Secretary-General Ban Ki-moon <"http://www.un.org/apps/news/infocus/sgspeeches/statments_full.asp?statID=585">commended the world leaders who addressed the opening of today's United Nations climate change gathering – including the leaders of the United States, China, Japan and the Maldives – for displaying "energy and dynamism" on the issue.Some 100 heads of State and government have converged on UN Headquarters in New York for the largest-ever summit on climate change. Mr. Ban said he appreciated the leaders' demonstration of leadership "so that negotiators will get clear guidelines and directions" ahead of this December's conference in Copenhagen, Denmark, where negotiations on an ambitious new climate change agreement on curbing greenhouse gas emissions are set to conclude. The opening session of today's summit heard from eight world leaders, with the officials from Japan, the European Union and other developed countries having reaffirmed their pledges to slash emissions by 25 per cent by 2020. "It was an historic and strong commitment… particularly from Japan," the Secretary-General pointed out. To achieve the 2020 target, Japan's newly-elected Prime Minister vowed in his address to introduce a domestic emission trading system and a tariff for renewable energy, as well as considering a global warming tax. "You should remember how difficult it might have been for you, Prime Minister [Yukio Hatoyama] – who has been in his office only six days – and has changed the whole dynamic!" Mr. Ban exclaimed. For his part, Mr. Obama noted that the world has been too slow to act or even recognize the magnitude of the global warming threat. "It is true of my own country as well. We recognize that. But this is a new day. It is a new era," he added. "And I am proud to say that the United States has done more to promote clean energy and reduce carbon pollution in the last eight months than at any other time in our history." Also speaking at the opening session of the summit was Chinese President Hu Jintao, who emphasized the unique situation of developing countries. He said their top priorities are to grow their economies and wipe out poverty. "The international community should pay close attention to the predicament of developing countries," he emphasized. "It is important to listen to their voice and respect their wishes, and combine our efforts to address climate change with those to promote the growth of developing countries and build up their own dynamism for development and ability for sustainable development." The leader of the Maldives – which consists of some 1,200 tropical coral islets, none of which rises more than 1.8 metres above sea level, leaving the 400,000 inhabitants at great risk of rising sea levels and storm surges – issued an impassioned plea for urgent action today. President Mohamed Nasheed expressed hope that this summit will not fall into the predictable pattern whereby nations pledge action at international gatherings, only to forget about their commitments. "We at the Maldives desperately want to believe that one day our words will have an effect, and so we continue to shout them even though, deep down, we know that you are not really listening," he said. Other leaders who addressed the opening session were President Paul Kagame of Rwanda, Prime Minister Fredrik Reinfeldt of Sweden, President Óscar Arias Sánchez of Costa Rica, and President Nicolas Sarkozy of France.

Climate change presents a choice between sustainable economic growth and turmoil, Secretary-General Ban Ki-moon told business leaders today, stressing that failure to 'seal the deal' on an ambitious new agreement to curb greenhouse gas emissions is not an option.Negotiations are set to conclude in Copenhagen, Denmark, in December on a new climate agreement to go into effect when the Kyoto Protocol's first commitment period ends in 2012. "An agreement in Copenhagen will help to fundamentally transform the global economy. It can spur innovation, unleash investments on an unprecedented scale and power green growth across the planet," Mr. Ban <"http://www.un.org/apps/sg/sgstats.asp?nid=4082">said at the UN Leadership Forum on Climate Change, organized jointly by the UN Global Compact and other members of the UN family. The lunchtime event was attended by dozens of heads of State and government, as well as nearly 200 leaders of business and civil society organizations, including Cisco Systems, Deutsche Bank, and Oxfam International. Many of these leaders have already made strides in the fight against climate change, the Secretary-General said in his remarks. "They understand, you understand, that the short-term cost of action is far outweighed by the long-term price of inaction," as well as boosting global competitiveness and prosperity. Although the road ahead is complex, he highlighted that the choice is clear. "It is a choice between sustainable growth, a choice between inclusive global markets and trade anarchy, a choice between a healthy planet and environmental catastrophe." The forum also heard from, among others, former United States Vice-President and Nobel Peace Prize laureate Al Gore. Participants engaged in interactive discussion sessions on mitigating and adapting to climate change, focusing on such areas as food security, energy solutions, water, financing and disaster preparedness. Also taking place today at UN Headquarters is the largest-ever gathering of world leaders on climate change. Convened by the Secretary-General, it has drawn some 100 heads of State and government to engage in direct discussions in small groups, each co-chaired by a leader from a developing and developed country, with the aim of finding a common understanding on a path forward. At the end of the day-long summit, this understanding will be captured in a summary presented by Mr. Ban.

As negotiations wind down for a new climate change agreement to be reached in Copenhagen, Denmark, at the end of the year, the United Nations is continuing its push to ensure that the voices and needs of children – among the most vulnerable to global warming – are not ignored.Some 100 heads of State and government are gathering at UN Headquarters in New York today for a meeting on global warming convened by Secretary-General Ban Ki-moon, who hopes that the event will generate political momentum towards 'sealing the deal' in the Danish capital in December on an ambitious agreement on curbing greenhouse gas emissions. "But the issue of children is very easily overlooked," according to Ken Maskall, a special advisor for the UN Children's Fund (<"http://www.unicef.org/">UNICEF). Texts being negotiated by nations, he said, include "scant reference to children." Characterizing climate change as an issue of "intergenerational justice," which exacerbates already existing problems such as poverty, inequity and degraded environments, he emphasized that "if we're failing to act, we're doing harm and infringing upon the rights of future generations." According to the World Health Organization (<"http://www.who.int/ceh/en/">WHO), children bear a disproportionate burden of disease caused by environmental factors, exacerbated by social and economic conditions such as conflict, poverty and malnutrition. Although they account for only 10 per cent of the global population, children under the age of five are victims of over 40 per cent of serious health risks resulting from environmental hazards, WHO said. Diarrhoeal diseases also claim almost 2 million children's lives yearly, with most cases related to environmental conditions, such as contaminated water and inadequate conditions. Global warming poses health risks – triggering catastrophic weather events, affecting food and water supplies, increasing air pollution and leading to the emergence of new infectious disease outbreaks – and will likely have the greatest impact on developing nations, which are the least able to cope and respond, according to the agency. UN experts, however, point to health indicators as only one benchmark of measuring global warming's impact on children. "You have to look at the cumulative impact of climate change, which sets off a chain of reactions," including aggravating poverty and malnutrition, said Maaike Jansen, who works as a Programme Officer for the UN Environment Programme (<"http://www.unep.org/">UNEP). These, in turn, she said, could potentially interfere with a child's mental development and educational achievements, leaving lasting effects. Mitigation measures to curb greenhouse gas emissions are vital, Ms. Jansen pointed out. Equally crucial are adaptation strategies, ranging from improving disaster risk reduction activities, such as teaching children how to swim, improved water management and creating drought-resistant crops. An end to "development as usual" is necessary to tackle climate change, said Lucy Stone, Climate Change Project Manager for UNICEF in the United Kingdom. "All development now will have to factor in how to adapt to the changing climate" by erecting homes away from flood zones and hurricane-proofing buildings, among other measures, as well as how to move towards a low-carbon society, where renewable forms of energy replace fossil fuels as the main sources of energy, she noted. World leaders are discussing the future of the war against global warming today and nations are gearing up towards Copenhagen, but children hold the "moral card" in the climate debate since they are the ones who will live with the decisions made now, Ms. Stone underscored. Behavioural change can only be brought about by children, Mr. Maskall said, stressing the value of empowering kids and of environmental education targeted for young people. "Children want to be taken seriously, and there is a new generation of young activists using all available media technology and increasingly are going to play a more forceful role in changing direction of debate," he predicted. UN agencies, including UNICEF, UNEP and the UN Development Programme (<"http://www.undp.org/">UNDP), are supporting an initiative called <"http://unite4climate.org/">Unite for Climate, which seeks to heighten youth actions in finding solutions to global warming. That scheme aims to swell the number of children involved in the fighting climate change, as well as bring together various climate campaigns from around the world. Last month, the largest-ever youth climate change conference, organized by UNEP, was held in the Republic of Korea, with the 800 young participants pledging to plough ahead with efforts to ensure that global warming remains an international priority. During the week-long Tunza International Youth Conference on Climate Change, young people agreed on regional action plans calling for, among other measures, reaching out to other environmental groups, educating others about the upcoming Copenhagen conference and utilizing social networking sites, such as Twitter and Facebook, to spread the message. "There are a lot of indigenous cultures that are losing, because nobody wants to hear what we want to say, what we know about mother earth, and it is frustrating for us because we have so many things to share and the world doesn't listen to us," said Yaiguili Alvarado Garcia from the Kuna indigenous group in Panama. "There are many things we asked the governments to do and we know it is hard, but we want to work with them. We just want to make a better place for the children, for the animals and plants. It is about time we stop thinking just for us and think also for other beings that cannot speak for themselves. It is time to stop being selfish," she added.

The new President of the General Assembly, Ali Treki, held wide-ranging talks with United States President Barack Obama today, broaching peace and security, climate change, the Middle East conflict, the Darfur conflict in Sudan, disarmament and African development.Dr. Treki voiced appreciation for Mr. Obama's speech in Cairo earlier this year to the Muslim world, which he said opened the door for promoting more effectively the dialogue among civilizations, his spokesperson said in a statement. He expressed support for the US President's efforts to promote peace in the Middle East and noted that progress on this front will be extremely encouraging for international peace and security. Praising Mr. Obama's recent speech in Accra, Ghana, he noted that with its vast resources, the African continent has great potential and needs to be supported through trade and foreign investment. Mr. Obama said in Accra that his administration was giving priority to developing a partnership with the African continent, with special focus on food security, development and governance, today's statement said. The two leaders discussed the efforts for the maintenance of peace and security in Africa, particularly the cooperation between all sides with regard to the situation in the western Sudanese region of Darfur. Mr. Obama said a special meeting organized by the US with the top troop-contributing countries to the joint UN-African Union peacekeeping operation in Darfur (known as UNAMID) aimed to acknowledge the important contribution of peacekeepers and to discuss ways of making UN peacekeeping more effective. The two also exchanged views on the Security Council summit meeting on nuclear non-proliferation and nuclear disarmament to be held on 24 September under the current US presidency of the Security Council. Dr. Treki expressed support for Mr. Obama's new approach to missile defence and disarmament. The two also discussed the important role of women in promoting the objectives of peace and security and development, the statement concluded.

A new United Nations treaty governing the movement of commercial cargo by sea is slated to be signed on Wednesday in Rotterdam, UN spokesperson Michele Montas announced today.Ms. Montas told reporters that the Dutch city will host a signing ceremony for the UN Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea, also known as the "Rotterdam Rules." The Convention, adopted by the UN General Assembly in December 2008, creates a set of contemporary and uniform rules for the transportation of containers that include an international sea leg, but is not limited to port-to-port shipping of goods. Describing the rights and obligations of all parties involved in shipping goods by sea, the treaty aims to bring clarity regarding who is responsible and liable for what, when, where and to what extent. Among the innovations contained in the Convention, which updates and replaces three obsolete treaties, are provisions covering electronic transport records and container shipping as well as regulations for combined sea and land transport. The UN estimates that the shipping industry hauled 8 billion tons of cargo in 2007, or 80 per cent of the volume of world trade. The movement of oil constituted 33 per cent; dry bulks – iron ore, grain, coal, bauxite/alumina and phosphate – made up 25 per cent; and other dry cargos, including consumer goods, 42 per cent of the total goods shipped.

A senior United Nations official has called on the international community to do more to plant seeds of durable peace in Somalia, while paying tribute to the African Union peacekeepers who last week gave their lives while supporting the people of the strife-torn nation.The suicide bomb attacks on the Mogadishu headquarters of the AU mission in Somalia (<"http://www.africa-union.org/root/AU/AUC/Departments/PSC/AMISOM/amisom.htm">AMISOM) on 17 September reportedly killed at least 21 people, including the outgoing deputy force commander, Gen. Juvenile Niyoyunguriza from Burundi. The Secretary-General's Deputy Special Representative for Somalia, Charles Petrie,
spoke on behalf of the UN at a funeral service held on Sunday in the Burundian capital, Bujumbura, for the officers and soldiers from that country who were killed in the attacks. "Our presence today in Burundi is to express our deep gratitude and our unwavering admiration for these soldiers," he said, paying tribute to those who paid the ultimate price in supporting peace in Somalia. He called on the international community to do more to foster peace, saying "it is our duty to accompany Somalia in this long process." A full investigation is under way into the circumstances of last week's attacks, which were strongly condemned by Secretary-General Ban Ki-moon and several of Somalia's international partners.

A high-level Rwandan rebel indicted by the United Nations war crimes tribunal for his role in the 1994 genocide in the tiny Central African country has been handed over to the court after being arrested in the neighbouring Democratic Republic of the Congo (DRC).Grégoire Ndahimana, a high-level figure in the Forces démocratiques de libération du Rwanda (FDLR), was arrested in eastern DRC by the Congolese Army on 10 August 2009, and handed over by the Congolese Government to the International Criminal Tribunal for Rwanda (<"http://www.ictr.org/default.htm">ICTR) on Sunday in a transfer facilitated by the UN Mission in the DRC, known as <"http://monuc.unmissions.org/">MONUC. Mr. Ndahimana was one of 13 fugitives still at large out of the 81 people indicted by the ICTR for serious violations of international humanitarian law committed in Rwanda in 1994, when an estimated 800,000 ethnic Tutsis and Hutu moderates were killed by Hutu militants, mainly by machete, during a period of less than 100 days. With advances in digital technology playing into the hands of intellectual pirates, the head of the United Nations agency entrusted with protecting copyrights, patents and trademarks today called for a "global consultation" on how to finance culture in the 21st century.Governments must reflect on "how we can make copyright work in a digital environment where there is no difference in quality between the original and the copy and where the means of reproduction and distribution are available to everyone at insignificant cost," UN World Intellectual Property Organization (WIPO) Director General Francis Gurry told his agency's annual meeting in Geneva. "Tumultuous developments" are occurring, signalling "a fundamental challenge for the institution of copyright," he said. The objective of copyright is to "provide a market-based mechanism that extracts some value from cultural transactions to enable creators to lead dignified economic existence while at the same time ensuring the widest possible availability of affordable content," but the problem is "how to realize that objective amid the convergence of the digital environment," he added. "If we are to retain in this Organization our relevance in rule making we must be able to deal with all the frequencies of the spectrum of technological development," he said, urging Member States to find common ground in advancing the agency's normative work. Failure to do so would damage multilateralism and open the way to bilateral and pluri-lateral arrangements at a time when use of technologies is increasingly global, he warned, adding: "Global use of technology calls for a global architecture of norms to ensure that technologies are indeed available everywhere." WIPO needs to be able to make rules both for the latest developments in technology and for traditional knowledge systems. Member States need "to show flexibility and understanding" in renewing the mandate of the WIPO Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore (IGC) on terms that will allow tangible results at the international level, he added.

United Nations officials in Sudan have strongly condemned a deadly attack at the weekend on a village in the south of the country that has claimed dozens of lives and is the latest in a series of ethnically-based attacks against civilians that have provoked mounting international concern.Media reports say around 80 people were killed, nearly 50 others wounded and around 2,000 homes were burned when gunmen attacked the village of Duk Padiet in Jonglei state on Sunday morning. Last month tribal militiamen attacked residents of the village of Wernyol, killing numerous civilians, and many other attacks have been reported across the south since the start of the year. The UN Mission in Sudan (<"http://unmis.unmissions.org/">UNMIS) issued a statement deploring the latest attack and voicing concern about the escalation of violence this year. "Some of the more recent attacks have deliberately targeted women and children and have had little or nothing to do with cattle rustling, a traditional cause of violence between neighbouring tribes and ethnic groups in the region," the statement noted. "This will become a source of mounting concern as the country heads towards the April 2010 national election and the referenda in southern Sudan and the Abyei region scheduled for 2011." The mission said it was concerned "that there may be elements that are directing attacks against institutions of the state. UNMIS urges the Government of Southern Sudan [GoSS] and other duly constituted authorities to further strengthen their efforts to identify and bring to justice the perpetrators of these crimes." The mission flew the Governor of Jonglei and the GoSS Minister of Internal Affairs to the Duk Padiet area yesterday and offered its support to "all efforts to contain violence, promote reconciliation and address the humanitarian needs of the affected population in the coming days." UNMIS added that it was by the efforts of the Jonglei state Government to restore order and deter retaliatory attacks following Sunday's killings and to pursue dialogue among all parties.

Yesterday's discussions were one of a series of bilateral talks Mr. Ban is holding with world leaders this week as they gather at UN Headquarters for the summit on climate change and the start of the annual high-level segment of the General Assembly. Meanwhile, the UN Office for the Coordination of Humanitarian Affairs (<"http://ochaonline.un.org/">OCHA) has revised upwards its flash appeal for aid to Pakistan, where hundreds of thousands of people remain uprooted by conflict in the northwest of the country. The appeal has been revised from $542 million to $680 million, according to Elisabeth Byrs, a spokesperson for OCHA, and as of today some $308 million is still needed.

Secretary-General Ban Ki-moon today voiced his strong support for Palestinian efforts to complete the building of state institutions in two years, and pledged the full assistance of the United Nations towards this goal.The plans to build up Palestinian institutions were announced last month by Prime Minister Salam Fayyad, and reportedly include disentangling the Palestinian economy's dependence on Israel and foreign aid, trimming the size of the government, increasing the use of technology and unifying the legal system. "I strongly support the Palestinian Authority's plan to complete the building of the state apparatus for Palestine in two years, and pledge the UN's full assistance," Mr. Ban said in a <"http://www.un.org/apps/sg/sgstats.asp?nid=4079">message to the Ad Hoc Liaison Committee that was delivered by B. Lynn Pascoe, Under-Secretary-General for Political Affairs. "The significance of this goal should not be lost on any of us. Nor can we underestimate the urgency of the moment," he told the gathering, which was attended by Mr. Fayyad and other officials. "Either we move forward, towards two States living side-by-side in peace, or backwards towards renewed conflict, deeper despair and long-term insecurity and suffering for Israelis and Palestinians alike. The status quo is untenable." Mr. Ban said he hoped it will be possible to immediately launch negotiations for an end of occupation and an end of conflict, based on clear commitments to and implementation of the Middle East Roadmap, including a settlement freeze. In addition, efforts on the political track must be accompanied by work on the ground, including continued engagement by the Palestinian Authority with the challenges ahead, as well as broader action by Israel to ease movement and access restrictions and to enable Palestinian growth. For donors, this means continued support to the Palestinian Authority, including budget support, and the alignment of programming behind Palestinian national priorities, he added. The Secretary-General also noted that the long-term impact of what is happening currently in Gaza can only undermine efforts to build a Palestinian State and achieve peace between Israelis and Palestinians. The UN has proposed in concrete terms how to kick-start civilian reconstruction in Gaza, under its auspices, and Mr. Ban appealed once again to Israel to allow the entry of material into the area to make a meaningful start in addressing the massive civilian recovery needs following the conflict there earlier this year. Today's gathering comes ahead of a meeting slated for Thursday of the diplomatic Quartet – comprising the UN, European Union, Russia and the United States.

Violence against women, the transition from war to peace and the criminalization of drug use and homosexuality are among the political, economic and social factors driving the HIV/AIDS pandemic, according to a United Nations-backed report released today."These findings underscore the importance of aligning efforts to prevent sexual violence and HIV prevention," Joint UN Programme on HIV/AIDS (UNAIDS) Executive Director Michel Sidibé said of the report – <i>HIV/AIDS, Security and Conflict: New Realities, New Responses</i> – produced by the AIDS, Security and Conflict Initiative (ASCI), a global research programme supported by UNAIDS. "These connections have yet to be well established within the global context of HIV prevention, treatment, cure and support." Among 10 specific ways in which peacekeeping, peacebuilding and humanitarian responses may be better attuned to the risks of HIV, ASCI called for greater attention to the links between violence against women, forced sex, and increased risk of infection, citing groups of men who control sex workers and trafficking as a "core group" influencing transmission rates. It also highlights the transition from war to peace as a factor that increase transmission as refugees go hone, soldiers leave the army and relief agencies wind down, urging international donors to provide funds to cover the gap in HIV services between relief and development. HIV prevention, treatment, care and support should be integrated into disarmament and demobilization programmes, it adds. The report stresses that in many countries laws and law enforcement drive the AIDS epidemic underground by criminalizing injecting drug use, sex work and homosexuality, thus ruling out proven HIV prevention methods such as needle exchange and the promotion of condom use. It called for a new international effort involving lawmakers and law enforcement agencies to draw up HIV-sensitive laws and policing.

The United Nations refugee agency has appealed to French authorities to consider the protection needs of individuals who had been staying in a makeshift camp in the northern city of Calais which the Government began to dismantle today.The people living in the camp, known as the 'jungle,' are mainly Afghans waiting to move to the United Kingdom. "As far as we know, only relatively few of them are still there this morning, most having moved to other locations," Andrej Mahecic, spokesperson for the UN High Commissioner for Refugees (<"http://www.unhcr.org/cgi-bin/texis/vtx/home">UNHCR), told a news conference in Geneva today. "We trust that the operation will be carried out in a correct and humane manner," he <"http://www.unhcr.org/4ab8a65a9.html">said, noting that UNHCR recognizes the need to combat smuggling and trafficking of persons, and the right of the French Government to maintain public order.
"Closing the so-called jungle camp does, however, not address the phenomenon of mixed and irregular migration, nor does it solve the problems of the people concerned, amongst whom there may be many with protection needs," said Mr. Mahecic. Therefore, UNHCR appealed to the French authorities to look for the best solution in each individual case. In particular, French authorities should ensure that those who wish to apply for refugee protection are given access to a full and fair asylum procedure, with an effective right of appeal. They should also be given proper accommodation pending the determination of their asylum claim, the agency stated, adding that special measures need to be taken for unaccompanied minors. "The situation in Calais underscores, once again, the need for governments in Europe to intensify efforts to arrive at a common European asylum system not only on paper but also in practice," said Mr. Mahecic.

A fifth and final round of voting will take place later today to determine which of the remaining two candidates will be selected as the next Director-General of the United Nations Educational, Scientific and Cultural Agency (<"http://portal.unesco.org/en/ev.php-URL_ID=29008&URL_DO=DO_TOPIC&URL_SECTION=201.html">UNESCO).Irina Gueorguieva Bokova, Bulgaria's former foreign minister and its current permanent delegate to UNESCO, and Farouk Hosny, Egypt's current Culture Minister, are the only candidates left in the field after four, inconclusive rounds of voting since last Thursday. The final round of <"http://portal.unesco.org/en/ev.php-URL_ID=46368&URL_DO=DO_TOPIC&URL_SECTION=201.html">voting will start about 6:30 p.m. local time in Paris, the headquarters of UNESCO and the site of the meeting of the agency's 58-member Executive Board. Voting is by secret ballot and the winner is chosen by a simple majority of the board. Seven other candidates were competing to be Director-General but have withdrawn from the race as the voting has progressed. They are Mohammed Bedjaoui (Algeria), Benita Ferrero-Waldner (Austria), Nouréini Tidjani-Serpos (Benin), Ivonne Juez de A. Baki (Ecuador), Ina Marciulionyte (Lithuania), Alexander Vladimirovich Yakovenko (Russia) and Sospeter Mwijarubi Muhongo (Tanzania).
The person elected will serve an initial four-year term. The current Director-General, Koïchiro Matsuura, ends his second term in November and is not eligible for another stint.

The United Nations refugee agency today welcomed the decision to move a makeshift camp in eastern Chad, which shelters 28,000 people driven from their homes in neighbouring Darfur, further away from the volatile border area with Sudan.The Oure Cassoni refugee camp, currently located just seven kilometres from the war-ravaged Darfur region of Sudan, has increasingly become a recruiting ground by rebel Sudanese militia of child soldiers, Andrej Mahecic, spokesperson for the UN High Commissioner for Refugees (<"http://www.unhcr.org/cgi-bin/texis/vtx/home">UNHCR), <"http://www.unhcr.org/4ab8a6d99.html">told reporters in Geneva. Mr. Mahecic added that in addition to an absence of protection and security guarantees, residents in the Oure Cassoni camp suffer from severe water and firewood shortages. UNHCR together with Chadian Government officials is considering the suitability of a new site 45 kilometres north of the town of Bahai and away from the border with Sudan, as well as an option to move the refugees into several smaller camps. "This week we will begin informing the residents of Oure Cassoni of plans to move the camp, which has been in operation for five years," said Mr. Mahecic. "Once a suitable site has been identified, planning the logistical aspects of the move will get underway," he added. "This will include designing the new camp, drilling boreholes and setting up tents to accommodate the refugees who will then construct their homes on their allocated spaces." Other UN agencies, such as the World Food Programme (<"http://www.wfp.org/">WFP) and the UN Children's Fund (<"http://www.unicef.org/">UNICEF), will collaborate in organizing the move, and the UN peacekeeping mission in Chad – known as MINURCAT – is expected to provide security and may supply logistical support. "Early estimates indicate that UNHCR will need to raise an additional $9 million to carry out the relocation operation," said Mr. Mahecic. UNHCR assists 250,000 Sudanese refugees in 12 camps in eastern Chad, and cares for around 70,000 refugees from the Central African Republic (CAR) in southern Chad.

The campaign to plant seven billion new trees in a bid to push governments into reaching agreement on a climate change pact in Copenhagen this December has achieved its goal, the United Nations announced today.Today's milestone was reached with the news that China has planted 2.6 billion trees as part of the campaign, bringing the total to 7.3 billion trees planted in 167 countries, according to a news release issued by the UN Environment Programme (<"http://www.unep.org/">UNEP). The campaign was launched in 2006 with the aim of planting seven billion trees by the end of this year, coinciding with the UN Climate Change Conference, which aims to draw up a successor pact to the Kyoto Protocol and reduce global greenhouse gas emissions. "Seven billion trees, seven billion commitments to action and seven billion reasons why governments should be inspired to 'seal the deal' at the crucial UN climate change convention meeting in Copenhagen in less than 80 days' time," <"http://www.unep.org/Documents.Multilingual/Default.asp?DocumentID=596&ArticleID=6319&l=en">said UNEP Executive Director Achim Steiner. He noted that when the campaign was launched, there were those who said it could not be done. Nobel Peace Prize laureate Wangari Maathai, the founder of the Kenyan Green Belt Movement and the campaign's co-patron, encouraged people to plant even more trees to celebrate today's achievement. "By making the Billion Tree Campaign such an incredible success, people from every continent are calling their governments to truly start caring for the planet and to find unity in the fight against climate change." Tree planting remains one of the most cost-effective ways to address climate change, according to UNEP. Trees and forests play a vital role in regulating the climate since they absorb carbon dioxide. Deforestation, in turn, accounts for over 20 per cent of the carbon dioxide humans generate, rivalling the emissions from other sources. Trees also play a crucial role in providing a range of products and services to rural and urban populations, including food, timber, fibre, medicines and energy as well as soil fertility, water and biodiversity conservation. The announcement of the milestone coincided with Global Climate Week, an event launched to mobilize global mass action around the UN high-level event on climate change which began in New York today.

Secretary-General Ban Ki-moon has named Princess Máxima of the Netherlands has his new Special Advocate on Inclusive Finance, which he said can spur poverty reduction and advance development. "Your extensive knowledge and expertise makes you a perfect choice for this important undertaking," Mr. Ban said yesterday. "You will be able to work for the well-being of so many people who need our hands, who need your hands and who need the United Nations." Inclusive finance, he pointed out, has a key role to play in propelling efforts to reach the Millennium Development Goals (MDGs), eight anti-poverty targets with a 2015 deadline. Princess Máxima was a member of the Advisors Group to the 2005 International Year of Microcredit and a year later she joined the UN Advisors Group on Inclusive Financial Sectors. She was a member of the Group's Executive Committee and chaired its Working Group on Advocacy. The Secretary-General voiced hope that Princess Máxima's "advocacy will make a tremendous difference."

With the clock ticking towards this December's climate change conference in Copenhagen, Denmark, Secretary-General Ban Ki-moon today pressed world leaders gathered at the United Nations to speed up their action on global warming and preserve the planet for future generations.Today's summit at UN Headquarters in New York is the largest ever on climate change, with more than 100 heads of State and government in attendance. It takes place just under 80 days before the start of the Copenhagen conference, where nations are aiming to wrap up negotiations on an ambitious new agreement to curb greenhouse gas emissions that would go into effect in 2012 when the Kyoto Protocol's first commitment period expires. But Mr. Ban, who visited the Arctic ice rim earlier this month and saw first-hand the rapid impact of climate change, today expressed regret over the "glacial" speed of negotiations and urged leaders to take "the long view" to meet their people's needs. "Climate change is the pre-eminent geopolitical and economic issue of the 21st century," he stressed. "It rewrites the global equation for development, peace and security." The Secretary-General countered claims that addressing global warming comes at too high a price tag. "They are wrong," he said. "The opposite is true. We will pay an unacceptable price if we do not act now." He urged developed nations to take the first steps forward, with developing nations also needing to make strides. "All countries must do more – now." Success in Copenhagen will require all nations working in concert to limit global temperature rise, as well as boost the world's ability to cope with changes set in motion by climate change. Any deal reached in the Danish capital must "provide comprehensive support to the most vulnerable" who have contributed least to the crisis but are suffering the most, Mr. Ban underscored. Adaptation, he said, is both a moral obligation and a political imperative. "It is a smart measure in a more secure future." Financing is also a crucial component, as well as the establishment of an equitable global governance structure addressing developing countries' needs. Not 'sealing the deal' in Copenhagen would be "morally inexcusable, economically short-sighted and politically unwise," the Secretary-General said. A new climate pact has the potential to help 'green' global economic growth and lift billions out of poverty, as well as boosting cooperation on trade, energy, security and health issues, he added. The past year's multiple crises – financial, economic and food, among others – has proven that "our fates are intertwined," Mr. Ban stressed.
The day-long event opened with the recitation of a portion of late astronomer Carl Sagan's Pale Blue Dot by actor Djimon Hounsou, followed by a film both written and narrated by children from around the world.
United States President Barack Obama and Chinese President Hu Jintao are among the world leaders who will address the opening session of today's gathering. It will also feature a UN Leadership Forum Luncheon – to be addressed by former US Vice-President and Nobel Peace Prize laureate Al Gore – which will mark the first time that global political leaders, as well as top business and civil society officials, will meet on such a large scale at the UN. While not a negotiating session, the summit will allow world leaders to engage in direct discussions in small round-table discussions, each co-chaired by a leader from a developing and developed country, with the aim of finding a common understanding on a path forward. At the end of the day-long event, this understanding will be captured in a summary presented by the Secretary-General. Meanwhile, World Food Programme (<"http://www.wfp.org/">WFP) Executive Director Josette Sheeran echoed Mr. Ban's call by challenging world leaders to focus on the human dimension of climate change. "Every day we at WFP see the effects of the ravages of weather-related hunger on the people we assist," she said in a <"http://www.wfp.org/news/news-release/statement-wfp-executive-director-josette-sheeran-climate-change">statement issued today. "Every day we see people suffer from droughts and floods. Every year the situation gets worse." Ms. Sheeran underlined that climate change is a "crisis multiplier" – adding to the negative impact of the existing food and financial crises.

The United Nations refugee agency today renewed its appeal to allow humanitarian aid to reach civilians displaced and stranded by fighting in northern Yemen, where clashes renewed over the weekend despite an announced two-week suspension of military operations."This is the second failed ceasefire in less than a month," Andrej Mahecic, spokesperson for the UN High Commissioner for Refugees (<" http://www.unhcr.org/cgi-bin/texis/vtx/home">UNHCR), told reporters in Geneva. He <"http://www.unhcr.org/4ab8a6a39.html">said the relative calm that was reported in the city of Sa'ada at the end of last week was shattered over the weekend as clashes erupted between Government forces and Al Houthi rebels. UN officials have repeatedly called for the establishment of humanitarian corridors for the delivery of much-needed aid to the 150,000 uprooted by the latest round of fighting that began on 12 August. Mr. Mahecic reiterated that a corridor to Sa'ada remains a top priority for UNHCR as its stocks in the city are diminishing. In neighbouring provinces, the agency is assisting internally displaced persons (IDPs) both inside and outside the camps. According to UNHCR, every day new families arrive in the Al Mazraq camp in Hajjah province, which is now sheltering some 5,000 IDPs. "Some walk for days before reaching the site. People in the camp are struggling to survive daily hardships as well as brutal weather," said Mr. Mahecic. In addition, heavy rain damaged more than 50 tents at the camp over the weekend, leaving hundreds of families without shelter. A team from UNHCR has rushed to repair or replace tents. Mr. Mahecic said that pending finalization of the layout of the newly identified camp site in Khaiwan in Amran province, UNHCR and its partners continue to register IDPs outside the camp, especially those who sought shelter in schools and with host families. It is also distributing aid to some 2,100 IDPs registered in the cities of Amran and Khamir.

Nearly 100 heads of State and Government are converging on United Nations Headquarters today for a climate change summit convened by Secretary-General Ban Ki-moon, the largest gathering ever on the issue.
The aim of the gathering is "for leaders to mobilize the political momentum that can accelerate the pace of negotiations and help strengthen the ambition of what is on offer," he said. Today's <"http://www.un.org/wcm/content/site/climatechange/lang/en/pages/2009summit">summit comes less than 80 days before the start of the climate change conference in Copenhagen, Denmark, where nations are set to wrap up negotiations on an ambitious new agreement on curbing the emission of harmful greenhouse gases. That agreement is set to go into effect in 2012, when the first commitment period of the Kyoto Protocol expires. In <"http://www.un.org/apps/sg/sgstats.asp?nid=4078">remarks yesterd
ay to the Alliance of Small Island Developing States, he emphasized that any deal reached in the Danish capital must be "equitable, effective and comprehensive," with today's summit serving as a "chance for national leaders to build bridges and dispel mistrust." Opening today's summit will be actor Djimon Hounsou, who will recite a portion of late astronomer Carl Sagan's "Pale Blue Dot," followed by a film both written and narrated by children from around the world. United States President Barack Obama and Chinese President Hu Jintao are among the world leaders who will address the opening session of today's gathering. It will also feature a UN Leadership Forum Luncheon -- to be addressed by former US Vice-President and Nobel Peace Prize laureate Al Gore -- which will mark the first time that global political leaders, as well as top business and civil society officials, will meet on such a large scale at the UN. While not a negotiating session, the summit will allow world lead
ers to engage in direct discussions in small roundtable discussions, each co-chaired by a leader from a developing and developed country, with the aim of finding a common understanding on a path forward. At the end of the day-long event, this understanding will be captured in a summary presented by the Secretary-General.
