UN MEETING REACHES AGREEMENT ON MEASURING DESERTIFICATION

The world's countries have agreed to a minimum set of indicators for monitoring and assessing the extent of desertification, drought and land degradation in what a United Nations official has called a "groundbreaking achievement" in the battle against a problem afflicting nations on every continent.

After two weeks of negotiations involving hundreds of scientists, government ministers and officials, the Ninth Session of the Conference of Parties to the UN Convention to Combat Desertification (UNCCD) wrapped up today in Buenos Aires with consensus on the measurement indicators.

Luc Gnacadja, the Executive Secretary of the UNCCD, described the agreement as "good news and a groundbreaking achievement" for the treaty, which entered into force in 1996.

"To describe an elephant, you have to agree on what an elephant looks like," he said. "It is the same with desertification, land degradation and drou
ght. Countries have to agree what these are before they can monitor trends in any one of them."

As well as the indicators, Mr. Gnacadja said the ministers in attendance in Buenos Aires had sent "a strong message" to the talks in Copenhagen this December aimed at striking a long-term deal to cut greenhouse gas emissions.

"A high level of convergence emerged at the ministerial segment on the need for a comprehensive new regime that includes the potential for soil in carbon sequestration, and serious attention to adaptation so that the poor are given their fair share of support."

The Executive Secretary said the ministers called for a review of the costs of action versus the costs of inaction regarding combating land degradation.

UN TO SET UP FUND TO SUPPORT FAMILIES OF UN STAFF KILLED IN ACTION

A fund will be established to help support the families of United Nations personnel who have been killed in the line of duty, Secretary-General Ban Ki-moon announced today as he unveiled plans for the first event to raise money for the cause.

Speaking in Copenhagen, at the XIII Olympic Congress, Mr. Ban said the details of how the fund will operate are still being determined, but the funds raised will go to the relatives of staff killed as they performed their official duties in humanitarian and peace operations worldwide.

"We have so many United Nations [personnel], international or national, who are unfortunately [killed in action]. They need your help," he said.

Mr. Ban and International Olympic Committee (IOC) President Jacques Rogge today signed a soccer ball -- made from paper and wrapped up in plastic bags and tied with strings gathered from a slum in Kenya -- that will be aucti
oned at an upcoming fundraising event hosted by Princess Haya Bint Al Hussein, a UN Messenger of Peace.

That fundraiser is being held for the benefit of families of national UN staff members killed in action.

Each year the UN pays tributes to the efforts of staff by observing World Humanitarian Day on 19 August -- the date of the 2003 Canal Hotel bombing in Baghdad, which claimed the lives of 22 UN staff members, including the world body's top envoy in Iraq, Sergio Vieira de Mello, and wounded more than 150 people.

BAN VOICES HOPE AHEAD OF FINAL LEG OF NEGOTIATIONS ON CLIMATE CHANGE TREATY

The frozen positions preventing governments from making progress in negotiations for a new greenhouse gas emissions treaty are beginning to thaw, Secretary General Ban Ki-moon said on Saturday in a series of speeches in Copenhagen, aimed at cranking up the pressure on nations to finalize an ambitious new pact at a conference in the city this December.

In an address to the University of Copenhagen, Mr. Ban highlighted the success of the largest climate change summit in history, held at the United Nations last week and attended by 101 heads of State and government.

"Climate change -- and the imperative to reach agreement at Copenhagen -- is now at the top of the international agenda. This is where it belongs." he said. "Tackling climate change can set us on the road to peace and prosperity for all."

Mr. Ban said that the summit helped "turn up the heat" on world leaders and focu
s their attention on the urgent need for action, especially on finalizing a deal on global greenhouse gas emissions when the first commitment period of the Kyoto Protocol expires in 2012.

"Leaders voiced broad support for setting a long-term goal to limit global temperature increase to a maximum of 2 degrees Celsius," said Mr. Ban. "World leaders acknowledged the scientific imperative to cut global greenhouse gas emissions by at least 50 per cent below 1990 levels by 2050."

He said that most importantly, they all recognized that a deal in Copenhagen was possible and showed a keen willingness to achieve the goal.

Underscoring the importance of financing for climate change mitigation and adaptation measures, Mr. Ban said that many leaders rallied around a proposal for providing $100 billion per year over the next decade.

In his address to the XIII Olympic Congress, which was meeting in Copenhagen this week to vote on the host for the 2016 Summer Games, Mr. Ban noted that their spor
ting partnership with the UN extends across the world.

"The Olympic movement is making great strides in helping to protect the environment. The fight against climate change urgently needs your support," he said in the message, in which he congratulated Rio de Janeiro for winning the bid to host the 2016 Olympics.

"It carries out scores of projects to help refugees, educate children and protect our planet," said Mr. Ban. "But there is perhaps no area where we cooperate more closely than in protecting our global environment."

Welcoming the IOC's agenda for Sport and Environment and the concept of 'Green Games,' he pointed to last summer's Beijing Olympics that set new records with more than a fifth of all energy used coming from renewable sources.

"I am pleased that Vancouver and London, next year and in 2012, are committed to greening the games they will host," he said. "In a few weeks, an Olympics of another sort will take place right here in Copenhagen."

Sealing a deal on clim
ate change will take an Olympian effort, said Mr. Ban. "We are all running a race against time."

Last month's summit at the UN laid a solid foundation for this effort when world leaders unanimously called for a deal, he said.

"Tackling climate change can set us on the road to peace and prosperity for all, but half-measures or business-as-usual will set the stage for catastrophe," he warned.

UN GOODWILL AMBASSADOR JOLIE SPOTLIGHTS PLIGHT OF IRAQI REFUGEES

The award-winning actress and United Nations goodwill ambassador Angelina Jolie has urged the international community to not forget the hundreds of thousands of Iraqi refugees who remain unwilling to return to their homeland despite the relative decrease in violence in that country over the past year.

Visiting Iraqi refugees living in Damascus, the capital of neighbouring Syria, Ms. Jolie said yesterday that it was clear that many people will not be returning home for some time and will need continued support.

"Most Iraqi refugees cannot return to Iraq in view of the severe trauma they experienced there, the uncertainty linked to the coming Iraqi elections, the security issues and the lack of basic services," she said.

An estimated 4.2 million Iraqis have left their homes since the start of conflict in 2003, according to the UN High Commissioner for Refugees (UNHCR), and currently 215,00
0 of them are registered with the agency in Syria.

Ms. Jolie, a Goodwill Ambassador for UNHCR since 2001, was making her second trip to Syria with the agency to spotlight the situation facing Iraqis who have fled their country.

With her partner, the actor Brad Pitt, Ms. Jolie was welcomed into the Damascus homes of several Iraqi families, and heard harrowing tales of their suffering back in Iraq and their struggles to escape from their homeland with their lives.

Many of the refugees exhausted their savings a long time ago and now depend on humanitarian agencies such as UNHCR, non-governmental organizations (NGOs) or the Syrian Government for basics such as bedding and food.

Ms. Jolie said that "until other solutions are found, or these refugees are able to go home, it is essential that the international community help UNHCR to provide financial and food support so that they can survive."

The Goodwill Ambassador also met yesterday with Syrian President Bashar al-Assad and his wife
Asma and she said later that "it is clear that the Syrian people, no matter the challenges or difficulties they may face, have always shown generous hospitality to people in need."

Steve Martin: Wild and Crazy Guy emeritus? Well, not quite. Though with the release of a melancholy memoir, Born Standing Up, Martin signalled that comedy isn't the only love of his life. His current tour, which arrives at the Wang Center on October 7, is a musical outing inspired by his Rounder debut, The Crow: New Songs for the Five String Banjo -- his first music release since "King Tut" topped the charts in 1978. Along with a few other writers, I had the great pleasure of speaking with Steve over the phone from his Los Angeles home the other day. He was ostensibly promoting the tour, but I managed to sneak in some comedy related questions. He was as nice and thoughtful as I imagined him to be, and, of course, very funny.

Born Standing Up has a bit of a melancholy tint to it. It also transmits the impression that you were generally unsatisfied with stand-up at a certain point. However, when it comes to your banjo music, say in the song like "Late for School," you sound so satisfied and joyous. Can you describe the satisfaction you get from making music and how it satisfies you differently from performing and writing comedy?

STEVE MARTIN: Well it's very clear difference, almost everything else I do involves words. And the music doesn't so it's automatically a different - I think it's a different part of the brain and it's a way to be emotional in an, you know, in an utterly different way than you would normally. You're actually bringing it out through an instrument rather than, you know, telling someone you love them you can play it.

Call it a symbol for the company: like Albrecht, Boston Ballet has forsaken the castle for the cottage, leaving the spacious -- even cavernous -- Wang Theatre, where it roamed for nearly 30 years, for the more intimate Boston Opera House, to which it's pledged its troth for the next 30 years. But unlike Albrecht, whose decision ends in tragedy, the Ballet, on the evidence of last night's opening performance, is unlikely to regret its decision.

The Opera House is, granted, a pretty fancy cottage: it opened in 1928 as a lavish movie theater and vaudeville palace and was taken over in 1980 by Sarah Caldwell's Opera Company of Boston before undergoing a $38 million restoration (courtesy of Clear Channel) in 2004. The stage area is slightly smaller than the Wang's but comparable to what most first-tier ballet companies perform on. The backstage area is much smaller and will test the company's resources. The acoustics are much better: Jonathan McPhee's Boston Ballet Orchestra sounds louder, clearer, brighter.

Progress on climate change negotiations, geared towards December's summit in Copenhagen where a new agreement on limiting greenhouse gas emissions is set to be reached, has been mixed at the latest round of talks, a top United Nations official has reported.

Some 4,000 people – including government delegates from 177 countries and representatives from the private sector and environmental organizations – are in Bangkok, Thailand, for a two-week penultimate round of negotiations, which kicked off on Monday, ahead of the meeting in the Danish capital.

Yvo de Boer, Executive Secretary of the United Nations Framework Convention on Climate Change (<"http://unfccc.int/2860.php">UNFCCC), said that he found it encouraging that strides have been made in key areas, including adaptation, technology and building developing nations' capacity to deal with global warming.

In a positive development, he said that negotiators are finally getting into the text and starting to shorten the lengthy document.

However, Mr. de Boer said that he is disappointed by the lack of progress made by industrialized nations towards curbing their emissions, as well as by progress on financing.

The Bangkok talks come on the heels of last week's high-level summit, the largest ever on climate change, convened by Secretary-General Ban Ki-moon at UN Headquarters in New York.

That event drew some 100 heads of State and government who issued a call for a comprehensive pact to be reached in Copenhagen. The leaders also underscored the need to boost action to help the world's most vulnerable and poorest adapt to global warming, as well as the importance of industrialized countries agreeing on ambitious emissions reduction targets.

"Your words have been heard around the world. Let your actions now be seen. There is little time left. The opportunity and responsibility to avoid catastrophic climate change is in your hands," Mr. Ban said at the end of the New York summit.

The last round of negotiations before the Copenhagen conference will take place in Barcelona, Spain, in November.

Somali civilians are bearing the brunt in the latest upsurge in fighting in the country's troubled south central region, the United Nations refugee agency said today, adding that 145 people have reportedly been killed and another 285 injured in heavy clashes in September alone.

Yesterday, the opposition Al Shabaab group said it had taken control of the southern city of Kismayo from its former ally, Hisb-ul-Islam. According to hospital sources, some 12 people were killed and 50 others injured, the UN High Commissioner for Refugees (<"http://www.unhcr.org/cgi-bin/texis/vtx/home">UNHCR) reported.

Fighting since early May between Government forces and Al Shabaab and Hisb-ul-Islam has displaced around 160,000 internally displaced persons (IDPs) in the country.

UNHCR said that the rate of displacement had diminished over the last two months, as compared to May and June, but it is still high, with 17,000 people uprooted last month alone.

"We are extremely concerned about the dire humanitarian situation of hundreds of thousands of civilians who have been displaced by the continuing conflict in Somalia," UNHCR spokesperson Andrej Mahecic told reporters in Geneva.

"Should the fighting between Al Shabaab and Hisb-ul-Islam escalate, we fear that more than half a million internally displaced people in the Afgooye corridor, some 30 kilometres south of Mogadishu, could be affected and uprooted once again," he said.

Mr. Mahecic added that insecurity in the Afgooye area is already significantly limiting humanitarian access to the IDPs, but the situation could further deteriorate, making it even more difficult for Somali and international humanitarian agencies to deliver assistance to people in need.

UNHCR provides protection and assistance to more than 515,000 Somali refugees in the nearby countries of Kenya, Yemen, Ethiopia, Djibouti and Uganda. There are also more than 1.5 million IDPs in the country and the number is constantly increasing.

UN RESPONDS TO SAMOA'S APPEAL FOR ASSISTANCE IN WAKE OF DEADLY TSUNAMI

The United Nations is responding to an appeal for assistance by Samoa, which earlier this week was struck by a tsunami that has wrought devastation on the South Pacific nation.

An undersea earthquake, measuring 8.0 on the Richter scale and based south of the Samoan archipelago, resulted in a massive tsunami on 29 September. Media reports say it has claimed over 150 lives and affected tens of thousands of others, and these numbers are expected to rise.

Villages, homes and communication lines have been destroyed as the large waves, measuring as high as 2.5 metres, surged inland.

A UN Disaster Assessment and Coordination (UNDAC) team has been dispatched to Samoa.

For its part, the World Health Organization (WHO) has sent medical supplies – including gloves and gowns – at the Government's request.

The agency is also distributing clean water to the victims and helping to transport evacuees and injured people.

Also affected by the tsunami is Tonga, where WHO has dispatched a health specialist from its Fiji office, to help local authorities respond to the quake's aftermath.

The UN Children's Fund (UNICEF) has mobilized its emergency response team, also from its Fiji office.

"Our hearts and minds are with the children and families of Samoa and Tonga right now," said agency representative Isiye Ndombi.

"From past experiences we know that it is especially important that we work to immediately immunize children against measles, ensure the protection of women and children who are especially vulnerable now, and establish good sanitation facilities to prevent outbreak of diseases," he added.

Yesterday, Koïchiro Matsuura, Director-General of the UN Educational, Scientific and Cultural Organization (UNESCO), urged governments to strengthen efforts to protect coastal communities.

In a message released by the agency, he said he was "deeply distressed by the losses provoked by this most recent tsunami in the Pacific Ocean."

He stressed that "national authorities must maintain and constantly improve their communications and warning systems to help protect coastal populations, which are inevitably vulnerable to such phenomena."

The Human Rights Council today decided to defer action on a draft resolution concerning the report of the recent United Nations fact-finding mission on the Gaza conflict at the start of this year.

The Council had been expected to vote on the resolution today but will now consider the text at its next session, scheduled to take place in March 2010 in Geneva.

Zamir Akram, a representative of Pakistan, told the 47-member Council that the co-sponsors of the resolution – the Organization of the Islamic Conference (OIC), the Arab group, the African group and the Non-Aligned Movement (NAM) – had requested that discussion of the resolution be deferred until the next session to allow more time for members to consider the contents of the fact-finding probe.

That investigation, headed by Justice Richard Goldstone, found evidence that both Israeli forces and Palestinian militants committed serious war crimes and breaches of humanitarian law, which may amount to crimes against humanity, during the conflict in December 2008 and January 2009.

Presenting his report to the Council at the start of this week, Justice Goldstone called for an end to impunity for those found to have committed human rights violations.

"It is accountability above all that is called for in the aftermath of the regrettable violence that has caused so much misery for so many," he said.

Justice Goldstone urged the Council to implement a number of measures, including a referral of the mission's report to the Security Council, since neither the Government of Israel nor the responsible Palestinian authorities have so far carried out any credible investigations into alleged violations.

Apart from Justice Goldstone, a former chief prosecutor of the International Criminal Tribunals for the former Yugoslavia and Rwanda, the other members of the fact-finding team are: Christine Chinkin, Professor of International Law at the London School of Economics and Political Science at the University of London; Hina Jilani, Advocate of the Supreme Court of Pakistan and former Special Representative of the Secretary-General on Human Rights Defenders; and retired Colonel Desmond Travers, member of the Board of Directors of the Institute for International Criminal Investigations (IICI).

Today the Council wrapped up its current session by adopting another six resolutions and one decisions on issues ranging from the situation in Myanmar and the adverse effects of the dumping of toxic wastes.

During this session the Council also appointed Pakistan's Farida Shaheed as Independent Expert in the field of cultural rights and Tanzania's Mohamed Chande Othman as Independent Expert on the situation of human rights in Sudan. The mandates of the Special Rapporteur on Cambodia and the Independent Expert on Somalia were extended by one year.

The United Nations peacekeeping chief next week pays an official visit to Pakistan, Bangladesh and India, the three top national contributors of forces to the many missions with which the world body seeks to restore stability and democracy in conflict-riven countries.

"One of the main purposes of Mr. Le Roy's trip is to thank the countries for their long-standing dedication to peacekeeping and engage in an open discussion regarding current and future peacekeeping challenges," spokesperson Michele Montas said of Under-Secretary-General for Peacekeeping Operations Alain Le Roy's visits.

As of the end of August the three countries contributed nearly a third of the 95,500 UN peacekeepers currently stationed around the world in 17 missions either directed or supported by the Department of Peacekeeping Operations (DPKO).

Pakistan's share totalled nearly 10,600 in 11 missions, Bangladesh's more than 9,500 in 10, and India's over 8,760 in nine.

Secretary-General Ban Ki-moon has urged countries not to waver in their commitments to women and girls in the midst of the ongoing economic crisis, particularly in ensuring their basic human rights.

In his report on the girl child, Mr. Ban noted that economic crises can exacerbate the impacts of poverty on the lives of children, particularly girls, who are highly vulnerable to their negative effects.

In previous financial and economic crises, such as those in Asia and Latin America during the 1980s and 1990s, child mortality rates rose and school enrolment dropped. Past crises have also witnessed higher levels of crime and violence, child labour and other forms of hazardous work, including sex work, and infants being placed in institutions.

"Already limited legal benefits and protection, lack of decision-making authority and limited control over financial resources are likely to leave girls and women even more vulnerable to the impact of crises than boys and men," he wrote.

Therefore, a gender-sensitive response to the current economic crisis is "essential," Mr. Ban stated. "National commitments that support and protect girls' rights through basic health care and nutrition, clean water, basic education, child protection services and aid flows must be upheld and, where possible, expanded."

The Secretary-General said investing in and ensuring human rights for girls and women is not only a legal and moral obligation but is also likely to prevent intergenerational cycles of poverty and yield high economic and societal returns.

"Maintaining national commitments to children and women and enhancing social protection will not only help to ensure a more rapid recovery from the crisis but will also build a foundation for equitable growth and sustained progress towards the Millennium Development Goals (MDGs)," he added, referring to the set of globally agreed targets reduce poverty, hunger and other ills by 2015.

Mr. Ban's wide-ranging report also addressed progress and challenges regarding discrimination against the girl child, including in the areas of the right to education, health and adequate food, HIV and AIDS, and violence and exploitation.

In addition, it highlights efforts undertaken to end female genital mutilation, a harmful practice that three million girls and women endure each year. The procedure is the partial or total removal of the external genitalia – undertaken for cultural or other non-medical reasons – often causing severe pain and sometimes resulting in prolonged bleeding, infection, infertility and even death.

According to the UN Children's Fund (UNICEF), although the practice is in decline, it remains prevalent in many countries and often against national laws, particularly in Africa and the Middle East.

Mr. Ban stated that ending this practice will contribute to achieving the MDGs, including promoting gender equality and empowerment of women, reducing child mortality and improving maternal health.

In February 2008, 10 entities within the UN launched the Inter-agency Statement, setting out the elements to support the overall abandonment of this practice in one generation, with demonstrated success in many countries by 2015. This goal can be reached with strengthened support and collaboration, said Mr. Ban.

More than a million Ugandans driven from their homes by decades of violent conflict are gradually moving back to their homeland in the north of the country thanks to an innovative United Nations-backed farming project, the Food and Agricultural Organization (<"http://www.fao.org/english/newsroom/photos/ugandaphotogallery-en/">FAO) said today.

A new rice-based farming system aimed at improving food security and reducing poverty in Uganda has enabled the incremental return of around 1.5 million internally displaced persons (IDPs) after living in makeshift camps for more than 20 years.

Although some tensions remain in the absence of a comprehensive peace agreement, armed clashes in the region ended following the conclusion of a peace process in 2006 between the Government and the notorious Lord's Resistance Army (LRA) rebel group.

"That is when we needed to take action to help people return to their homelands and encourage them to start farming again," said Percy Misika, FAO Representative in the Ugandan capital, Kampala.

Planting varieties of the high yielding New Rice for Africa (NERICA) rice is the focus of FAO's cultivation strategy for Uganda, with a project supported by $1.5 million of funding over two years – 2008 to 2010 – from Japan.

"The different NERICA varieties offer a number of advantages: they grow well on the uplands and are resistant to drought, their yield is 30 per cent higher than that of local varieties, and they produce a long grain rice with good flavour and high nutritional content which matures in three months or less when the rains are regular," said Mr. Misika.

The first phase of the plan, which concluded in 2008, involved eight districts of northern, eastern, central and western Uganda where 1,800 farmers received NERICA varieties, 32 facilitators were trained to teach farmers and 64 farmer field schools were launched.

Since then, nine more northern districts are benefiting from the second phase of the NERICA scheme.

Many of the young households involved are made up of men and women who have no income and who grew up in camps for the displaced without any knowledge of farming and crop cultivation, said FAO.

Those returning to their villages have had to learn about farming, understand effective agricultural practices, and acquire familiarity with the basic production systems used in cultivating NERICA through the project's Farmer Field School (FFS) network, allowing young farmers can share knowledge.

"We are careful to choose the best profile of facilitator to lead this participatory approach," said NERICA National Project Manager, Emmanuel Iyamuremye Iyibingira. "It takes passion, motivation and perfectionism to offer effective training for the farmers, especially the young ones who have never known anything except the precarious life of the camps."

FAO believes that the project will result in more than 2,160 farmers trained in NERICA crop production technology, with a total of 72 schools established in nine districts.

Secretary General Ban Ki-moon today set off to Denmark on the second-leg of his European trip, where he is slated to meet with the country's Prime Minister and the President of the International Olympic Committee (IOC).

After meeting this morning with the Speaker of Parliament in Stockholm, as well as representatives of various Swedish political parties and non-governmental organizations (NGOs), Mr. Ban headed for Copenhagen, the Danish capital.

Accompanied by his wife, the Secretary General plans to meet with IOC President Jacques Rogge and Mrs. Rogge this evening in Copenhagen, Mr. Ban's spokesperson Farhan Haq told reporters in New York.

On Saturday, Mr. Ban is scheduled to give a speech to the IOC Congress, focusing on how the idea of a 'Green Games' is becoming a reality through the efforts of the Olympic Committee's Sports for the Environment agenda.

The IOC has been meeting in Copenhagen this week and today announced it has awarded the 2016 Summer Games to Rio de Janeiro.

While in Denmark, Mr. Ban will also address the University of Copenhagen on issues surrounding the international high-level climate change conference the city will host in December, which aims to finalize a deal on global greenhouse gas emissions when the first commitment period of the Kyoto Protocol expires in 2012.

The United Nations has taken a significant step to avoid duplication and strengthen coordination between nine departments and agencies in so-called rule of law activities, a complex field ranging from peacebuilding and the environment to counter-terrorism and dealing with human rights abuses, Deputy Secretary-General Asha-Rose Migiro said today.

This is the first year that the Rule of Law Coordination and Resource Group, which Ms. Migiro chairs, is implementing the Joint Strategic Plan, a results-oriented road map setting out targeted initiatives and outcomes for the next three years, the first of its kind in the rule of law field, she <"http://www.un.org/apps/dsg/dsgstats.asp?nid=182">told the General Assembly in an informal briefing.

"Strengthening the rule of law is central to achieving the UN vision for a just, secure and peaceful world," she declared. "While we have far to go, I am pleased to be able to update you on the initiatives taken to date."

These include the development of guidance notes for key cross-cutting issues, such as rule of law assistance at the national level, justice for children, and constitution-making.

A note on transitional justice is being prepared outlining the principles and framework for a common UN approach to increase system-wide effectiveness. The Group is currently developing a system-wide training programme to reinforce such an approach.

Another major goal is reinforcing global action for the rule of law at the national and international levels. The Group recently began consultations with national leaders from developing countries who have played a key role in rule of law development, seeking to give voice to their views, including on donor assistance, to inform future policy-making.

Since 2006, the Group has brought together principals from all relevant UN departments and agencies to help ensure policy coherence at the very highest levels across the UN system.

"Already, we can see the fruits of this initial labour. Still, we have far to go to achieve our ambitious agenda," Ms. Migiro said.
