Breaking News: Obama announces 'framework' for tax deal

WASHINGTON (AP) - President Barack Obama has announced a bipartisan agreement on year-end legislation to extend expiring tax cuts and renew jobless benefits as part of a sweeping attempt to strengthen the economic recovery. "We have arrived at a framework of a bipartisan agreement. For the next two years, every American family will keep their tax cuts." The deal, which must be approved by Congress, also would extend unemployment insurance for 13 months and would provide a one-year, 2% reduction in employees' Social Security payroll taxes.
