconciliation commission mandated to investigate crimes and human rights violations since 1969.

"While the law does not necessarily reflect best practices elsewhere, it provides an important opportunity to start a comprehensive truth-seeking process in Libya," said the envoy.

The United Nations atomic watchdog has called today's announcement by the United States about the results of its talks with the Democratic People's Republic of Korea (DPRK) over the latter country's nuclear programme "an important step forward."

DPRK has agreed to suspend uranium enrichment activities and nuclear weapons tests and allow inspectors from the International Atomic Energy Agency (IAEA) to verify compliance with these measures, while the US is providing the Asian country with supplies of food aid, according to media reports.

The announcement by the US Government today follows recent talks between the two countries.

In a <"http://www.iaea.org/newscenter/pressreleases/2012/prn201206.html">statement, IAEA Director General Yukiya Amano underscored that the Vienna-based agency has "an essential role to play in verifying the DPRK's nuclear programme."

The statement added that, "pending further details, we stand ready to return to Yongbyon [the site of a nuclear reactor in the DPRK] to undertake monitoring activities upon request and with the agreement of the agency's board of governors."

UN BACKS INITIATIVE THAT WOULD ALLOW FEMALE SOCCER PLAYERS TO WEAR HEADSCARVES

A top United Nations official expressed support today for an initiative that would allow female soccer players to wear a headscarf, also known as a hijab, while on the field, stressing that every person should have the right to enjoy the world's most popular sport regardless of their gender, race or religious beliefs.

On Saturday, the International Football Association Board (IFAB) is set to review the laws of the game regarding the use of headscarves by female players during its annual meeting, which will be held in the United Kingdom.

The initiative was initially driven by the International Federation of Association Football (FIFA) Vice-President Prince Ali Bin Al Hussein on behalf of the Asian Football Confederation (AFC).

"FIFA has the responsibility to ensure that everyone has an equal chance to participate in football, without any barriers and regardless of gender, race, ability, age, culture or religious beliefs," <"http://www.un.org/wcm/content/site/sport/home/newsandevents/news/template/news_item.jsp?cid=32505">said the Secretary-General's Special Adviser on Sport for Development and Peace, Wilfried Lemke, stressing there are other sports that already allow the use of headscarves.

In a letter to FIFA President Joseph Blatter, Mr. Lemke voiced his support for the use of a Velcro-opening headscarf in FIFA-regulated matches and competitions. Mr. Lemke also emphasized the relevance of keeping soccer an inclusive sport which can contribute to the promotion of gender equality and women empowerment.

Mr. Lemke expressed his "wish that the issue can be resolved in a way that respects both the laws of the game as well as cultural considerations, while promoting football for all women without discrimination.

"Such a harmonization would remove a barrier that can deter women and girls from participating in football," he said. "It would send the message that each female player, from the top elite level down to the grassroots, has the freedom to decide whether or not to wear this particular piece of attire while on the field.

"It would give the opportunity for remarkable female athletes to demonstrate that wearing the headscarf is not an obstacle to excelling in life and sports, and would hence contribute to challenging gender stereotypes and bringing about a change in mentalities," he added.

Earlier this month, Mr. Lemke attended the 5th World Conference on Women and Sport, organized by the International Olympic Committee (IOC) in Los Angeles, California.

The conference participants adopted a declaration which stressed that "the promotion of women's participation in sports activities, management and administration should, and must, serve the wider goal of supporting the international agenda of gender equality and the empowerment of women and girls."

The International Criminal Court (ICC) <"http://www.icc-cpi.int/NR/exeres/8044AED7-D927-4746-AA82-7E650025F9D7.htm">announced today that next month it will deliver its first ever verdict, issuing a judgment in the war crimes trial of Thomas Lubanga Dyilo, a Congolese man accused of participating in the recruitment of child soldiers.

The verdict in the trial of Mr. Lubanga Dyilo will be made in open court on 14 March. His trial started in January 2009 and the closing statements were presented by the parties and participants in August last year.

In accordance with the Rome Statute that established the ICC, to convict an accused person, the trial chamber must be convinced of his or her guilt beyond reasonable doubt.

In the event of a conviction, the trial chamber will consider an appropriate sentence. Irrespective of whether the accused is acquitted or convicted, the court is required to establish the principles to be applied in relation to reparations, and it may make orders regarding awards of reparations to victims.

Mr. Lubanga Dyilo is accused of having committed, with others, the war crimes of enlisting and conscripting children under the age of 15 into the rebel group known as Forces patriotiques pour la libération du Congo (Patriotic Forces for the Liberation of the Congo), and using them to participate actively in hostilities in Ituri district in north-eastern the Democratic Republic of the Congo (DRC) between September 2002 and August 2003.

He was transferred to The Hague, where the ICC is based, in March 2006 after his surrender. A warrant of arrest had been issued against him.

Currently, 14 cases have been brought before the ICC, including four that have reached the trial stage.

Global tea prices are set to stay strong through 2012, with demand driven by growth in Asia, according to the United Nations Food and Agriculture Organization (FAO).

The agency's Intergovernmental Group on Tea <"http://www.fao.org/news/story/en/item/124221/icode/">says that the high price of tea, which averaged $2.85 per kilogram in 2011, reflects the fact that demand for black tea – accounting for most of world production – has exceeded supply since 2009.

The Group, which recently met for its biennial meeting in Colombo, Sri Lanka, added that the higher prices resulted in an estimated 2.2 per cent increase in the export earnings of producing countries last year.

Global tea consumption grew by 5.6 per cent in 2010 – the latest year for which figures were available – to four million tons. This increase was underpinned by the rapid growth in per capita income levels, particularly in China, India and other emerging economies.

In China, total consumption reached 1.06 million tons in 2010 – the largest in the world – while in India it reached 828,890 tons, FAO says in a news release.

Global production meanwhile increased by 4.2 per cent to 4.1 million tons in 2010. Black tea output increased by 5.5 per cent in response to record prices, while green tea output increased by 1.9 per cent.

China remained the world's largest tea producing country with an output of 1.4 million tons and a 33 per cent share of the world's total.

Looking ahead to the next 10 years, the Group estimated that world black tea production will grow at almost 1.9 per cent annually to reach 3.28 million tons by 2021 and also come into equilibrium with demand at a price of $2.75 per kilogram – just under the current price.

The head of United Nations relief operations said today that she was "deeply disappointed" that she has not yet been able to visit Syria to assess the humanitarian situation and meet with some of the country's top officials.

Valerie Amos, the UN Emergency Relief Coordinator and Under-Secretary-General for Humanitarian Affairs, issued a statement voicing her disappointment and noting both her "repeated requests" to meet with top Syrian officials and the need for unhindered access by aid workers to people affected by the violence.

Thousands of civilians have been killed in the Government's crackdown against a pro-democracy uprising that began in March last year, with the violence intensifying in recent weeks, and senior UN officials have repeatedly called for an end to the violence and for humanitarian workers to be allowed access to those in need.

"Given the rapidly deteriorating humanitarian situation, with an increasing need for medical assistance, food and basic supplies, improving access so that assistance can reach those in urgent need is a matter of the highest priority," Ms. Amos said.

The Under-Secretary-General said she supported the call by the International Committee of the Red Cross (ICRC) for a daily pause in hostilities so that aid organizations can evacuate the wounded and deliver supplies of food and medicine.

"Every day that we are not able to reach people, especially in the towns where there is heavy fighting, prolongs their suffering," she said.

The UN and the League of Arab States have appointed the former UN Secretary-General Kofi Annan as their Joint Special Envoy to deal with the Syrian crisis and to try to help broker a political solution. In Geneva this week, the Human Rights Council has also been holding an urgent debate on the situation.

The uprising in Syria is part of the broader Arab Spring protest movement that began at the start of last year and has toppled several long-standing regimes in North Africa and the Middle East.

UN ENVOY STRONGLY CONDEMNS MURDER OF SOMALI RADIO DIRECTOR

The United Nations envoy for Somalia today strongly condemned the murder of radio director Abukar Mohamed Kadaf, who was shot dead last night in the capital, Mogadishu, and called on the authorities to bring the perpetrators to justice.

Mr. Kadaf, the Director of Somaliweyn Radio, is the second media professional in Somalia to be killed in the last month. Hassan Osman Abdi, the Director of Radio Shabelle, was shot dead on 28 January.

"I call for the Transitional Federal Government to conduct an immediate, full and independent investigation in order to bring the perpetrators to justice," the Secretary-General's Special Representative for Somalia, Augustine P. Mahiga, stated in a <"http://unpos.unmissions.org/Default.aspx?tabid=9705&ctl=Details&mid=12667&ItemID=11596&language=en-US">news release.

Mr. Mahiga paid tribute to the brave Somali journalists who are working in "incredibly difficult" conditions to keep the pressure on the criminal elements trying to intimidate the people of Somalia – one of the most dangerous places in the world for media professionals.

"I call on all those defending the fundamental right to freedom of expression not to be deterred by these cowardly acts of terrorism," said the Special Representative, who is also head of the UN Political Office for Somalia (UNPOS).

"The Transitional Federal Institutions must redouble their efforts to end the culture of impunity and halt this unacceptable cycle of violence," he said, adding that UNPOS stands ready to assist them in any way possible.

Somalia has not had a functioning central government for the past 20 years, during which it has been torn apart by factional fighting and has faced a series of humanitarian crises, the latest being a food crisis that has left more than two million Somalis in need of aid.
