SEAL THE DEAL: UN PROJECT SEEKS TO PROTECT WEST AFRICAN COASTLINE FROM EROSION

In West Africa, the coast is more than just a simple marker between land and sea. It's also the home of millions – as much as 80 per cent of the populations of many countries live nearby – and a vital source of livelihoods and income thanks to the critical industries of fishing and tourism.

Now the region's lifeline is under siege. Partly because of man-made climate change, West Africa's coastline is diminishing, as erosion eats away relentlessly at the land.

But a United Nations project in five countries (Cape Verde, Gambia, Guinea-Bissau, Mauritania and Senegal) is seeking to reverse this trend. The scheme, which is still in a pilot phase, having been rolled out only in Guinea-Bissau so far, aims to protect the region's biodiversity and to enhance the abilities of local communities to adapt to the erosion.

"From my own experience, I don't think people generally are aware of climate change per se," but they have witnessed changes in coastal areas, said Isabelle Niang, Regional Coordinator of the Adaptation to Climate Change in Coastal Zones of West Africa (<"http://ioc3.unesco.org/accc/index.php?option=com_content&task=view&id=2&Itemid=2">ACCC) programme.

West Africa's coasts are home to a rich array of ecosystems, including mangroves, lagoons, wetlands and coral reefs. Many species of fish, crustaceans and turtles make their home here, also a key part of global migration routes for birds.

Mangrove restoration activities to encourage the return of birds and fish, as well as protection and restoration of beaches to allow turtles to find better conditions to nest, will be some of the activities within the scheme, which will be executed by the UN Educational, Scientific and Cultural Organization (<"http://portal.unesco.org/">UNESCO).

Aside from its impact on tourism, with several hotels already having been greatly affected, coastal erosion is also hurting maritime and river commerce; the extraction of mineral resources; and agriculture. In the coming years, major urban centres could be inundated as well, with a shortage in drinking water looming.

Nations are hoping to 'seal the deal' on a new climate change agreement – intended to go into effect after the first commitment period of the Kyoto Protocol ends in 2012 – this December in Copenhagen, Denmark.

Along with emissions reductions targets by industrialized nations, helping developing countries adapt to global warming's effects is also a large component of the pact set to be reached in the Danish capital.

The multi-million dollar ACCC initiative hopes to promote multiple adaptation responses to the degradation.

Although the five pilot countries are all in the same region, the problems differ from nation to nation, Dr. Niang noted, adding that " we can't [assume] that we will have the same type of solutions for each country."

The scheme will be implemented by the UN Development Programme (<"http://www.undp.org/">UNDP) and the Global Environment Facility (GEF), a partnership among 178 countries, non-governmental organizations (NGOs) and the private sector.

Also supported by the New Partnership for Africa's Development (NEPAD), it will also try to ensure that development plans and policies at the regional and national level incorporate climate change considerations.

The United Nations Special Coordinator today met with a senior Hizbollah official to discuss the recent incident in which a rocket was fired from a southern Lebanese village into northern Israel, prompting Israel to return fire.

Michael Williams had discussions with Ammar Moussawi, the head of Hizbollah's international relations department, UN spokesperson Michele Montas told journalists.

Mr. Williams said after the meeting that the UN remains very concerned by the rocket fire and is warning that the recent events could easily destabilize the situation in southern Lebanon, where a UN peacekeeping force (known as <"http://www.un.org/Depts/dpko/missions/unifil/">UNIFIL) is based, and increase the threat of potential conflict erupting in the region.

Israel and Hizbollah fought a month-long war in mid-2006, and in a report issued earlier this week Secretary-General Ban Ki-moon said the disbanding of Lebanese militias – especially Hizbollah – was of "vital importance" to Lebanon's future democracy and sovereignty.

Mr. Ban called on the leaders of the militant group to transform Hizbollah into a purely political Lebanese organization.

Lebanon held parliamentary elections on 7 June but has been deadlocked since then over the formation of a national unity government, and in recent weeks Mr. Williams has held a series of meetings with top political figures in the country to urge them to reach an agreement.

Yesterday he met with Samir Geagea, the leader of the Lebanese Forces political bloc, to discuss the possible formation of a new government and ways to overcome the deadlock.

Jamaican sprinter and Olympic champion Usain Bolt today launched the Long Run Initiative aimed at supporting global ecotourism projects, which the United Nations Environment Programme (<"http://www.unep.org/Documents.Multilingual/Default.asp?DocumentID=599&ArticleID=6355&l=en">UNEP) says are vital for conserving natural and cultural heritage.

"Although I am known for running short distances, I want to inspire others to join me in the long run. Anything worth doing is worth striving for and the future of our planet is the ultimate cause," said Mr. Bolt, the Cultural Ambassador for the Zeitz Foundation, which sponsors the initiative.

The pilot project of the initiative is a 50-acre solar and wind-powered conservancy in Kenya's Rift Valley region with a negligible carbon footprint, according to a UNEP press release. It also plans to launch projects in Brazil, Tanzania, Costa Rica, Indonesia, New Zealand, Sweden and Namibia.

Jochen Zeitz, founder of the Zeitz Foundation, said the main inspiration for the project was the 2009 film about the state of the planet, <i>Home</i>, by renowned French filmmaker and UNEP Goodwill Ambassador Yann Arthus-Bertrand.

"The stunning depiction of the workings of the planet demonstrates that we can all make a contribution to a sustainable world," he said.

UNEP is particularly interested in ecotourism for its impact on conservation, sustainability, and biological diversity.

The agency noted that ecotourism advances the basic goals of the Convention on Biological Diversity by strengthening protected area management and increasing the value of ecosystems and wildlife.

It also offers a sustainable approach to conservation by helping generate income, jobs and business opportunities, benefiting businesses and local communities.

The United Nations refugee agency said it is shocked and saddened at reports that an unknown number of displaced Yemeni civilians have been killed and wounded during an exchange of fire in the strife-torn northern part of the country yesterday.

The victims belong to a group of some 500 internally displaced persons (IDPs) who found shelter in Al Sam camp on the outskirts of Sa'ada city, one of the two remaining camps in the embattled area, the UN High Commissioner for Refugees (<"http://www.unhcr.org/4aeaf99e9.html">UNHCR) said in a news release.

Some 150,000 people have been driven from their homes by sporadic fighting between Government forces and Al Houthi rebels in northern Yemen that resumed in mid-August.

According to UNHCR, civilians, including some 35,000 IDPs, in and around the city of Sa'ada remain trapped by the fighting and are unable to reach safer parts of the country.

"They live in dire conditions, facing extreme hardship as food and other commodities are running out and water is available only sporadically," the agency stated.

The UN has been calling for a ceasefire and the opening of humanitarian corridors in northern Yemen to allow civilians to leave the conflict zone and enable aid workers to deliver much needed assistance to thousands of IDPs.

UNHCR is also calling on Saudi authorities to offer safe shelter and assistance to vulnerable displaced Yemenis who may seek refuge across the border as they flee the heavy fighting.

Secretary-General Ban Ki-moon led United Nations staff today in remembering the colleagues who were killed in an attack on a guest house in Kabul earlier this week, as well as hailing all the men and women working for the world body in Afghanistan.

Jossie Esto of the Philippines, who worked for the UN Development Programme (<"http://www.undp.org/">UNDP) election team; Lewis Maxwell, a close protection officer from the United States; Laurance Mefful, a UN security officer from Ghana; and Lydia Wonwene, a UNDP elections officer from Liberia, were killed in Wednesday's attack, while nine other UN staffers were wounded.

The identity of a fifth UN staff member killed when Taliban militants attacked the guest house, where 34 UN staffers were staying, still needs to be confirmed.

"These women and men went to Afghanistan with many talents. But they shared a common goal, that is, to help the Afghan people," <"http://www.un.org/apps/sg/sgstats.asp?nid=4197">said Mr. Ban.

"They went despite the risks. They went to support another election and the opportunity for the Afghan people to shape their destiny," he told the gathering at UN Headquarters.

"Together, we send our deepest condolences to their families – and also to the families of those Afghans who lost their lives to this terrorist attack."

The Secretary-General highlighted in particular the bravery of the UN security officers who held off the attackers for at least an hour, fighting in the corridors and rooftop of the building, and thereby saving many lives. "I am so grateful for their courage and bravery and sacrifice."

Also addressing the gathering was Emma Mefful, who described her "husband and best friend" – UN security officer Laurance Mefful – as a selfless man who always went out of his way to help others.

"He lived a life based on two philosophies: loving his Lord and loving his neighbour. It was therefore not surprising about his heroic actions at a time of crisis, especially doing something to save the lives of others," she said. "That's just really Laurance."

Ann M. Veneman, the Executive Director of the UN Children's Fund (<"http://www.unicef.org/">UNICEF), voiced her agency's grave concern about a colleague who was in the guesthouse and is still unaccounted for.

She added that the incident in Kabul is another painful reminder of how UN staff continue to work in difficult and dangerous environments to assist those who are most in need.

Likewise, UNDP Administrator Helen Clark saluted the courage of those who chose to serve in difficult circumstances. "These horrific acts test our courage not only to do our jobs in the field, but also to hold fast to the ideals which took us there," she stated.

The dedication shown daily by UN staff, she said, needs to be met by an equal commitment by all Member States to fund and support the Organization in providing the best possible security arrangements in dangerous environments.

Mr. Ban said that the UN is urgently reviewing the security environment throughout Afghanistan, and is exploring the feasibility of bringing in additional security units to guard UN facilities and guest houses.

The UN will also be consolidating its staff now scattered among many different locations in Kabul and may suggest that personnel not directly engaged in critical duties be re-located over the coming weeks. In addition, Mr. Ban is dispatching a senior UN official to the Afghan capital to express sympathy and solidarity with the staff.

Later today the Secretary-General will brief the General Assembly and ask for rapid action on the UN security budget. "Despite the clear need, our security management system continues to suffer from resource constraints," he stated.

He said he will ask for expanded authority to enter into commitments required for security measures in case of crisis, as well as funds to help build a support unit for staff who have been victims of malicious acts.

So far this year, he noted, 27 civilian personnel have lost their lives to violence, more than half of them in Afghanistan and Pakistan. But he stressed his determination to carry out the UN's work, saying, "Let us remember. Let us honour. And let us continue."

Deputy Secretary-General Asha-Rose Migiro travels to Lebanon and Ethiopia next week to spearhead meetings designed at ensuring that the various United Nations departments, agencies and other components work more effectively together in the Middle East and Africa.

Ms. Migiro heads first to Beirut to chair a regional coordination mechanism meeting of the UN Economic and Social Commission for Western Asia (ESCWA), which is headquartered in the Lebanese capital.

The Deputy Secretary-General is also expected to meet with national and regional leaders while in Beirut, UN spokesperson Michele Montas told reporters today.

Then Ms. Migiro travels to Addis Ababa for a regional coordination mechanism meeting convened by the Economic Commission for Africa (ECA) and for meetings with representatives of the African Union (AU), the New Partnership for Africa's Development (NEPAD) and national and regional authorities.

Discussions at the regional coordination mechanism meetings will focus on enhancing collaboration among UN system organizations so that they can be more effective and efficient in delivering results for UN Member States.

Secretary-General Ban Ki-moon today said that he is encouraged by news that an agreement has been reached to resolve the political crisis in Honduras that began when President José Manuel Zelaya was ousted from power in June.

The deal between Mr. Zelaya – overthrown in a 28 June coup d'état which was condemned by Mr. Ban and other top United Nations officials – and the de facto authorities was reached last night in the capital, Tegucigalpa.

According to media reports, that deal would allow the deposed President to return to office.

The Secretary-General "hopes Honduras is now on the path to the full restoration of democratic, constitutional rule," his spokesperson said in a <"http://www.un.org/apps/sg/sgstats.asp?nid=4199">statement.

Earlier this month, Navi Pillay, the UN High Commissioner for Human Rights, dispatched a team to Honduras on a three-week mission to look into violations of rights in the wake of the June coup.

The United Nations peacekeeping mission in Haiti today appealed to all sides to cooperate in ensuring stability and speedily install a new government team after the impoverished country's Senate voted the Prime Minister out of office.

"Only such an approach will permit the consolidation of stability and the full availing of the real opportunities for progress that exist today, setting Haiti on the path of lasting development," the mission – known by its French acronym <"http://www.un.org/Depts/dpko/missions/minustah/">MINUSTAH – said in a statement a day after Prime Minister Michèle Pierre-Louis was censured by the Senate.

All sides "must work together in a spirit of solidarity and partnership to confront the numerous challenges and deadlines that face the country and respond to the needs and aspirations of the Haitian people," it added, paying tribute to Ms. Pierre-Louis for her role in helping the country recover from a series of devastating hurricanes last year.

It noted that the vote of censure came at a critical moment in the efforts to achieve political, economic and social stabilization, making the swift selection of a new prime minister and government team essential to avoid a return to the instability that could undermine the recent promising prospects for investment and job creation.

In his latest report on Haiti to the Security Council last month, Secretary-General Ban Ki-moon said there was substantial reason to believe the country was moving away from its past of conflict towards a brighter future of peaceful development, citing increased political cooperation that led to senatorial elections, key legislation that included a significant increase of the minimum wage, and an inclusive dialogue on major issues.

MINUSTAH has been in place in Haiti, the poorest country in the Western Hemisphere, since mid-2004 after the then president Jean-Bertrand Aristide went into exile amid violent unrest. Currently there are more than 9,000 military and police personnel deployed and nearly 2,000 civilian staff.

UN HEALTH AGENCY UPDATES H1N1 FLU VACCINE RECOMMENDATIONS

Single doses of H1N1 flu vaccine for adults, adolescents starting at age 10, and pregnant women are among the latest recommendations issued today by the United Nations health agency to combat the pandemic.

The UN World Health Organization (<"http://www.who.int/en/">WHO) said the Strategic Advisory Group of Experts (SAGE) on Immunization that advises it on vaccine policy and strategy, recommended further studies in children older than six months and younger than 10 years, since the data are limited.

For pregnant women, SAGE noted that studies in experimental animals using live attenuated or inactivated vaccines found no evidence of direct or indirect harmful effects on fertility, pregnancy, foetal development, birthing or post-natal development.

"Based on these data and the substantially elevated risk for a severe outcome in pregnant women infected with the pandemic virus, SAGE recommended that any licensed vaccine can be used in pregnant women, provided no specific contraindication has been identified by the [national] regulatory authority," WHO said in its <"http://www.who.int/csr/disease/swineflu/notes/briefing_20091030/en/index.html">update.

Globally, teenagers and young adults continue to account for the majority of cases, with rates of hospitalization highest in very young children. Between 1 and 10 per cent of patients with clinical illness require hospitalization, and of these from 10 to 25 per cent require admission to an intensive care unit, with from 2 to 9 per cent dying.

Overall, from 7 to 10 per cent of all hospitalized patients are pregnant women in their second or third trimester and they are 10 times more likely to need care in intensive care units than the general population.

Taking note of findings by the United States Centers for Disease Control and Prevention that live attenuated seasonal and live attenuated pandemic vaccines should not be administered simultaneously, the experts said the vaccines could be co-administered provided one or both are inactivated. They found no evidence that such co-administration would increase the risk of adverse events.

The experts found no indication of unusual adverse reactions results in from early monitoring of the various pandemic vaccines so far, since those that have occurred are well within the range of seasonal vaccines, which have an excellent safety profile. Although early results are reassuring, monitoring for adverse events should continue.

With regard to the southern hemisphere 2010 winter season, SAGE recommended two options: a trivalent vaccine effective against H1N1, seasonal H3N2 and influenza B, and a bivalent vaccine against H3N2 and influenza B, which might need to be supplemented with a separate monovalent H1N1vaccine.

The top United Nations peacekeeping official has stressed that ending the conflict in Sudan's Darfur region will require greater commitment and efforts by the parties involved, lamenting that the peace process has been moving very slowly.

Addressing the summit meeting of the African Union (AU) Peace and Security Council yesterday, Alain Le Roy said that the joint AU-UN mediation effort faces "a number of seemingly intractable challenges, including and perhaps above all, the absence of a sustained commitment from the parties to discuss and then deliver progress on the issues of concern to the people of Darfur.

"The result is a process that has moved at a very slow pace and justifiable impatience on all sides," he told the gathering in Abuja, Nigeria.

The efforts by the UN and AU to resolve the long-running conflict in Darfur between the Sudanese Government and the region's armed movements have been led by the joint Chief Mediator, Djibril Bassolé, and his team, and sponsored by the Government of Qatar.

Fighting has raged across the western Sudanese region since 2003, pitting the rebel movements against Government forces and allied Janjaweed militiamen. All sides stand accused of human rights abuses and an estimated 300,000 people have been killed in Darfur over the past six years and another 2.7 million people forced to leave their homes.

The efforts of mediators have been hampered by the fragmentation of the rebel movements into many different, smaller groups, making it harder for them to adopt a unified position during any negotiations.

In February, representatives of the Justice and Equality Movement (JEM) signed the Doha Goodwill Agreement with the Sudanese Government in an initial step designed to build momentum towards an enduring peace pact.

Former South African president Thabo Mbeki and the AU High-Level Panel on Darfur have prepared a report articulating a vision that sees a peaceful Darfur taking its rightful place within a peaceful Sudan.

"We are confident that a number of proposals made by the report will give a boost to the efforts of the Joint Chief Mediator and his team, and their colleagues in the Qatari Government, as they continue the painstaking work of steering a peace process towards a tangible result," stated Mr. Le Roy.

He added that, in Darfur, concessions are necessary from the rebel movements, as well as the two partners in the Government of National Unity.

"Let us work with them closely and encourage them to transcend conflict through serious confidence-building measures, and agreements that address the legitimate concerns of the people of Darfur," said the Under-Secretary-General for Peacekeeping Operations.

Mr. Le Roy pointed out that a political agreement for Darfur is also necessary in light of the national elections scheduled for April 2010.

"If the conditions are put in place, the elections will provide a chance for the displaced and disenfranchised people of Darfur to articulate their needs and concerns. We must work with the people and the Government of Sudan to ensure they seize this opportunity," he said.

Following his stop in Abuja, Mr. Le Roy will also visit peacekeeping missions in the Democratic Republic of the Congo (DRC), where he will assess security in the strife-torn east and discuss the extension of state authority and institution-building, and Burundi, where he will see first-hand how the UN integrated mission is working.

Ending one of the world's longest-running refugee sagas, the United Nations announced that some 400 Burundians left Tanzania today returning to the Central African homeland they escaped in 1972.

"They are to travel by rail from the same train station where they arrived 37 years ago when they fled the eruption of ethnic violence which claimed the lives of an estimated 200,000 Burundian civilians," said UN High Commissioner for Refugees (<"http://www.unhcr.org/cgi-bin/texis/vtx/home">UNHCR) spokesperson Andrej Mahecic.

Since March 2008, UNHCR has helped 53,500 Burundian refugees from the so-called "old settlements" to repatriate under a joint programme with the Tanzanian Government, which also saw some 162,000 of the 1972 refugees opting to apply for citizenship in their host nation.

Tanzania has naturalized 29,000 of the refugees and expects to complete the process of the remaining 133,000 by the end of the year.

"Tanzania also hosts Burundian refugees who fled their country in 1993," Mr. Mahecic told reporters in Geneva, noting that all but one of the camps – where 36,000 are sheltered – hosting this group has now been closed.

At the peak of the crisis in Burundi in the 1990s, hundreds of thousands of people escaped clashes, sheltering in makeshift sites along the border with Tanzania.

"With the gradual return of peace in Burundi, more than half a million Burundian refugees have returned home, including more than 430,000 from camps in Tanzania [since 2004]," the UNHCR spokesman said.

Meanwhile over 20,000 Burundians, who fled their country in the 1990s, remain in the Democratic Republic of the Congo (DRC), Rwanda and Uganda, said Mr. Mahecic.

In Burundi, UNHCR is assisting returnees with issues in reclaiming property by providing temporary shelter and supporting the peaceful resolution of land disputes arising from their long absence. In addition, the Government and its "UN partners are also helping landless returnees settle in specially constructed villages, six of which have been opened in 2008 and 2009."

The General Assembly will meet on 4 November to consider the report of the United Nations fact-finding mission on the Gaza conflict, which found evidence that both Israel and the Palestinians committed serious war crimes during the hostilities earlier this year.

The President of the Assembly, Ali Treki, has received a letter from the UN Human Rights Council transmitting the report of the mission, which was headed by Justice Richard Goldstone, a former prosecutor at the UN war crimes tribunals for the former Yugoslavia and Rwanda.

The four-member investigative team found evidence that both Israeli forces and Palestinian militants committed serious war crimes and breaches of humanitarian law, which may amount to crimes against humanity, during the conflict in December 2008 and January 2009.

The Geneva-based Human Rights Council, when it took up the report two weeks ago, had strongly condemned a host of Israeli measures in the occupied Palestinian territory and called on both sides to implement the mission's recommendations.

The Council had also recommended that the Assembly consider the report during the main part of its current session, requested Secretary-General Ban Ki-moon to submit a report on the implementation of its recommendations to the Council in March, and condemned Israel's refusal to cooperate with the mission.

Next Wednesday's meeting follows a request from the Arab Group in New York, supported by the 118-member Non-Aligned Movement (NAM), to consider the report in the Assembly during the first week of November, according to a <"http://www.reliefweb.int/rw/rwb.nsf/db900sid/SNAA-7XB8VB?OpenDocument">note issued by the spokesperson for the Assembly President.

Mr. Ban has called on both Israel and the Palestinians to carry out "full, independent and credible investigations" in accordance with the recommendations of the mission.

He said he was aware both were now going to have their own investigations. "I have not received any further details, but that is positive, I would say," he told a news conference at UN Headquarters on Wednesday. "I have been repeatedly urging the Israeli Government to institute a credible domestic investigation process."

A new campaign in Zambia backed by the United Nations Children's Fund (<"http://www.unicef.org/">UNICEF) calls for an end to gender-based violence, the second biggest scourge in the nation, following HIV and AIDS, according to the African nation's leader.

President Rupiah Bwezani Banda launched the campaign – whose theme is "Abuse, Just Stop It" – yesterday in the capital, Lusaka, declaring zero tolerance for perpetrators of sexual- and gender-based violence.

UNICEF expressed its support to ensure that women and children are protected from violence.

"This requires action and commitment from all levels of Zambian society," <"http://www.unicef.org/media/media_51566.html">said Elspeth Erickson, UNICEF's Deputy Representative in the country.

Dual Owusu-Sarfo, acting UN Resident Coordinator, hailed Zambia's commitment to tackle gender imbalances and to "accord women and men equal rights and opportunities in development."

This commitment, he said, is evidenced by the nation's signing of international and regional treaties including the Convention on the Elimination of all Forms of Discrimination Against Women and the Convention on the Rights of the Child.

The campaign will include road shows held in five districts, school debates, drama shows and a mobile video van that will show films and documentaries on gender-based violence.

Secretary-General Ban Ki-moon said today he will ask Member States to expedite measures to strengthen security to respond to the "dramatically escalated" threat against the United Nations, as witnessed by the deadly attack yesterday in Kabul, Afghanistan, that killed five UN staff and injured several others.

"Increasingly, the UN is being targeted, in this case precisely because of our support for the Afghan elections," Mr. Ban <"http://www.un.org/apps/sg/offthecuff.asp?nid=1337">told reporters after a closed-door meeting with the Security Council.

He noted that, not counting peacekeepers, 27 UN civilian personnel have lost their lives to violence so far this year, more than half of them in Afghanistan and Pakistan.

"The UN is a civilian operation," he stressed. "We are working there to help Afghanistan's people but our mission is not safe and [is] vulnerable. We need the full support of the Afghanistan Government and the international community."

Yesterday both Mr. Ban and his Special Representative for Afghanistan, Kai Eide, pledged that the UN will continue its work in the country despite the attack on a guest house in Kabul, for which the Taliban has claimed responsibility.

In his briefing to the Council, Mr. Ban told the 15-member body of the heroism of the security officers of the UN Assistance Mission in Afghanistan (<"http://unama.unmissions.org/default.aspx?/">UNAMA) during the early morning attack.

"For at least an hour, and perhaps more, they held off the attackers, fighting through the corridors of the building and from the rooftop, giving their colleagues time to escape," he said.

"Without their heroism, there could have been more casualties, victims."

He added that the UN is considering a number of immediate short-term measures, including the consolidation of UN staff in Kabul, as well as the feasibility of bringing in extra security units to guard UN facilities.

"We cannot do it alone. We need the support of the Member States," said the Secretary-General. "We must realistically assess the situation and put in place more effective protections for our staff as they perform their crucial tasks."

The Council, in a presidential statement, voiced support for the measures already taken by Mr. Ban to ensure staff security and said it looked forward to further detailed proposals by him. It also commended the determination of the UN not to be deterred by the tragic incident and to carry on its mission in Afghanistan.

UN agencies in Afghanistan met today to review security for their staff in the wake of the attack, which occurred just days ahead of the presidential run-off scheduled for 7 November.

"A number of recommendations for immediate actions have gone forward, and further discussion of longer-term measures will continue in the coming days," UN spokesperson Michele Montas said at a press briefing in New York.

Asked whether the elections will be postponed, Ms. Montas said that was not planned, adding that the UN is determined to continue with its support to the elections.

Earlier today, Mr. Ban stressed the need for a strengthened and unified security management system, as he presented his budget proposals for the Organization for the biennium 2010-2011.

The proposals, he said, will enable the UN to strengthen security for its staff, their dependents and UN premises. He urged Member States to consider the proposals favourably, saying, "After all, our people are your people."

Mr. Ban will take his request for strengthened security measures to the full membership of the UN when he briefs the Assembly tomorrow.

"I will ask for expedited action for our security measures, so that we can meet the dramatically escalated threat to UN staff, now widely considered to be a 'soft target,' as well as provide support for victims and their families," he stated.

Secretary-General Ban Ki-moon today proposed a budget of just over $5 billion to cover the work of the United Nations Secretariat for the next two years, telling a General Assembly committee that only a slight increase over the budget is needed despite increased demands for the UN's services.

Under Mr. Ban's proposal, which is being examined by the Assembly's Fifth Committee (administrative and budgetary), the Secretariat is requesting $5.06 billion for 2010 and 2011, which represents real growth of $22.4 million, or half a percentage point, over the previous biennium.

There would be a net reduction of 24 posts for the world body, with an increase in the Secretariat's Professional category being offset by a cut in jobs in General Service and related categories.

Mr. Ban <"http://www.un.org/apps/sg/sgstats.asp?nid=4196">told the committee that the proposals take into account the global economic and financial crisis and reflect strict budgetary discipline, balancing growth in some areas with reallocation and realignment in others.

"The United Nations faces increasing demands for its services," Mr. Ban said. "As Chief Administrative Officer, I am committed to management reform and to greater transparency, accountability and efficiency."

To that end, Mr. Ban highlighted the continuing costs of implementing a new information and communications technology (ICT) system to help the world body better plan and manage its resources, personnel needs and reporting process. He also drew attention to the expense of training related to International Public Sector Accounting Standards.

Mr. Ban noted that resources have also been allocated to ensure that staff have the skills necessary to meet the evolving needs of the Organization.

"In order to achieve the goals of the Secretariat-wide ICT Strategy, there is an urgent need to create a budgeting environment in which major ICT projects are considered strategic and different from recurring operational expenses.

"Without this kind of 'capital' budgeting arrangement for ICT, it will be impossible to overcome systemic under-investment in ICT, which has seen the Secretariat fall far behind other organizations in overall effectiveness and efficiency," said Mr. Ban.

A strengthened and unified security management system is among a number of significant expenditures likely to be presented in separate report to the General Assembly.

"My proposals will enable us to strengthen security for our staff, their dependents and UN premises," said Mr. Ban, urging Member States to consider these proposals favourably. "After all, our people are your people."

Secretary-General Ban Ki-moon has expressed cautious optimism over the progress of democracy in Guinea Bissau, where a series of political assassinations earlier this year threatened stability in the impoverished West African country.

In his latest <"http://www.un.org/Docs/journal/asp/ws.asp?m=S/2009/552">report on the country to the Security Council, released today, Mr. Ban commended its people for the "peaceful and well organized" presidential elections in June and July, where Malam Bacai Sanhá won a run-off round against Mohamed Yalá.

But he noted that the record voter abstention rate points to the need for Guinea-Bissau's political leaders to "foster dialogue and accountability towards their constituents, in order to reinforce democracy and regain the confidence of citizens."

The period under review was dominated by the tension that followed the assassinations of presidential candidate Baciro Dabó and the former defence minister Helder Proença in early June on the eve of the official launch of the electoral campaign.

In March then president João Bernardo Vieira was also assassinated amid tensions between the Government and the military forces in a country marked by decades of civil conflicts, coups d'état and uprisings.

The Secretary General urged the successful completion of the ongoing investigations into those political assassinations, which will "assist in combating impunity and will contribute to justice and national reconciliation."

"It will also improve the image of Guinea-Bissau and restore the confidence of the international community," added Mr. Ban.

He also pledged the support of the UN Peacebuilding Office in Guinea-Bissau (UNOGBIS), which will be succeeded on 1 January 2010 by the UN Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS).

The new office will be responsible for, among others, strengthening the capacity of national institutions, supporting the establishment of efficient law enforcement and helping to mobilize international assistance.

"There is a window of opportunity in Guinea-Bissau that must be seized," added Mr. Ban, urging the country's leaders to capitalize on the success of the elections and public optimism to also improve the country's social and economic conditions.

Guinea-Bissau is one of the world's poorest countries, and over the past year the cost of rice and other cereals have soared by as much as 30 per cent.

But the Secretary-General said there are also some encouraging signs, with stronger-than-expected sales of cashew nuts – the nation's main export crop – ensuring that the forecast economic decline in Guinea-Bissau will not be as severe as anticipated.

Secretary-General Ban Ki-moon today named a Special Representative on Food Security and Nutrition to stem and reverse the mounting number of children, women and men worldwide suffering from chronic hunger.

David Nabarro, who has been appointed to the new role, is tasked with developing a more coherent international response to combat food insecurity and malnutrition which now affects over one billion people globally, with a focus on multilateral agencies taking the lead and increased international assistance.

Dr. Nabarro, a qualified physician from the United Kingdom, has had a long career working on national health programmes around the world, including as the Executive Director of the World Health Organization (<"http://www.who.int/en/">WHO), and since January has been responsible for coordinating the UN High Level Task Force on the Global Food Security Crisis.

The Task Force – consisting of UN agencies, funds and programmes; international financial institutions; and the World Trade Organization (<"http://www.wto.org/">WTO) – was set up to respond to the plight of the hundreds of millions of people affected by food insecurity and to the need for longer-term investment in agricultural development, fair trade, social protection and nutrition.

Mr. Nabarro told reporters at UN Headquarters in New York last month that the lack of "enough food to eat, or food insecurity, is the ultimate degradation for humanity," adding that it weakens and imperils individuals, while disempowering and destabilizing societies.

He emphasized a need for greater national planning for food security, a transformation of markets and trading systems in the agricultural sector to work more in the interest of poor people and their countries, stronger social protection and safety nets in development programmes and a re-engagement in the fight against malnutrition, which affects 50 million women and children at any one time.

Iran has submitted an initial response on a draft agreement on fuel for its civilian nuclear research facility to the head of the United Nations International Atomic Energy Agency (<"http://www.iaea.org/NewsCenter/PressReleases/2009/prn200914.html">IAEA), it was announced today.

Last week, the country asked for more time to consider the proposal on the provision of fuel for the site in Iran's capital, Tehran, which, among other activities, produces medical radioisotopes for therapeutic and diagnostic procedures.

The agreement was announced at the end of a three-day meeting – also attended by representatives from France, Russia and the United States – at IAEA headquarters in Vienna on 21 October.

IAEA Director General Mohamed ElBaradei had given the nations involved until last Friday to approve the proposal, but Iran asked for more time to consider the draft while the three other parties signalled their endorsement.

Mr. ElBaradei is consulting with the Iranian Government and others "with the hope that agreement on his proposal can be reached soon," according to an IAEA press release.

Last week, he characterized the draft text as a "balanced approach on how to move forward," adding that its endorsement by all four countries would be a "very important confidence-building measure that can defuse the crisis that has been going on for a number of years and open space for negotiations."

The IAEA chief also voiced hope that if approved, the agreement will "open the way for a complete normalization of relations between Iran and the international community."

Over the weekend, IAEA inspectors visited a recently-disclosed uranium enrichment facility in the Iranian city of Qom, southwest of Tehran, whose existence and construction the agency was informed of late last month.

Secretary-General Ban Ki-moon has said the facility violates Security Council resolutions because of the delay in its disclosure and has repeated his call for Iran to implement Council resolutions and cooperate with the IAEA on resolving outstanding concerns regarding its nuclear programme.

Iran has stated that its nuclear programme is for peaceful purposes, but some other countries contend it is driven by military ambitions. The issue has been of international concern since the discovery in 2003 that the country had concealed its nuclear activities for 18 years in breach of its obligations under the Nuclear Non-Proliferation Treaty (NPT).

The top African Union-United Nations peacekeeping official in Sudan met with leading Government ministers this week to urge them to step up efforts for the safe release of abducted UN and other humanitarian workers in the strife-torn Darfur region, calling it a "hostage crisis."

Henry Anyidoho, Acting Joint Special Representative of the AU–UN Mission in Darfur, know as (<"http://www.un.org/Depts/dpko/missions/unamid/">UNAMID), discussed the release and steps to pre-empt recurrences with Sudanese Interior Minister Ibrahim Mahmoud Hamid and Minister of State for Foreign Affairs Al Saman Al Wasila while on his way to Abuja, Nigeria, to attend the AU Peace and Security Council meeting on Darfur.

Two UNAMID civilian staff members were abducted from their home in the West Darfur town of Zalingei at the end of August and have yet to be released.

Last week, a staff member of the International Committee of the Red Cross (ICRC), French-British national Gauthier Lefevre, was snatched by gunmen while retuning to El Geneina, capital of West Darfur state, from a field mission to help local communities obtain clean drinking water.

A week before that, an armed rebel group in North Darfur state released two staffers of the international non-governmental organization (NGO) GOAL after they had spent three months in captivity.

Mr. Anyidoho discussed the current security situation and strategies to reduce banditry and criminality in Darfur with the two ministers, thanked them for their cooperation with UNAMID and sought continued and enhanced cooperation in executing the mission's mandate.

Both ministers assured him of the Government's full commitment to upcoming talks with Darfur rebel movements aimed at bringing peace to a region where at least 300,000 people are estimated to have died and another 2.7 million more have been driven from their homes in over six years of fighting between the Government, its militia allies and various armed groups.

CÔTE D'IVOIRE: SECURITY COUNCIL EXTEND SANCTIONS FOR ANOTHER YEAR

The Security Council today extended the sanctions imposed on Côte d'Ivoire, warning that the situation in the divided West African nation continues to pose a threat to international peace and security for the region.

In a unanimously adopted resolution, the 15-member Council voted to maintain for another year an arms embargo, restrictions for certain individuals on travel and financial movements, and the ban on any State importing rough diamonds from Côte d'Ivoire.

The Council pledged to review these measures no later than three months after the holding of open, free, fair and transparent presidential elections, which were originally scheduled as far back as 2005 but are now slated for the end of next month.

In addition, the Council's resolution called on the UN peacekeeping operation in Côte d'Ivoire (<"http://www.un.org/Depts/dpko/missions/unoci/">UNOCI), and the French force that supports it, to fully uphold the enforcement of the arms embargo on the country, which has been split for more than seven years between the Government-controlled south and the rebel Forces Nouvelles-held north.

Earlier this week, the Group of Experts set up in 2005 to monitor the sanctions told the Council in a report that the northern part of the country bears more resemblance to a warlord economy than to a functioning government administration.

Largely independent military 'zone commanders' of the Force Nouvelles control and exploit natural resources, providing both motive and means to sustain territorial control in northern Côte d'Ivoire, the report said.

Despite the arms embargo, northern and southern Ivorian parties are rearming or re-equipping with related materiel, the experts' report said.

The Group identified seven separate cases in which the Government and the Forces Nouvelles acquired arms and related materiel in breach of the sanctions regime. It was particularly concerned by the systematic transfer of weapons and ammunition from neighbouring Burkina Faso to the Forces Nouvelles-controlled north of the country, which may be linked to cocoa smuggling.

On diamonds, the Group noted that the absence of effective border controls allows the rough diamond trade in Côte d'Ivoire to extend, almost seamlessly, into Burkina Faso and Mali. There is also concern that Ivorian diamonds may be illegally exported through Guinea and Liberia.

In addition, the experts voiced concern that two of the three individuals subject to assets freezes and travel bans continue to access and accrue revenues despite the sanctions imposed on them.

The Security Council also decided to extend the mandate of the Group of Experts until 31 October 2010, requesting the Secretary-General to take the necessary administrative measures.
