Progress on climate change negotiations, geared towards December's summit in Copenhagen where a new agreement on limiting greenhouse gas emissions is set to be reached, has been mixed at the latest round of talks, a top United Nations official has reported.

Some 4,000 people – including government delegates from 177 countries and representatives from the private sector and environmental organizations – are in Bangkok, Thailand, for a two-week penultimate round of negotiations, which kicked off on Monday, ahead of the meeting in the Danish capital.

Yvo de Boer, Executive Secretary of the United Nations Framework Convention on Climate Change (<"http://unfccc.int/2860.php">UNFCCC), said that he found it encouraging that strides have been made in key areas, including adaptation, technology and building developing nations' capacity to deal with global warming.

In a positive development, he said that negotiators are finally getting into the text and starting to shorten the lengthy document.

However, Mr. de Boer said that he is disappointed by the lack of progress made by industrialized nations towards curbing their emissions, as well as by progress on financing.

The Bangkok talks come on the heels of last week's high-level summit, the largest ever on climate change, convened by Secretary-General Ban Ki-moon at UN Headquarters in New York.

That event drew some 100 heads of State and government who issued a call for a comprehensive pact to be reached in Copenhagen. The leaders also underscored the need to boost action to help the world's most vulnerable and poorest adapt to global warming, as well as the importance of industrialized countries agreeing on ambitious emissions reduction targets.

"Your words have been heard around the world. Let your actions now be seen. There is little time left. The opportunity and responsibility to avoid catastrophic climate change is in your hands," Mr. Ban said at the end of the New York summit.

The last round of negotiations before the Copenhagen conference will take place in Barcelona, Spain, in November.

Somali civilians are bearing the brunt in the latest upsurge in fighting in the country's troubled south central region, the United Nations refugee agency said today, adding that 145 people have reportedly been killed and another 285 injured in heavy clashes in September alone.

Yesterday, the opposition Al Shabaab group said it had taken control of the southern city of Kismayo from its former ally, Hisb-ul-Islam. According to hospital sources, some 12 people were killed and 50 others injured, the UN High Commissioner for Refugees (<"http://www.unhcr.org/cgi-bin/texis/vtx/home">UNHCR) reported.

Fighting since early May between Government forces and Al Shabaab and Hisb-ul-Islam has displaced around 160,000 internally displaced persons (IDPs) in the country.

UNHCR said that the rate of displacement had diminished over the last two months, as compared to May and June, but it is still high, with 17,000 people uprooted last month alone.

"We are extremely concerned about the dire humanitarian situation of hundreds of thousands of civilians who have been displaced by the continuing conflict in Somalia," UNHCR spokesperson Andrej Mahecic told reporters in Geneva.

"Should the fighting between Al Shabaab and Hisb-ul-Islam escalate, we fear that more than half a million internally displaced people in the Afgooye corridor, some 30 kilometres south of Mogadishu, could be affected and uprooted once again," he said.

Mr. Mahecic added that insecurity in the Afgooye area is already significantly limiting humanitarian access to the IDPs, but the situation could further deteriorate, making it even more difficult for Somali and international humanitarian agencies to deliver assistance to people in need.

UNHCR provides protection and assistance to more than 515,000 Somali refugees in the nearby countries of Kenya, Yemen, Ethiopia, Djibouti and Uganda. There are also more than 1.5 million IDPs in the country and the number is constantly increasing.

UN RESPONDS TO SAMOA'S APPEAL FOR ASSISTANCE IN WAKE OF DEADLY TSUNAMI

The United Nations is responding to an appeal for assistance by Samoa, which earlier this week was struck by a tsunami that has wrought devastation on the South Pacific nation.

An undersea earthquake, measuring 8.0 on the Richter scale and based south of the Samoan archipelago, resulted in a massive tsunami on 29 September. Media reports say it has claimed over 150 lives and affected tens of thousands of others, and these numbers are expected to rise.

Villages, homes and communication lines have been destroyed as the large waves, measuring as high as 2.5 metres, surged inland.

A UN Disaster Assessment and Coordination (UNDAC) team has been dispatched to Samoa.

For its part, the World Health Organization (WHO) has sent medical supplies – including gloves and gowns – at the Government's request.

The agency is also distributing clean water to the victims and helping to transport evacuees and injured people.

Also affected by the tsunami is Tonga, where WHO has dispatched a health specialist from its Fiji office, to help local authorities respond to the quake's aftermath.

The UN Children's Fund (UNICEF) has mobilized its emergency response team, also from its Fiji office.

"Our hearts and minds are with the children and families of Samoa and Tonga right now," said agency representative Isiye Ndombi.

"From past experiences we know that it is especially important that we work to immediately immunize children against measles, ensure the protection of women and children who are especially vulnerable now, and establish good sanitation facilities to prevent outbreak of diseases," he added.

Yesterday, Koïchiro Matsuura, Director-General of the UN Educational, Scientific and Cultural Organization (UNESCO), urged governments to strengthen efforts to protect coastal communities.

In a message released by the agency, he said he was "deeply distressed by the losses provoked by this most recent tsunami in the Pacific Ocean."

He stressed that "national authorities must maintain and constantly improve their communications and warning systems to help protect coastal populations, which are inevitably vulnerable to such phenomena."

The Human Rights Council today decided to defer action on a draft resolution concerning the report of the recent United Nations fact-finding mission on the Gaza conflict at the start of this year.

The Council had been expected to vote on the resolution today but will now consider the text at its next session, scheduled to take place in March 2010 in Geneva.

Zamir Akram, a representative of Pakistan, told the 47-member Council that the co-sponsors of the resolution – the Organization of the Islamic Conference (OIC), the Arab group, the African group and the Non-Aligned Movement (NAM) – had requested that discussion of the resolution be deferred until the next session to allow more time for members to consider the contents of the fact-finding probe.

That investigation, headed by Justice Richard Goldstone, found evidence that both Israeli forces and Palestinian militants committed serious war crimes and breaches of humanitarian law, which may amount to crimes against humanity, during the conflict in December 2008 and January 2009.

Presenting his report to the Council at the start of this week, Justice Goldstone called for an end to impunity for those found to have committed human rights violations.

"It is accountability above all that is called for in the aftermath of the regrettable violence that has caused so much misery for so many," he said.

Justice Goldstone urged the Council to implement a number of measures, including a referral of the mission's report to the Security Council, since neither the Government of Israel nor the responsible Palestinian authorities have so far carried out any credible investigations into alleged violations.

Apart from Justice Goldstone, a former chief prosecutor of the International Criminal Tribunals for the former Yugoslavia and Rwanda, the other members of the fact-finding team are: Christine Chinkin, Professor of International Law at the London School of Economics and Political Science at the University of London; Hina Jilani, Advocate of the Supreme Court of Pakistan and former Special Representative of the Secretary-General on Human Rights Defenders; and retired Colonel Desmond Travers, member of the Board of Directors of the Institute for International Criminal Investigations (IICI).

Today the Council wrapped up its current session by adopting another six resolutions and one decisions on issues ranging from the situation in Myanmar and the adverse effects of the dumping of toxic wastes.

During this session the Council also appointed Pakistan's Farida Shaheed as Independent Expert in the field of cultural rights and Tanzania's Mohamed Chande Othman as Independent Expert on the situation of human rights in Sudan. The mandates of the Special Rapporteur on Cambodia and the Independent Expert on Somalia were extended by one year.

The United Nations peacekeeping chief next week pays an official visit to Pakistan, Bangladesh and India, the three top national contributors of forces to the many missions with which the world body seeks to restore stability and democracy in conflict-riven countries.

"One of the main purposes of Mr. Le Roy's trip is to thank the countries for their long-standing dedication to peacekeeping and engage in an open discussion regarding current and future peacekeeping challenges," spokesperson Michele Montas said of Under-Secretary-General for Peacekeeping Operations Alain Le Roy's visits.

As of the end of August the three countries contributed nearly a third of the 95,500 UN peacekeepers currently stationed around the world in 17 missions either directed or supported by the Department of Peacekeeping Operations (DPKO).

Pakistan's share totalled nearly 10,600 in 11 missions, Bangladesh's more than 9,500 in 10, and India's over 8,760 in nine.

Secretary-General Ban Ki-moon has urged countries not to waver in their commitments to women and girls in the midst of the ongoing economic crisis, particularly in ensuring their basic human rights.

In his report on the girl child, Mr. Ban noted that economic crises can exacerbate the impacts of poverty on the lives of children, particularly girls, who are highly vulnerable to their negative effects.

In previous financial and economic crises, such as those in Asia and Latin America during the 1980s and 1990s, child mortality rates rose and school enrolment dropped. Past crises have also witnessed higher levels of crime and violence, child labour and other forms of hazardous work, including sex work, and infants being placed in institutions.

"Already limited legal benefits and protection, lack of decision-making authority and limited control over financial resources are likely to leave girls and women even more vulnerable to the impact of crises than boys and men," he wrote.

Therefore, a gender-sensitive response to the current economic crisis is "essential," Mr. Ban stated. "National commitments that support and protect girls' rights through basic health care and nutrition, clean water, basic education, child protection services and aid flows must be upheld and, where possible, expanded."

The Secretary-General said investing in and ensuring human rights for girls and women is not only a legal and moral obligation but is also likely to prevent intergenerational cycles of poverty and yield high economic and societal returns.

"Maintaining national commitments to children and women and enhancing social protection will not only help to ensure a more rapid recovery from the crisis but will also build a foundation for equitable growth and sustained progress towards the Millennium Development Goals (MDGs)," he added, referring to the set of globally agreed targets reduce poverty, hunger and other ills by 2015.

Mr. Ban's wide-ranging report also addressed progress and challenges regarding discrimination against the girl child, including in the areas of the right to education, health and adequate food, HIV and AIDS, and violence and exploitation.

In addition, it highlights efforts undertaken to end female genital mutilation, a harmful practice that three million girls and women endure each year. The procedure is the partial or total removal of the external genitalia – undertaken for cultural or other non-medical reasons – often causing severe pain and sometimes resulting in prolonged bleeding, infection, infertility and even death.

According to the UN Children's Fund (UNICEF), although the practice is in decline, it remains prevalent in many countries and often against national laws, particularly in Africa and the Middle East.

Mr. Ban stated that ending this practice will contribute to achieving the MDGs, including promoting gender equality and empowerment of women, reducing child mortality and improving maternal health.

In February 2008, 10 entities within the UN launched the Inter-agency Statement, setting out the elements to support the overall abandonment of this practice in one generation, with demonstrated success in many countries by 2015. This goal can be reached with strengthened support and collaboration, said Mr. Ban.

More than a million Ugandans driven from their homes by decades of violent conflict are gradually moving back to their homeland in the north of the country thanks to an innovative United Nations-backed farming project, the Food and Agricultural Organization (<"http://www.fao.org/english/newsroom/photos/ugandaphotogallery-en/">FAO) said today.

A new rice-based farming system aimed at improving food security and reducing poverty in Uganda has enabled the incremental return of around 1.5 million internally displaced persons (IDPs) after living in makeshift camps for more than 20 years.

Although some tensions remain in the absence of a comprehensive peace agreement, armed clashes in the region ended following the conclusion of a peace process in 2006 between the Government and the notorious Lord's Resistance Army (LRA) rebel group.

"That is when we needed to take action to help people return to their homelands and encourage them to start farming again," said Percy Misika, FAO Representative in the Ugandan capital, Kampala.

Planting varieties of the high yielding New Rice for Africa (NERICA) rice is the focus of FAO's cultivation strategy for Uganda, with a project supported by $1.5 million of funding over two years – 2008 to 2010 – from Japan.

"The different NERICA varieties offer a number of advantages: they grow well on the uplands and are resistant to drought, their yield is 30 per cent higher than that of local varieties, and they produce a long grain rice with good flavour and high nutritional content which matures in three months or less when the rains are regular," said Mr. Misika.

The first phase of the plan, which concluded in 2008, involved eight districts of northern, eastern, central and western Uganda where 1,800 farmers received NERICA varieties, 32 facilitators were trained to teach farmers and 64 farmer field schools were launched.

Since then, nine more northern districts are benefiting from the second phase of the NERICA scheme.

Many of the young households involved are made up of men and women who have no income and who grew up in camps for the displaced without any knowledge of farming and crop cultivation, said FAO.

Those returning to their villages have had to learn about farming, understand effective agricultural practices, and acquire familiarity with the basic production systems used in cultivating NERICA through the project's Farmer Field School (FFS) network, allowing young farmers can share knowledge.

"We are careful to choose the best profile of facilitator to lead this participatory approach," said NERICA National Project Manager, Emmanuel Iyamuremye Iyibingira. "It takes passion, motivation and perfectionism to offer effective training for the farmers, especially the young ones who have never known anything except the precarious life of the camps."

FAO believes that the project will result in more than 2,160 farmers trained in NERICA crop production technology, with a total of 72 schools established in nine districts.

Secretary General Ban Ki-moon today set off to Denmark on the second-leg of his European trip, where he is slated to meet with the country's Prime Minister and the President of the International Olympic Committee (IOC).

After meeting this morning with the Speaker of Parliament in Stockholm, as well as representatives of various Swedish political parties and non-governmental organizations (NGOs), Mr. Ban headed for Copenhagen, the Danish capital.

Accompanied by his wife, the Secretary General plans to meet with IOC President Jacques Rogge and Mrs. Rogge this evening in Copenhagen, Mr. Ban's spokesperson Farhan Haq told reporters in New York.

On Saturday, Mr. Ban is scheduled to give a speech to the IOC Congress, focusing on how the idea of a 'Green Games' is becoming a reality through the efforts of the Olympic Committee's Sports for the Environment agenda.

The IOC has been meeting in Copenhagen this week and today announced it has awarded the 2016 Summer Games to Rio de Janeiro.

While in Denmark, Mr. Ban will also address the University of Copenhagen on issues surrounding the international high-level climate change conference the city will host in December, which aims to finalize a deal on global greenhouse gas emissions when the first commitment period of the Kyoto Protocol expires in 2012.

The United Nations has taken a significant step to avoid duplication and strengthen coordination between nine departments and agencies in so-called rule of law activities, a complex field ranging from peacebuilding and the environment to counter-terrorism and dealing with human rights abuses, Deputy Secretary-General Asha-Rose Migiro said today.

This is the first year that the Rule of Law Coordination and Resource Group, which Ms. Migiro chairs, is implementing the Joint Strategic Plan, a results-oriented road map setting out targeted initiatives and outcomes for the next three years, the first of its kind in the rule of law field, she <"http://www.un.org/apps/dsg/dsgstats.asp?nid=182">told the General Assembly in an informal briefing.

"Strengthening the rule of law is central to achieving the UN vision for a just, secure and peaceful world," she declared. "While we have far to go, I am pleased to be able to update you on the initiatives taken to date."

These include the development of guidance notes for key cross-cutting issues, such as rule of law assistance at the national level, justice for children, and constitution-making.

A note on transitional justice is being prepared outlining the principles and framework for a common UN approach to increase system-wide effectiveness. The Group is currently developing a system-wide training programme to reinforce such an approach.

Another major goal is reinforcing global action for the rule of law at the national and international levels. The Group recently began consultations with national leaders from developing countries who have played a key role in rule of law development, seeking to give voice to their views, including on donor assistance, to inform future policy-making.

Since 2006, the Group has brought together principals from all relevant UN departments and agencies to help ensure policy coherence at the very highest levels across the UN system.

"Already, we can see the fruits of this initial labour. Still, we have far to go to achieve our ambitious agenda," Ms. Migiro said.

United Nations emergency personnel in Indonesia's province of West Sumatra are mobilizing to prevent the outbreak of epidemic diseases and get children back to school two days after a massive earthquake killed at least 1,100 people, trapped and injured many thousands more, and destroyed numerous buildings.

"Every one of those children is acutely vulnerable to potential disease, lack of shelter, disruption to education, and the traumatic effects of living through such an experience," UN Children's Fund (<"http://www.unicef.org/">UNICEF) Country Representative Angela Kearney said, noting that up to a third of those affected are believed to be youngsters.

UNICEF is working with the Government and other UN agencies to aid up to 50,000 families with water pumps, water storage equipment, 40,000 jerry cans and 40,000 hygiene kits, as well as supplying 250 school tents, schools-in-a-box and recreational kits to help children re-establish a sense of normalcy after the tragedy. These initial supplies are expected to reach the quake zone in the next 24 hours.

"Children are always the most affected by emergencies, and it is critical that they have access to clean water, and are protected from the threat of diarrhoeal diseases, acute respiratory infections and outbreaks of vaccine-preventable diseases such as measles, polio and tetanus," Ms. Kearney said. "At the same time, we must ensure that other services such as education are re-started as soon as possible."

According to initial Government estimates, Wednesday's quake, measuring 7.6 on the Richter scale, forced tens of thousands of people to leave their homes in the coastal provincial capital of Padang and surrounding highlands. Access to the affected area is limited due to the availability of only a single airstrip.

A UN Office for the Coordination of Humanitarian Affairs (<"http://ochaonline.un.org/">OCHA) spokesperson said rescue work was greatly impeded by continuing rains and mudslides. Urgent needs include heavy lifting and earthmoving equipment, food and clean drinking water, and emergency medical kits, Elisabeth Byrs said.

The UN World Food Programme (<"http://www.wfp.org/">WFP) is preparing for an expected aid request from the Government and already has more than 3,000 metric tons of food in warehouses throughout Indonesia.

Myanmar's Government has missed an opportunity to prove its commitment to holding inclusive elections by extending the house arrest of pro-democracy leader Aung San Suu Kyi, effectively barring her from participating in next year's polls, says an independent United Nations human rights expert.

"The continuation of her house arrest is a blow to the Government's seven-step road map to democracy," Tomás Ojea Quintana, the Special Rapporteur on the situation of human rights in Myanmar, writes in a new <"http://www.un.org/Docs/journal/asp/ws.asp?m=A/64/318">report.

Ms. Suu Kyi, a Nobel Peace Prize laureate and leader of the National League for Democracy (NLD), was sentenced in August to an additional 18 months of house arrest. She was reportedly convicted of violating state security laws after an uninvited United States citizen gained access to her home.

Mr. Quintana, who reports to the Geneva-based UN Human Rights Council, notes that the additional 18-month house arrest bars her from actively participating in the national elections planned for 2010.

He "regrets that the Government of Myanmar missed another opportunity to prove its commitment to hold inclusive, free and fair elections."

In a report issued following his first visit to the country last year, Mr. Quintana proposed that four core human rights elements be completed before national elections are held in 2010.

They are the revision of domestic laws that limit fundamental rights, the progressive release of the estimated 2,000 prisoners of conscience still in detention, the reform and training of the military so that it conforms with human rights, and changes to the judiciary so that it is fully independent.

Mr. Quintana states that while the Government expressed its readiness to implement the four core elements during his mission to Myanmar in February, "their effective implementation and completion has yet to be seen."

Therefore, he reiterates that these elements be implemented, reminding the Government that they are part of its international human rights obligations, and are "absolutely necessary to be completed in order for the seven-step road map to democracy to be credible and founded on internationally recognized democratic values."

He also recommends, among other things, that the Government take prompt measures to establish accountability for "widespread and systematic" human rights violations and combat the prevailing impunity enjoyed by the perpetrators.

The report also highlights the situation of prisoners of conscience, their right to a fair trial and due process of law and conditions of their detention, as well as freedom of expression, assembly and association in the context of the 2010 elections.
In addition to the trial of Ms. Suu Kyi, the period under review was marked by "harsh long sentences," ranging from 24 to 104 years, given to more than 400 prisoners of conscience, according to the report.

While Mr. Quintana welcomes the recent release of six political prisoners in September, and of 29 others in February, he says that, compared to the 2,160 currently in detention, "these releases lack proportionality."

The report also contains a review of internal conflicts, the protection of civilians, discrimination and the need for humanitarian assistance.

The Special Rapporteur, who serves in an independent and unpaid capacity, also voices regret that his request to visit Myanmar a few months ago was not accepted by the Government, and says he hopes to return before the end of 2009.

The urban unemployment rate in Latin America and the Caribbean has climbed slightly to 8.5 per cent in the second quarter of 2009, with the United Nations forecasting that rate will stay constant through the end of the year.

This marks a 1 per cent rise in unemployment from last year, which means that 2.5 million more people have joined the 18.4 million people out of work in the region, according to a <"http://www.eclac.cl/publicaciones/xml/1/37301/2009-639-Bulletin_2_ECLAC-ILO-WEB.pdf">bulletin published by the UN Economic Commission for Latin America and the Caribbean (<"http://www.eclac.org/portofspain/">ECLAC) and the International Labour Organization (<"http://www.ilo.org/">ILO).

The second quarter saw exports contract in response to sluggish demand on global markets, while remittances and foreign direct investment also plummeted due to the global financial turmoil, it said yesterday.

"Since the end of 2008, the countries of the region had started to implement countercyclical policies – albeit with significant differences – in an effort to use public spending to counter flagging investment and consumer-spending levels and boost aggregate demand," according to the bulletin, the second joint effort by the two UN agencies.

Gross domestic product (GDP) has contracted nearly 2 per cent in the region so far this year,

Labour-market trends observed in the first half-year, together with the forecast for a 1.9 per cent decline in regional GDP in 2009, suggest that the average annual rate of urban unemployment in the region will be close to 8.5 per cent.

"Youth have paid a high cost for the crisis or economic slowdown, given that unemployment among youths has increased significantly," the bulletin said.

But it said that there are signs that the worst of the economic crisis has already been seen in mid-2009, with signs of recovery, including an end to production declines.

"Public investment can undoubtedly be a powerful tool for creating jobs and boosting the economy in times of crisis," ECLAC and ILO said, also calling for emergency employment programmes.

Boosting public investment to spur job growth entails a lag, they said, underscoring the need for speeding up projects and execution of existing resources in the short term.

The head of the United Nations agency tasked with upholding the freedom of expression today led a chorus of UN voices expressing concern over the suppression of civil liberties in Honduras following a coup d'état in the Central American country in June.

Since the return of ousted President José Manuel Zelaya to Honduras on 21 September, authorities have declared a state of emergency, suspending freedom of opinion and expression, movement and association.

"I am deeply concerned about the situation in Honduras," said UN Educational, Scientific and Cultural Organisation (,"http://portal.unesco.org/en/ev.php-URL_ID=29008&URL_DO=DO_TOPIC&URL_SECTION=201.html">UNESCO) Director-General Koïchiro Matsuura.

"Freedom of expression is a particularly important human right that must be preserved if a durable solution, acceptable to all, is to be found to the crisis," <"http://portal.unesco.org/en/ev.php-URL_ID=46533&URL_DO=DO_TOPIC&URL_SECTION=201.html">stressed Mr. Matsuura.

The authorities who took power in June have issued a decree sanctioning the suspension of any media outlet that "attacks peace or public order," or that broadcasts messages that "offend human dignity, officials, threatens the law or government resolutions" after Mr. Zelaya returned to Tegucigalpa, the Honduran capital, and sought shelter in the Brazilian embassy.

"It is important that political tensions in the country be resolved in a manner that is mindful of the rights of citizens to engage in informed debate," said Mr. Matsuura in a message calling on authorities to reconsider their position in the light of democratic principles.

A group of independent UN human rights experts noted that the decree also allows the police to repress all non-authorized public meetings or demonstrations, and had resulted in the deaths of five people in the last few rallies, including an 18-year-old youth.

"It is worrying that police and military officers are resorting to the use of excessive force, including beatings and shootings, in order to dissolve street protests," the group of four experts said in a joint news release.

"The result of these interventions has been large-scale detentions, in some cases in non-authorized detention facilities, where those arrested run the risk of being subjected to torture or other forms of cruel, inhuman or degrading treatment," the experts added.

The group of experts, who report to the Human Rights Council in Geneva on an unpaid basis, consisted of El Hadji Malick Sow, Chairperson-Rapporteur of the Working Group on Arbitrary Detention; Margaret Sekaggya, Special Rapporteur on the situation of human rights defenders; Frank La Rue, Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, and Manfred Nowak, Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment.

The United Nations is ramping up its relief operations in flood-stricken South-East Asia, appealing for donor support and rushing food to southern Laos where some 250,000 people have been hit by typhoon-spawned rain that have already affected an estimated 3 million in the Philippines.

The UN World Food Programme (<"http://www.wfp.org/">WFP) is sending rice and canned fish to the hardest-hit communities in the southern Lao provinces of Sekong and Attapeu, where more than 90 per cent of land has been flooded, crops destroyed, vital food stocks depleted, and hundreds of houses submerged.

"We are extremely concerned about people getting back on their feet following such devastating destruction," WFP Executive Director Josette Sheeran <"http://www.wfp.org/news/news-release/wfp-rolls-out-rapid-response-reach-flood-victims-laos-region-braces-more-storms">said from Washington. "In some places, there is water as far as the eye can see, and people are literally swimming to safety."

WFP is working closely with both the Philippine and Lao Governments to ensure that food and other supplies reach those in need as swiftly as possible. "The region is overwhelmed with water. We hope donors step in to assist in these urgent relief efforts so that we can reach those affected as quickly as possible," she added.

Rains continue to pound the Philippines, and mass evacuations are taking place as the country braces for a powerful new typhoon that is expected to make landfall on Saturday morning, adding to the devastation caused by last weekend's storm which drove more than a million people from their homes.

Voicing extreme concern over the impending arrival of the new typhoon, UN Emergency Relief Coordinator John Holmes noted yesterday that about 8.5 million people lie in its path, 1.8 million of them in areas where winds are projected to reach hurricane strength.
Sustained aid will be needed, especially food as large tracts of agricultural land have been ruined, he told a news briefing in New York.

WFP is currently aiming to provide food to 1 million people in October as part of its three-month emergency response.

United Nations Special Envoy to Haiti, former United States president Bill Clinton, has led a delegation of 500 business leaders from around the world to the Caribbean country in a bid to unlock what he called Haiti's "great potential for development."

Addressing the Inter-American Development Bank (IDB) in the capital, Port-au-Prince, yesterday, Mr. Clinton said that "this is the right time to invest in Haiti, to help build a better neighbour, a reliable business partner, an alluring tourist destination, and a more prosperous home for its hard-working, resilient people."

Before wrapping up his two-day visit today, he will highlight the island country's tourist highlights, stopping at the Sans Souci Palace, a World Heritage site registered with the UN Educational, Scientific and Cultural Organization (<"http://portal.unesco.org/en/ev.php-URL_ID=29008&URL_DO=DO_TOPIC&URL_SECTION=201.html">UNESCO). It is a national park which also houses the Citadelle, a historic symbol of freedom for Haitians.

Yesterday, Mr. Clinton, reiterating his support for the Government's economic recovery plan, met with President René Préval and Prime Minister Michèle Pierre-Louis.

His visit to Haiti marks his third so far this year and his second since being appointed as Special Envoy by Secretary-General Ban Ki-moon in May.

Mr. Clinton was accompanied this most recent trip by Paul Farmer, his Deputy Special Envoy, who is a physician and Harvard University professor.

Since assuming his position in June, the former US leader has announced many achievements, including a $55 million investment by the Royal Caribbean Cruise Line to develop Labadie, a beach resort area, to draw up to 1 million tourists by 2011. The company, which has committed to boost the local economy by buying food from Haitian producers, will also set up a vocational school in the area to train people for jobs in the hospitality industry.

Last week, his Clinton Global Initiative (CGI) announced nearly two dozen commitments with a $258 million price tag for projects for Haiti, such as a three-year, $2 million pledge by actor Matt Damon's water.org organization to provide safe water and sanitation for 50,000 people.

Earlier this month, Mr. Clinton told the Security Council that the country has "a remarkable opportunity" to overcome decades of misrule and neglect, but that hurdles remain and the international community must step up its support to ensure the Caribbean country can consolidate its gains.

The outlook for Haiti was positive, he said, with a Government committed to building a modern State, large pledges of aid from donors, a diaspora willing to help and goodwill from the international community.

"I am convinced that Haiti has a remarkable opportunity to escape its past," Mr. Clinton stressed, noting that throughout the region, "there is a deep, wide sense that we can and should support" the country, considered the poorest in the Western Hemisphere.

TOP UN ENVOY WELCOMES AGREEMENT ON PRESIDENTIAL POLLS IN SOMALILAND

The top United Nations envoy to Somalia today congratulated officials in the self-declared autonomous region of Somaliland in the Horn of Africa nation for striking an agreement to end a stalemate on delayed presidential elections.

Ahmedou Ould-Abdallah, the Secretary-General's Special Representative, hailed the parties for taking a "courageous step towards a peaceful and successful outcome to the impasse that had characterized their political life of late."

The Memorandum of Understanding signed by officials, he <"http://www.reliefweb.int/rw/rwb.nsf/db900SID/ASAZ-7WFCFF?OpenDocument">said, is a "step in the right direction" which should result in a free and fair plebiscite.

The agreement is a "testament to the Somalilanders' tradition of resolving internal conflict peacefully as well as a credit to the public officials who understand their role as civil servants," Mr. Ould-Abdallah noted.

It should also encourage all Somalis to achieve peace through dialogue, compromise and tolerance, he stressed.

"Violence will never achieve what peaceful dialogue can."

GANDHI'S MESSAGE OF NON-VIOLENT STRUGGLE KEY TO FACING MODERN THREATS – BAN

Mahatma Gandhi's legacy of non-violence in the face of aggression is an enduring symbol of hope for leaders and grass-roots campaigners alike in defeating the growing number of hostile forces threatening the modern world, Secretary-General Ban Ki-moon said today.

In a message marking the third annual International Day of Non-violence, observed on 2 October in honour of Mr. Gandhi's birthday, Mr. Ban said that Mr. Gandhi understood that a powerful idea could change the world.

"He knew that individuals, working alone and together, could realize what others might dismiss as impossible dreams," Mr. Ban said of Mr. Gandhi, whose non-violent struggle led to an independent India and inspired movements for civil rights and freedom around the globe.

"We strive, for example, to rid the world of weapons of mass destruction," he said. "Recent initiatives and meetings, including last week's Security Council summit on nuclear disarmament and non-proliferation, have improved prospects for reductions in global arsenals."

Mr. Ban underscored the importance of sustaining this momentum, and called on the international community to press for success at next year's Nuclear Non-Proliferation Treaty review conference and beyond.

"The call to non-violence need not apply only to the use of deadly weapons," he added. "The United Nations and its grass-roots partners have long campaigned to stop the human assault on our planet."

Greenhouse gas emissions have long threatened the planet, he said, urging activists everywhere "to turn up the heat on world leaders to seal a deal at the UN Climate Change Conference in Copenhagen in December."

But on the fringes of the crowd, His listeners behave like rowdies at a rock concert, yelling at one another and brawling until no one can hear the Savior's words. What's that He said? Blessed are the cheesemakers? "It's not meant to be taken literally," advises a well-to-do bystander. "Obviously it refers to any manufacturers of dairy products." But didn't He just say, "Blessed are the Greek?" No, no, it was the meek. "Oh, that's nice," comments a motherly type. "I'm glad they're getting something, 'cause they have a hell of a time." A few yards away, a sinister band of revolutionaries known as the Peoples' Front of Judea shake their heads. "What Jesus blatantly fails to appreciate is that it is the meek who are the problem," one insists. In fact, Jesus doesn't seem to be getting through to anybody. Even a beggar He's cured scarcely acknowledges the miracle. "One minute I'm a leper with a trade, next moment my livelihood's gone," he complains. "My family has been in begging for six generations. I mean, you try waving muscular, suntanned limbs in people's faces demanding compassion. It's a bloody disaster!"
