| RENEWED MULTILATERALISM ORDER OF THE DAY, BAN TELLS GRADUATES IN SEATTLE New York, Oct 26 2009 8:10PM Secretary-General Ban Ki-moon today highlighted the need for greater collaboration among nations to address common challenges, including the global economic slowdown, the flu pandemic and climate change, adding that the United States is central to these efforts."Such challenges demand full and better collaboration – all nations working together for common solutions – rich and poor, big and small, north and south, developed and developing," Mr. Ban said in Seattle during a special convocation held at the University of Washington. "If ever there were a time to act in a spirit of renewed multilateralism… a moment to create a United Nations of genuine collective action… it is now," he stated. "We must be united in purpose, united in action." The Secretary-General, who received an honorary degree of doctor of laws at today's ceremony, told the gathering that the US is central to the renewed multilateralism. He welcomed US President Barack Obama's vigorous engagement within the framework of the UN, adding that a major test of the new cooperation will take place when nations meet six weeks from now at the Copenhagen climate change conference. "Copenhagen does not need to resolve all the details, but countries must agree to a deal that establishes an ambitious framework for progress on fundamental issues," he said, referring to the need for targets for the reduction of greenhouse gas emissions and funding to help developing countries limit the growth of their emissions. Mr. Ban also highlighted the need for urgent action in <"http://www.un.org/apps/sg/sgstats.asp?nid=4183">remarks to the World Affairs Council of Seattle, in which he called climate change the leading geopolitical and economic issue of the 21st century. "We will continue to see growing pressure on water, food and land. It will reverse years of development gains… exacerbate poverty… destabilize fragile States and topple governments," he warned. "Some say tackling climate change is too expensive," he added. "They are wrong. We will pay an unacceptable price if we do not act now." The Secretary-General delivered a similar <"http://www.un.org/apps/sg/sgstats.asp?nid=4184">message at a lunch with business leaders, telling them failure to act on climate change will have devastating consequences. "But we also know that this crisis presents an opportunity to retool our global economy," he stated, adding that a successful agreement in Copenhagen can help to unleash a clean energy revolution that will deliver economic growth and lower carbon emissions. Yesterday, Mr. Ban attended an event hosted by the City of Seattle dubbed the "Shrinking Bigfoot," a programme to raise awareness among local students about climate change, conservation, and the responsibility to protect the planet. Speaking to children between the ages of five and 16, he called on all people, young and old, to consider the well-being of the planet, and to shrink their carbon footprints with easy, everyday actions such as turning off the lights and recycling. Following the meeting with students, Mr. Ban and the children participated in a commemorative tree-planting ceremony, where they gathered to plant a ginkgo biloba to celebrate Seattle's contributions to protecting the global environment. He also met yesterday with the CEO of Microsoft, Steve Ballmer, and expressed gratitude for the corporation's support for the efforts of the UN. In addition, he commended Microsoft for its work in introducing new energy-efficiency standards in its buildings and offices, as well as increasing the use of renewable energy, including solar, wind and hydropower. Today he met with Bill and Melinda Gates, who, he said, are using their wealth to make the world a better place. | GENOCIDE TRIAL AT UN TRIBUNAL ADJOURNED BY A DAY AFTER KARADŽIć BOYCOTTS OPENING New York, Oct 26 2009 7:10PM The genocide trial of the former Bosnian Serb leader Radovan Karadžić opened today before a United Nations war crimes tribunal in The Hague but was then <"http://www.icty.org/sid/10250">adjourned by a day after the defendant failed to attend the proceedings.Judge O-Gon Kwon, presiding over the trial at the International Criminal Tribunal for the former Yugoslavia (<"http://www.icty.org/">ICTY), said he hoped that Mr. Karadžić, 64, would appear tomorrow and that the court's registrar would send transcripts and audio recordings of today's hearings to the accused. "By this method, the chamber wishes to again encourage Mr. Karadžić to attend these proceedings and reiterates that there are measures that may be taken should he continue to obstruct the progress of the trial," Judge Kwon said. Earlier this week Mr. Karadžić lost his appeal against a ruling that the trial should proceed despite his claim of immunity from prosecution due to an agreement he says he struck in 1996 with senior United States officials. Mr. Karadžić, who served as president of Republika Srpska and as head of the Serb Democratic Party and supreme commander of the Bosnian Serb military forces, was arrested last year and transferred to the custody of the ICTY after more than 13 years on the run. He is one of the highest-ranking officials to be indicted by the tribunal, which was established by the Security Council to deal with some of the worst crimes committed during the Balkan wars of the 1990s. Mr. Karadžić is charged with two counts of genocide and a series of other crimes, including murder, extermination, persecution, deportation and the taking of hostages, related to actions taken against Bosnian Muslims, Bosnian Croats and other non-Serb civilians in Bosnia and Herzegovina between 1992 and 1995. The indictment against him alleges he is responsible for the murder of more than 7,000 Bosnian Muslim men and boys in the town of Srebrenica – which was supposed to be a "safe haven" – in July 1995 in one of the most notorious events of the Balkan wars. He is also accused of being responsible for the shelling and sniping of civilian areas of Sarajevo during a 44-month siege of the city. | GENERAL ASSEMBLY ELECTS 22 NEW MEMBERS OF UN ECONOMIC AND SOCIAL COUNCIL New York, Oct 26 2009 7:10PM The General Assembly today elected 22 countries to serve on the Economic and Social Council (<"http://www.un.org/ecosoc/">ECOSOC), one of the principal organs of the United Nations and the body responsible for coordinating the economic, social and related work of various UN specialized agencies, regional commissions and functional commissions.During a secret ballot this morning at UN Headquarters in New York, Member States elected 18 countries to serve three-year terms starting on 1 January next year and four nations to replace New Zealand, Sweden, Greece and Portugal, which asked to relinquish their seats before the end of their current terms. The four countries proposed as replacements were Australia, Finland, Malta and Turkey, and they were duly elected today after obtaining the necessary two-thirds majority of countries present and voting. Australia and Finland will serve on ECOSOC from the start of next year until the end of 2010, while Malta and Turkey will serve through the end of 2011. ECOSOC's 54-strong membership is chosen according to a formula to ensure geographical distribution, and the remaining 18 countries elected today were allocated thus: five seats for African States, four to Asian States, two for the Eastern European category, three for Latin America and the Caribbean, and four seats for the category of Western European and other States. In each of the five geographical categories, the number of endorsed candidates did not exceed the number of available seats. Ghana, Comoros, Zambia, Rwanda and Egypt were chosen for the African category, while Bangladesh, Mongolia, the Philippines and Iraq were selected in Asia. Ukraine and Slovakia won the two seats allocated to Eastern Europe. In Latin America and the Caribbean, Chile, the Bahamas and Argentina were each elected, while in the Western European and other States grouping, the countries selected were Italy, Belgium, Canada and the United States. ECOSOC's membership includes 16 other countries whose terms expire at the end of next year: Brazil, Cameroon, China, the Republic of Congo, Malaysia, Moldova, Mozambique, Niger, Norway, Pakistan, Poland, the Republic of Korea (ROK), Russia, Saint Lucia, the United Kingdom and Uruguay. The award, which was named and created in honour of the pioneering Pakistani who founded the global Human Development Report (HDR), recognizes an individual who has demonstrated outstanding commitment to furthering the understanding and progress of human development. Ms. Stewart has been a key figure associated with the field since the Human Development Report – an independent annual research project commissioned by UNDP to analyze major issues confronting humanity and recommend policy changes – was first published in 1990. "Frances Stewart's continuous encouragement and support to Human Development Reports since their inception is greatly admired and appreciated," said Jeni Klugman, UNDP Human Development Report Office Director, who presented the award. "Her contributions to developing, teaching and promoting the conceptual, empirical and policy foundations of human development have been truly remarkable, and very influential around the world," she added. Ms. Stewart joined previous award winners, who include Fernando Cardoso, former president of Brazil; Fazle Hasan Abed, founder of the Bangladesh Rural Advancement Committee; and Sheila Watt-Cloutier, an Inuit leader and arctic community activist. | BAN LAYS OUT CRITERIA FOR SUCCESSFUL COPENHAGEN GATHERING ON CLIMATE CHANGE New York, Oct 26 2009 5:10PM As just over one month remains before nations converge in Copenhagen to 'seal the deal' on a new climate change agreement, Secretary-General Ban Ki-moon has laid out his four benchmarks for success at the negotiations in the Danish capital.Firstly, he wrote in an opinion piece in the <i>New York Times</i> published yesterday, every country – developed and developing – must do all it can to slash emissions from all sources, including deforestation and shipping. "A successful deal must strengthen the world's ability to cope with an already changing climate," Mr. Ban added, stressing that "support for adaptation is not only an ethical imperative; it is a smart investment in a more stable, secure world." Thirdly, any deal must be backed by funding to allow poorer countries to transition to a low-carbon economy. Lastly, the Secretary-General wrote, nations must agree on an equitable global governance structure. "All countries must have a voice in how resources are deployed and managed. That is how trust will be built." Despite the gridlock at the last round of climate change negotiations held in Bangkok, Thailand, earlier this month, "the elements of a deal are on the table," he underscored. All that is needed to put them in place is political will, Mr. Ban said. "We need to step back from narrow national interest and engage in frank and constructive discussion in a spirit of global common cause." The leadership of the United States in this endeavour, he said, is vital, noting that he is encouraged by last week's bipartisan initiative in the US Senate. "We cannot afford another period where the United States stands on the sidelines," Mr. Ban emphasized, adding that an "indecisive or insufficiently engaged" US will result in unnecessary and unaffordable delays in tackling global warming. With the last round of negotiations before the start of the Copenhagen conference kicking off next week in Barcelona, Spain, "we are now at a rather critical juncture," Janos Pasztor, Director of the Secretary-General's Climate Change Support Team, told reporters today in New York. There is a flurry of activity in the world's capitals, with this uptick in activity expected to continue during the final stretch before the December summit, he said. "This is a good development as it is only governments who can make the deal and bring us success in Copenhagen." When leaders assemble in Denmark, they have the ability to "deliver an agreement on a range of fast-track implementation measures for which credible resources are needed and which governments need to make available," Mr. Pasztor stated. The Secretary-General, he said, is serving as a "neutral broker" among all 192 UN Member States, pressing for an ambitious multilateral deal to ensure that global temperature increases remain within safe levels. Of the more than 8,000 shelters planned in 2009, some 7,000 beneficiary families have been selected and construction is continuing, UN Assistance Mission in Afghanistan (<"http://unama.unmissions.org/default.aspx?/">UNAMA) spokesman Aleem Siddique told a news conference in Kabul, the capital, today. "As in previous years, UNHCR shelters in 2009 are implemented in provinces of high return and for those who are the most vulnerable among returnees and internally displaced persons (IDPs)," he said. "Getting shelter is one of the most pressing needs of returning refugees, along with land, jobs and security. Recognizing this, UNHCR has allocated a significant part of its budget to its shelter programme." The 2005 International Convention against Doping in Sport, which promotes no advance notice, out-of-competition and in-competition testing, was adopted unanimously by UNESCO's General Conference in October 2005. Ratified by 127 countries to date, it is the first worldwide binding legal instrument that imposes uniform rules, tests and sanctions against using performance-enhancing substances and methods. The Conference of States Parties to the Convention will examine the administration of the $2.2 million UNESCO-created Fund for the Elimination of Doping in Sport, which since 2008 has helped seven projects in Africa (Mali, Mozambique and Seychelles), the Americas (Barbados, Jamaica and Uruguay) and Europe (Albania). In addition, it is also slated to adopt a list of substances and methods banned in sport by 1 January 2010. It will also as examine the electronic system set up by UNESCO to monitor the implementation of the Convention. A report by the World Anti-Doping Agency (WADA) about the implementation of the World Anti-Doping Code will also be presented at the conference. The Code stipulates that any government which shall omit to ratify the Convention by 1 January 2010, or which shall subsequently not comply with it, shall no longer be admissible as a candidate for organizing sports events. The three former leaders of the rebel Revolutionary United Front (RUF) were convicted earlier this year for atrocities committed during Sierra Leone's decade-long civil war. The charges include forced marriage as a crime against humanity and attacks against UN peacekeepers – the first time that an international criminal tribunal has entered guilty verdicts for both charges. The Court – which is based in the capital, Freetown – dismissed all the appeals of the defendants, except one regarding Augustine Gbao for the charge of collective punishment, which has been overturned. He will still have to serve the 25-year sentence originally imposed on him. The other defendants, Issa Sesay and Morris Kallon, will serve 52 years and 40 years, respectively. The acting Prosecutor of the Court, Joseph Kamara, welcomed today's judgment, calling it "a final condemnation of one of the most brutal and notorious rebel groups in modern times. "This judgment sends a signal that such tactics of warfare will not go unpunished. It may act as a deterrent against those who would use this strategy to further their own aims at the expense of the innocent," he added in a news release. With today's judgment, the Court's trial proceedings in Sierra Leone now complete. It has now delivered final judgements in all three of its Freetown-based trials, with eight accused persons convicted. The remaining trial, involving former Liberian president Charles Taylor, is continuing at The Hague, where it was moved for security reasons. The Special Court is an independent tribunal established jointly by the Sierra Leonean Government and the UN in 2002. It is mandated to try those who bear the greatest responsibility for atrocities committed in Sierra Leone after 30 November 1996. | UN REFUGEE AGENCY URGES PROBE INTO ALLEGED ABUSES AT GREEK DETENTION CENTRE New York, Oct 26 2009 4:10PM The Office of the United Nations High Commissioner for Refugees (UNHCR) today expressed serious concern over recently reported violent incidents at a detention centre in Greece, and called for a thorough investigation into the matter.According to the allegations, police officers responsible for guarding the centre in Pagani, on the island of Lesvos, abused and beat detainees, including a 17-year-old minor, who had to be transferred to a hospital. There are reports that the incidents were triggered by the tension generated in some parts of the centre, where some detainees were protesting against their prolonged detention. "Given the severity of the allegations, <"http://www.unhcr.org/cgi-bin/texis/vtx/home">UNHCR calls for a thorough investigation so as to ensure that any related responsibility will be brought to the surface and, if substantiated, those responsible will be exemplarily punished," the agency said in a news release. A UNHCR delegation that visited the Pagani detention centre last week reported that more than 700 people, including refugees from war-torn countries, unaccompanied minors, women with babies, and other particularly vulnerable groups, were being held in deplorable conditions. Staff from the agency, during a previous visit in August, had said they were shocked by the "unacceptable" <"http://www.un.org/av/unfamily/21stcentury_30.html">conditions at the centre, which was built to hold between 250 and 300 people. The agency has reiterated its appeal for the closing down of the centre. It has also asked the Greek Government to review its policies and provide proper reception facilities and special care to those who are in need of international or humanitarian protection. | STATES SHOULD ADMIT ASYLUM-SEEKERS WHO WERE FORCED TO AID TERRORISTS – UN EXPERT New York, Oct 26 2009 4:10PM Women who have been forced by terrorists to provide shelter, food and sexual services should never be denied asylum on the ground that they gave material support to terrorism, an independent United Nations expert said today."Victims of gender-based persecution, including by terrorist groups, should be granted asylum and entry into countries and never fall victims of the notions of material support to terrorism," Martin Scheinin, Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism, told a news conference after delivering a report to a General Assembly Committee. The report to the Third Committee, which deals with social, humanitarian and cultural affairs, devotes considerable attention to the gender dimension and specific rights of women and sexual minorities such as gays and lesbians in the war against terrorism, and Mr. Scheinin referred to previous reports he has issued highlighting the problem. In these he had noted that the security wall Israel says it has built to keep out suicide bombers, some of it on Palestinian land, impeded women from getting to hospital to give birth. Another example he cited was the United States tightening of immigration laws and the rejection as asylum-seekers on account of material support of terrorism. This "often affects women, including situations where terrorists have forced women to provide shelter, food or sexual; services upon gunpoint," he said. "Then when they manage to flee and seek refuge in another country, they are suddenly confronted with an accusation of providing material support for terrorists." Among other gender-specific issues, he cited the use of sexual humiliation and forced homosexual activity in the interrogation of male suspects. The report's recommendation to States, apart from calling for an end to using the material support charge to deny asylum to some applicants, include halting the detention of women and children for the purpose of producing information on the whereabouts of male family members suspected of terrorism and a ban on targeting people's sexual identity or using homophobia in interrogations. Asked about the US detention centre in Guantánamo Bay, Cuba, holding alleged terrorists, Mr. Scheinin said the prison should be closed along the end-of-year timeline mentioned by President Barack Obama, but acknowledged that such matters take time. "It should not be closed through trying and sentencing people through the military commissions because my assessment of the military commissions act is very negative and I don't think small fixes will help," he said. Those who are considered too dangerous to release should be tried in US federal courts, even though the methods of their interrogation might make the evidence inadmissible, "and then it should be left in the hands of the judiciary to apply the law," he stressed. | MORE THAN A MILLION RECENTLY DISPLACED IN EASTERN AND CENTRAL AFRICA – UN New York, Oct 26 2009 3:10PM The total number of people forced from their homes in the past six months by persistent violent conflict in Central and Eastern Africa has topped 1 million, the United Nations Office for the Coordination of Humanitarian Affairs (<"http://ochaonline.un.org/">OCHA) reported today.According to the data compiled by OCHA's regional office, the total number of internally displaced persons (IDPs) across the region has now passed the 10 million mark. Sudan heads the list of 10 out of the region's 18 countries that contain large numbers of IDPs, with 4 million of its population displaced, followed by the Democratic Republic of the Congo (DRC) with at least 2 million and Somalia with 1.55 million. Statistics in OCHA's latest Displaced Populations Report showed that there has also been an increase of over 5,000 refugees moving across borders since March, bringing the total number of refugees to more than 1,875,000 in 16 countries across the region. Chad, Kenya, Sudan and Tanzania continue to shelter the highest number of refugees in the region, with each country hosting at least 250,000 people. The report noted that the combined IDP and refugee population in the Eastern and Central African stands at 11,930,704 as of the end of September, pointing to the escalation of violence in Somalia as a major cause of the increase, particularly in refugees fleeing to Kenya. An estimated 250,000 people were displaced in May alone from Mogadishu, the capital of Somalia, by fighting between forces of the Transitional Federal Government (TFG) and various militias. In addition, OCHA said that repeated attacks by the Ugandan rebel Lord's Resistance Army (LRA) on civilians in eastern DRC and the Central African Republic (CAR) has contributed to refugees pouring into the Sudan, as well as massive internal displacement within Southern Sudan. Sudan has also experienced intermittent clashes in the south and in Darfur, ahead of the planned elections under the Comprehensive Peace Agreement (CPA) and referendum on the future status of the south. | PAKISTANIS CONTINUE TO FLEE VIOLENCE IN NORTHWEST, UN REPORTS New York, Oct 26 2009 3:10PM Nearly 14,000 people fleeing the latest round of clashes between Government forces and militants in the north-western Pakistani region of South Waziristan, have been registered, the United Nations Office for the Coordination of Humanitarian Affairs (<"http://ochaonline.un.org/">OCHA) reported today.Joining another 80,500 people who have fled the area since June, they are being hosted by their extended families or are sheltering in rented accommodations, with no camps having been established as of yet. As part of its contingency planning for the latest influx of uprooted people from South Waziristan, the UN has relief supplies pre-positioned and local partnerships in place. It has already been helping the first wave of internally displaced persons (IDPs), and is ready to enhance its assistance as numbers rise. The world body and its partners have distributed more than 1,000 tons of food so far, with household items having reached some 30,000 people and hygiene kits having been delivered to 35,000 people. Expressing its concern over the situation in South Waziristan, OCHA called on all parties to the conflict to ensure the safety of unarmed civilians, especially women and children, as well as safe passage for those escaping the violence. There are now more than 180,000 registered displaced people – comprising 25,000 families – in the neighbouring Dera Ismail Khan and Tank districts of the North West Frontier Province (NWFP). Over the weekend, aid agencies urged the warring parties to observe international humanitarian law ensuring safety for civilians, with 139,000 people having fled South Waziristan for NWFP. "Those leaving South Waziristan have travelled over a forbidding terrain, with limited supplies and in conditions of fear and hardship," said UN Humanitarian Coordinator for Pakistan Martin Mogwanja. | WORLD MUST HELP FUND, TRAIN AFRICAN UNION PEACEKEEPING MISSIONS – UN New York, Oct 26 2009 2:10PM The international community must more actively and systematically support the African Union's (AU) peacekeeping role with enhanced funding and training to bring stability and development to the continent, the United Nations peacekeeping chief said today. "If the international community requests that the AU bear the brunt of its initial response to a crisis, it has an obligation to support the AU in ensuring that that response is credible," Under-Secretary-General for Peacekeeping Operations Alain Le Roy told the Security Council at the start of a debate on Secretary-General Ban Ki-moon's latest report on the issue. "There is a need to provide resources for peacekeeping in a sustainable and predictable manner without undermining the flexibility required to respond to a crisis quickly. Currently, AU peacekeeping is entirely dependent on the same small pool of donors." Citing UN support for AU missions in Sudan and Somalia, he said the international community must ensure that the most effective mechanism is made available to the AU when the Council authorizes it to undertake peacekeeping operations. "Building a resilient and responsive African Union is vital for the establishment of an effective complementary system for global peacekeeping," he added. Mr. Le Roy noted that Mr. Ban's report laid out a number of areas for immediate action, including streamlining the UN presence in Addis Ababa, the AU headquarters, and providing additional capacity-building, calling it a further step in a long-term process of UN support to AU peacekeeping. "Our partnership is strong and recognizes that security and the means of providing it is a prerequisite for long-term sustainable development," he said. "This is particularly true in Africa, where instability and conflict continue to undermine the aspirations of the people in a number of countries." He cited cases where the AU has taken on responsibilities in complex situations with the Council's authorization when conditions have not been conducive to a UN peacekeeping role, and stressed the joint efforts of the two in Darfur (with the force known as <"http://www.un.org/Depts/dpko/missions/unamid/">UNAMID) and UN support for the AU peacekeeping force in Somalia (known as AMISOM) as examples of the kind of partnerships that can be achieved. "Serious capacity and resource constraints have, however, hampered the ability to fully realize the potential of this partnership," he warned. Mr. Ban's report outlined steps to boost AU capacity in UN-authorized peacekeeping and assessed the recommendations of an AU-UN panel which issued its own report last December, advocating concrete steps to strengthen the mutual relationship. | POSTAL AGENCY SET TO BECOME FIRST UN BODY TO HAVE OWN INTERNET DOMAIN NAME New York, Oct 26 2009 1:10PM The Universal Postal Union (<"http://www.upu.int/index.html">UPU), the world's second-oldest international organization and one of the few United Nations agencies to pre-date the creation of the mother organization, moved a step closer today to becoming the first to have its own domain name on the Internet – to be known as .post.The Berne-based UPU, established in 1874 as the primary forum for cooperation between postal sector players, successfully concluded negotiations with the Internet Corporation for Assigned Names and Numbers (ICANN) in what Agency Director General Edouard Dayan called an "historic" agreement, providing a platform for innovation in global postal services with opportunities to link their physical and electronic dimensions. The agreement must now go through a 30-day public comment process before ICANN's board of directors will consider it for final approval. "A top-level domain for a service-oriented industry such as ours is an opportunity to develop a trusted space on the Internet for integrating physical and electronic postal services," said Paul Donohoe, e-business manager at UPU headquarters, responsible for the domain application and ICANN negotiations. ".post will be a unique and focused Internet domain with the potential to connect the entire postal community and its customers. The domain will enable the UPU and the postal sector at large to work on delivering new innovative Internet-based international postal services, such as hybrid mail, e-commerce, e-identity, e-communication and e-government, and built on UPU standards." The new domain name, a distant descendant of the relay stations set up millennia ago along messengers' routes to speed delivery, represents the latest adaptation to the cyber-age of services that began on nearly every continent with runners serving kings and emperors. The first known postal document, found in Egypt, dates from 255 BC. "The UPU has helped mark out a path for other intergovernmental organizations to sponsor their own top-level domains and this helps us expand our multi-stakeholder relationships in this field," ICANN president Rod Beckstrom said. The UPU became a specialized UN agency in 1948, three years after the latter's creation. The postal services of its 191 member countries form the largest physical distribution network in the world, employing nearly 6 million people to deliver some 430 billion letters and 6 billion parcels each year with. The only international organization older than the UPU is the Geneva-based International Telecommunication Union (ITU), also a UN agency, which was founded in 1865 as the International Telegraph Union. | UN ANTI-MALARIA OFFICIAL HAILS PROVISION OF 30 MILLION MOSQUITO NETS FOR NIGERIA New York, Oct 26 2009 1:10PM The <"http://www.theglobalfund.org/en/malaria/">Global Fund to Fight AIDS, Tuberculosis and Malaria, in its largest-ever malaria initiative, will provide 30 million long-lasting treated mosquito nets to Nigeria, a move applauded by the official tasked with spearheading United Nations efforts to tackle the disease.The Global Fund's initiative, announced last Friday, will provide the African nation with half the nets needed to cover its entire population. The organization's "unprecedented commitment to Nigeria, which bears one quarter of the global malaria burden, will protect millions of people from malaria and save over 100,000 lives," said Ray Chambers, the Secretary-General's Special Envoy for Malaria. Last year, Secretary-General Ban Ki-moon called for universal access to malaria-prevention tools by the end of 2010, with the ultimate target of mostly eliminating malaria deaths by 2015. At present, just over half of the endemic population has access to life-saving nets. The Global Fund's commitment to Nigeria announced last week is the single largest allocation towards meeting Mr. Ban's goal of universal net coverage by next year, Mr. Chambers underscored. Halting the incidence of malaria is one of the many health-related targets that make up the Millennium Development Goals (MDGs), the pledges world leaders made to try to slash poverty, hunger, preventable illness and a host of other socio-economic ills by 2015. | LOCAL AUTHORITIES BRING LOCUST PLAGUE UNDER CONTROL IN MAURITANIA, UN SAYS New York, Oct 26 2009 12:10PM Local emergency control operations in Mauritania have successfully contained a massive outbreak of desert locusts which were threatening to spread north to other countries in West Africa and devastating farmers' livelihoods, the United Nations Food and Agricultural Organization (<"http://www.fao.org/">FAO) reported today.FAO said that as long as the area avoids being hit by heavy rains the infestations should be eliminated by early December. "The current situation appears to be under control," <"http://www.fao.org/news/story/en/item/36712/icode/">said FAO locust expert Keith Cressman. "FAO is monitoring the situation extremely closely and will continue to keep countries, the donor community and other stakeholders informed of any significant developments as they arise," added Mr. Cressman. Some 17 teams from the National Locust Centre in Mauritania are undertaking survey and control operations against breeding locusts in the west of the country where a serious outbreak developed earlier this month. The new hatchlings are gathering together to form small but dense groups making good targets for the control teams, which have treated more than 2,100 hectares since operations began on 11 September. FAO said that the current invasion of locusts is small than the outbreak in 2003, which led to a regional plague from 2004 to 2005, which ravaged vast quantities of crops and threatened widespread starvation. "All countries within the region are much better prepared than in 2003 and have sufficient resources in place to bring the current situation under control," said FAO, noting that the slim chance of unusually heavy rains falling within the next six weeks could put the area at risk again in December. FAO is slated to hold an expert meeting in Mauritania next week to assess the situation and to develop short and mid-term action plans to prevent the situation reoccurring. | TOP UN ENVOY CONCERNED OVER CONDITIONS IN IRAQI CAMP New York, Oct 26 2009 11:10AM The top United Nations envoy to Iraq has expressed his concerns over the humanitarian situation in a camp north of Baghdad, housing thousands of Iranian dissidents.Some 3,400 members of the People's Mojahedeen Organization of Iran (PMOI), also known as Mujahedin-e Khalq, live in Camp Ashraf in Iraq's Diyala province. During talks with diplomats the Iraqi capital, Ad Melkert, the Secretary-General's Special Representative, confirmed the commitment of the UN Assistance Mission in Iraq (UNAMI) to monitor the situation in the camp on a daily basis. Earlier this month, UN human rights officials welcomed the Government's decision to release 36 members of the PMOI who had been detained since July when security personnel used force to take control of the camp where they had been staying. In a two-day operation in late July, Iraqi security personnel took control of Camp Ashraf. Eleven people were killed and dozens more were wounded in that operation. In recent years, both the mission and the UN High Commissioner for Human Rights have been exploring how to reach a resolution consistent with Iraq's legitimate sovereignty and international law. "The UN continues to advocate that Camp Ashraf residents be protected from forcible deportation, expulsion or repatriation contrary to the non-refoulement principle," according to a UNAMI press release issued today. At the same time, the camp's leaders have also been urged to cooperate with Iraqi authorities regarding the future of the site's residents, and the UN High Commissioner for Refugees (UNHCR) and other agencies are ready to provide the necessary legal and social counseling. "Efforts are now needed on all sides to reduce tensions and look for solutions," UNAMI stressed. "The UN calls on the international community to provide all possible assistance in this regard, including resettlement to third countries of those that want to leave the camp." | NEW UN REPORT OUTLINES WAYS TO HELP DEVELOPING NATIONS TRANSITION TO 'GREEN' ECONOMY New York, Oct 26 2009 10:10AM A new United Nations-backed report released today details how to ensure that developing countries are part of the transition to a 'green' economy.With some $500 billion a year expected to be needed to help poorer nations adapt to climate change and at the same time power low-carbon growth, the funds must come from the private sector but that requires creative public policies, according to the study issued by the UN Environment Programme (UNEP) and a global partnership of investors and insurance companies. "Combating climate change represents an important opportunity to move economies onto a low carbon, resource efficient, Green Economy path," said Achim Steiner, UNEP's Executive Director. "If this is to succeed, developing countries should and must be part of that transformation." The new report, he said, shows how current barriers to shifting to a low carbon economy can be "leap-frogged," paving the way for a new North-South relationship. Issued today in Cape Town, South Africa, it calls for expanding insurance against country risk and for funds to hedge currency risk, among other recommendations. A recent study commissioned by the UN Framework Convention on Climate Change (UNFCCC) found that the private sector will have to supply up to 90 per cent of the funds needed to meet the climate challenge, but that at present it is unwilling to undertake large investments in developing countries due to the limited returns on low-carbon investments. The report issued today – entitled "Catalysing Low Carbon Growth in Developing Economies: public finance mechanisms to scale up private sector investment in climate solutions" – urges an effective distribution of roles between the public and private sectors. With appropriate public finance mechanisms, the public sector can help manage risks that the private sector cannot control, it noted. | UN WANTS TO SEE LESS FRAUD IN SECOND ROUND OF AFGHAN ELECTIONS New York, Oct 26 2009 10:10AM With just weeks to go before Afghans go back to the polls to choose between President Hamid Karzai and his challenger Abdullah Abdullah, the United Nations said today it wants to see a "better and cleaner" election in the 7 November run-off. "We want to see less fraud in the run-off," Aleem Siddique, spokesperson for the UN Assistance Mission in Afghanistan (<"http://unama.unmissions.org/default.aspx?/">UNAMA), told a <"http://unama.unmissions.org/Default.aspx?tabid=1741&ctl=Details&mid=1882&ItemID=6303">news conference in the capital, Kabul. He said UNAMA is supporting the efforts of the Independent Election Commission (IEC) – tasked with organizing the 20 August polls and the upcoming run-off – and other electoral bodies to help ensure a final outcome that both candidates can have faith in. "We are now weeks away from the run-off, and we want to see a better and cleaner run-off than the first one that we saw," he stated. The run-off was announced last week after the UN-backed Electoral Complaints Commission (ECC) found evidence of fraud in the first round of voting. Mr. Siddique reiterated that the elections and the run-off are an Afghan-led process. The UN is providing electoral support to Afghanistan's electoral institutions, in terms of planning, logistics and oversight, through the UN Development Programme's ELECT project. The IEC is currently reviewing the number of polling locations and staff required for the run-off. He noted that there is likely to be a need for far less staff in the second round, and the UN has received assurances from the IEC that certain categories of staff will not be rehired. "We expect the IEC will not rehire staff who have either not followed procedures correctly or were complicit in fraud," said the spokesperson. In addition, it is expected that those staff who are unavailable to participate in the second round and those who choose not to work as part of the second round will not be rehired, he stated. "The significant reduction of staff we will see should reduce the opportunities for irregularities to occur or for potential or attempted fraud." While challenges remain, Mr. Siddique explained that the run-off is going to be far simpler to implement than the first round as there will only be one election taking place between two candidates. "There will be no let-up on the part of the United Nations in supporting the electoral institutions in this country so we can get the best possible run-off that we can," he pledged. | SECRETARY-GENERAL CONDEMNS 'SENSELESS' DOUBLE BOMBINGS IN BAGHDAD New York, Oct 25 2009 4:10PM Secretary-General Ban Ki-moon has condemned the double bombings which killed and wounded hundreds today in Baghdad, and called on all Iraqis to work to protect the progress the country has achieved so far. The car bombings near the Iraqi Ministry of Justice and the Baghdad Provincial Governorate Building in central Baghdad are the deadliest since the explosions on 19 August that killed around 100 people in the capital. Mr. Ban "strongly condemns these senseless and indiscriminate acts of violence that repeatedly target the innocent and aim to disrupt Iraq's recovery," his spokesperson said in a <http://www.un.org/apps/sg/sgstats.asp?nid=4180>statement. "The Secretary-General urges all Iraqis to unite in the face of these deplorable acts and to work with heightened urgency to protect Iraq's political progress, including by adhering to the date of 16 January 2010 to hold free and fair na tional elections," the statement added. He also reaffirmed the UN's commitment to support and assist the people and Government of Iraq to meet these challenges. | UN CASTS DISNEY'S TINKER BELL TO RAISE ENVIRONMENTAL AWARENESS AMONG CHILDREN New York, Oct 25 2009 4:10PM The United Nations today named the Disney animated character Tinker Bell an "Honorary Ambassador of Green" to help promote environmental awareness among children.The announcement came just prior to a screening at UN Headquarters in New York of the world premiere of the Walt Disney animated film, "Tinker Bell and the Lost Treasure." "We're delighted Tinker Bell has agreed to be our Honorary Ambassador of Green," said Kiyo Akasaka, Under-Secretary-General for Communications and Public Information. "This beloved animated character can help us inspire kids and their parents to nurture nature and do what they can to take care of the environment." Today's event is intended to promote environmental awareness in the lead-up to the UN climate change conference in Copenhagen in December, where countries will aim to 'seal the deal' on a new global agreement to curb greenhouse gas emis sions. Protecting the environment is an underlying theme of the Tinker Bell movies, according to the UN Department of Public Information (DPI), which adds that the Walt Disney Company uses its storytelling to inspire a love of nature and spirit of conservation in its audience. The Vienna-based International Atomic Energy Agency (<http://www.iaea.org/>IAEA) was informed late last month by Iran about the construction of the plant, which is located in the city of Qom. The visit was announced following talks between IAEA Director General Mohamed ElBaradei and Iranian authorities in Tehran on 4 October, during which they discussed arrangements for the agency's access to the plant. Secretary-General Ban Ki-moon has said the facility violates Security Council resolutions because of the delay in its disclosure, and has repeated his call for Iran to implement Council resolutions and cooperate with the IAEA on resolving outstanding concerns regarding its nuclear programme. Iran has stated that its nuclear programme is for peaceful p urposes, but some other countries contend it is driven by military ambitions. The issue has been of international concern since the discovery in 2003 that the country had concealed its nuclear activities for 18 years in breach of its obligations under the Nuclear Non-Proliferation Treaty (NPT). The visit comes as the Government is considering a draft agreement on fuel for its civilian nuclear research facility in Tehran, while the other three parties to the deal -- France, Russia and the United States --have signaled their approval. Iran informed Mr. ElBaradei that it is considering the proposal "in depth and in a favourable light," but it needs a few more days to provide a response. The Director General has voiced hope that if approved, the agreement will "open the way for a complete normalization of relations between Iran and the international community." | CLIMATE CHANGE THE FOCUS AS BAN KICKS OFF VISIT TO SEATTLE New York, Oct 25 2009 11:10PM Climate change was the focus today as Ban Ki-moon kicked off his first visit to Seattle as United Nations Secretary-General, setting out to see firsthand the efforts of United States citizens, communities and businesses to protect the environment. There are just 42 days left until countries meet in Copenhagen to 'seal the deal' on a new global pact to reduce greenhouse gas emissions and combat climate change, which Mr. Ban has called "the defining challenge of our era." Today in Seattle, the Secretary-General is slated to attend an event for children as part of the Shrinking Bigfoot programme, an interactive project sponsored by Seattle City Light to help young people learn about climate change and environmental issues. Launched in November 2008, the initiative focuses on empowering children to shrink their carbon footprints with easy, everyday actions such as turning off the lights and recy cling. Mr. Ban is also scheduled to meet today with local leaders, civil society groups, the private sector and community representatives to discuss climate change and environmental and economic sustainability. In addition, he will call for renewed multilateralism and greater engagement on the major challenges of the day, including for climate change and for an agreement in Copenhagen, when he addresses the local chapter of the UN Association of the US (UNA-USA).
